Hundreds of thousands of non-professional staff receive appropriate severance pay.

Decree 154 replaces Decree 29/2023 on streamlining payrolls, adding many leave regimes for non-professional cadres at the commune, village, and residential group levels.

After listening to many opinions about the unreasonable and disproportionate regime for part-time workers at the commune, village, and residential group levels who quit their jobs during the restructuring of the apparatus, the Ministry of Home Affairs quickly developed a plan to submit to the Government for consideration and approval.

One of the notable contents in Decree 154/2025 regulating staff streamlining, which has just been issued by the Government and takes effect from June 16, is to add many policies and regimes for this group of subjects to apply until the end of 2030.

Currently, the whole country has more than 120 thousand part-time workers at the commune level and this group will end their activities before June 30.

Before Decree 154, part-time workers who quit their jobs within 12 months from the date of the arrangement decision of the competent authority were entitled to policies according to the provisions of Decree 29 on streamlining the payroll.

Some titles of non-professional activists at commune level:

1. Office of the Commune Party Committee

2. In charge of commune-level broadcasting

3. Deputy Military Commander

4. Vice President of the Fatherland Front

5. Vice President of Veterans Association

6. Vice President of Women's Union

7. Vice Chairman of Farmers' Association (for communes, wards and towns with Farmers' Association)

8. Deputy Secretary of Ho Chi Minh Communist Youth Union

9. Chairman of the Elderly Association

10. Chairman of the Red Cross Society in the commune, ward, town.

According to Resolution 29, part-time workers who do not hold elected positions will receive benefits based on the number of months off before the end of the reorganization roadmap.

Specifically, for each month of retirement before the end of the arrangement roadmap, the allowance is equal to 1/2 of the current monthly allowance. For those who retire before the end of the arrangement roadmap, the number of months of allowance is calculated by the number of months of retirement before the retirement date mentioned above.

For non-professional workers holding elected positions, the basis for calculating the time to enjoy the regime is based on the number of months off before the end of the term.

However, because the monthly allowance for part-time workers at the commune level is currently not high, the severance allowance for these subjects is very low.

There are people who work part-time in the commune, holding two positions, with 14 years of experience, but their monthly salary is only over 4 million VND.

Meanwhile, many people are considered to have many years of dedication to the locality, some of whom take on a workload no different from that of civil servants.

Even some local leaders pointed out the fact that a large number of part-time workers are qualified, capable and young, dynamic people, but because there is not enough staff, they have to be arranged to work part-time, and now they have to quit their jobs, which is a great disadvantage for them.

Taking note of opinions from insiders as well as National Assembly deputies on the rights of this group after leaving work, the Ministry of Home Affairs has issued an official dispatch requesting the Provincial People's Committee to study and propose policies for part-time workers at the commune, village and residential group levels, and send them to the Ministry of Home Affairs for synthesis and submission to the Government for consideration and decision.

It is estimated that the whole country has more than 444,000 part-time workers at the commune, village and residential group levels.

At the end of May, the Ministry submitted to the Government a draft Decree replacing Decree No. 29/2023 on streamlining payrolls, including many proposals for major changes in the regime and policies on leave for part-time workers at the commune, village, and residential group levels.

With urgent time, on June 15, the Government issued Decree No. 154 regulating staff streamlining to replace Decree 29/2023.

Accordingly, policies for part-time workers at the commune level have been supplemented. Specifically, part-time workers at the commune level who have not reached retirement age are entitled to one-time subsidies, subsidies based on years of service, subsidies for finding a job, reserving compulsory social insurance payment time or receiving one-time social insurance.

Non-professional workers in villages and residential groups who are redundant due to reorganization are also entitled to the same severance benefits as those at the commune level.

Part-time workers at the commune level who have not reached retirement age as prescribed are entitled to the following benefits:

a) For people with less than 5 years of work experience:

Receive a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of service.

Receive a subsidy equal to 1.5 times the current monthly allowance for each year of service.

Receive 3 months of current monthly allowance to find a job.

Reserve compulsory social insurance payment period or receive one-time social insurance according to the provisions of the law on social insurance.

b) For those with 5 years of work experience or more and less than 5 years of retirement age:

Receive a one-time benefit equal to 0.8 times the current monthly allowance multiplied by the number of months of early retirement compared to retirement age.

Receive a subsidy equal to 1.5 times the current monthly allowance for each year of service.

Receive 3 months of current monthly allowance to find a job.

Reserve compulsory social insurance payment period or receive one-time social insurance according to the provisions of the law on social insurance.

c) For those who have worked for 5 years or more and have at least 5 years left until retirement age:

Receive a one-time benefit equal to 0.8 times the current monthly allowance multiplied by 60 months.

Receive a subsidy equal to 1.5 times the current monthly allowance for each year of service.

Receive 3 months of current monthly allowance to find a job.

Reserve compulsory social insurance payment period or receive one-time social insurance according to the provisions of the law on social insurance.
