License plate details of 34 provinces and cities after the merger

After 34 provinces and cities are expected to operate from July 1, the license plates of the provinces will be a collection of license plates before the merger.

Recently, the National Assembly passed a resolution on the arrangement of provincial administrative units, reducing the number of provinces and cities from 63 to 34. Thus, after the 34 provinces and cities are expected to operate from July 1, the license plates of the provinces will be a collection of license plates before the merger.

For cars registered after July 1, there is currently no new guidance from the authorities on which license plate to use. For old cars in circulation, the license plate will not need to be reissued. Documents issued before the merger will remain valid until they expire, including the license plate. People only need to change their registration or license plate when they are required to do so.

According to Circular 79/2024 of the Ministry of Public Security, there are 6 cases where vehicle registration and license plates must be changed, including:

- Vehicle registration certificate, license plate is blurred or damaged.

- Modified car; car with changed paint color.

- Registered vehicles with white background license plates, black letters and numbers are changed to yellow background license plates, black letters and numbers and vice versa.

- Change vehicle owner information or vehicle owner needs to change vehicle registration certificate to new address.

- Vehicle registration certificate expired.

- Change old vehicle registration certificate, old license plate to vehicle registration certificate, license plate according to the provisions of this Circular; vehicle owners have the need to change short license plate to long license plate or vice versa.
