Chairman of Nghe An Provincial People's Council: Urgently advise on appointing personnel for People's Councils and People's Committees at commune level after the rearrangement

The Standing Committee of Nghe An Provincial People's Council urgently requested to consult on resolutions appointing personnel to hold leadership positions of the People's Council and People's Committee at the commune level formed after the rearrangement.

On the afternoon of June 17, the Standing Committee of the People's Council of Nghe An province held a conference to exchange professional work with the Standing Committees of the People's Councils of districts, cities and towns in the province. This is the 7th meeting since the beginning of the 2021-2026 term, and has special significance as in just a few days, the 2-level local government model will officially come into operation.

District People's Council has fulfilled its responsibility, supporting the new government.

The conference recorded many opinions discussing and comprehensively evaluating the performance of the People's Councils of districts, cities and towns in the past time. Delegates focused on analyzing the coordination relationship between the Standing Committee of the Provincial People's Council and the District People's Council, as well as the specific and practical contributions of the District People's Council to the general activities of the Provincial People's Council.

In addition to sharing experiences and achievements, the conference also focused on discussing key tasks in the coming period, especially the organization of the apparatus in the context of implementing the two-level local government model.

Representatives of the Provincial People's Council's Committees also spoke to discuss and answer questions of concern to district-level delegates, especially issues related to the organization and operation of the newly formed commune-level People's Councils after the administrative unit rearrangement.

Continue to promote experience, intelligence and sense of responsibility in new positions.

In his closing speech at the conference, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated and respectfully acknowledged the efforts and important contributions of the district-level authorities, including the People's Council, over the past time.

According to comrade Hoang Nghia Hieu, the People's Councils of districts, cities and towns have constantly innovated the content and methods of operation; well demonstrating their role as local State power agencies, representing the will, aspirations and mastery of the people.

District People's Council meetings are increasingly organized in a systematic manner, the quality of examination, discussion, questioning and issuance of resolutions is increasingly substantive, close to practical requirements. Supervision work is focused and key, associated with solving urgent problems in the locality. Activities of meeting voters, receiving and conveying recommendations have contributed to increasing people's trust in the government apparatus.

In particular, the Standing Committee of the District People's Council has closely coordinated with the Standing Committee and Committees of the Provincial People's Council, the Office of the National Assembly Delegation - Provincial People's Council, especially in the activities of meeting voters of the Provincial People's Council delegates, synthesizing and monitoring the settlement of voters' petitions; coordinating in the monitoring and thematic survey activities organized by the Provincial People's Council in the area. These results not only contribute to the stability and socio-economic development of each locality, but also contribute positively to the overall success in the activities of the Provincial People's Council and the development of the province.

The Chairman of the Provincial People's Council emphasized that in the coming time, many comrades of the Standing Committee of the People's Council and the People's Council Committees at the district level will continue to hold key positions in the new commune-level government apparatus after the arrangement, in which many comrades work at the People's Council at the commune level.

The Provincial People's Council hopes that you will continue to promote your experience, courage and sense of responsibility, contributing to the effective operation of the People's Council apparatus at the commune level, contributing to building a two-level local government that operates effectively, efficiently and effectively.

Currently, the implementation of the two-level local government model is entering the urgent phase to officially come into operation from July 1, 2025. On June 16, the National Assembly passed a Resolution on amending and supplementing a number of articles of the Constitution and the Law on Organization of Local Government (amended), which will take effect from the date of approval. The National Assembly Standing Committee also issued a Resolution on the arrangement of commune-level administrative units in Nghe An province in 2025.

Based on the policies, regulations and instructions of the Central Government, the Chairman of the Provincial People's Council proposed: The Office of the National Assembly Delegation and the Provincial People's Council urgently advise on the issuance of general instructions on the sample list of proposals to appoint district and commune-level People's Council delegates (before arrangement) as new commune-level People's Council delegates for uniform implementation by districts, cities and towns.

The Standing Committees of the People's Councils of districts, cities and towns, based on the conclusions of the Politburo, the provisions of the amended Constitution, the Law on Organization of Local Government (amended), the instructions of the National Assembly Standing Committee, the Provincial Party Committee, the Standing Committee of the Provincial People's Council, and personnel announcements of competent authorities, urgently review and make a list of proposals to appoint district and commune-level People's Council delegates (before arrangement) as new commune-level People's Council delegates to send to the Standing Committee of the Provincial People's Council.

On that basis, assign the Provincial People's Council Legal Committee and the Office to urgently advise on Resolutions appointing personnel to hold the positions of Chairman, Vice Chairman, Head of the People's Council and Chairman, Vice Chairman of the People's Committee and appointing People's Council delegates of commune-level administrative units formed after the rearrangement.

At the same time, the Provincial People's Council Legal Committee was assigned to be the focal point to receive difficulties and obstacles and guide district-level units in the process of implementing the tasks of deploying the 2-level local government model as well as initially putting into operation the new commune-level People's Council apparatus; the Office of the National Assembly Delegation - Provincial People's Council advised on organizing regular meetings between the Provincial People's Council Standing Committee and the new commune-level People's Council Standing Committee.

Comrade Hoang Nghia Hieu affirmed: The conversion of the local government model from 3 levels to 2 levels is an important and historic reform step, aiming to streamline the apparatus, reduce intermediate levels, bring the government closer to the people, serve the people and businesses better, and be ready to bring the country into the "era of rising up".

“Although the district-level government model will soon end its historical mission, the contributions of district-level People's Council delegates over the past time will always be recognized and appreciated. That is a solid foundation for us to implement the two-level local government model,” said comrade Hoang Nghia Hieu. “I wish that comrades working at the district level will continue to promote their experience, intelligence, and sense of responsibility in their new positions, contributing to the overall development of the province and the country.”
