National Assembly delegates propose 5 solutions to develop the western mountainous region of Nghe An
Major General Tran Duc Thuan, National Assembly delegate from Nghe An, proposed five key groups of solutions to remove difficulties and promote sustainable development in the western mountainous region of Nghe An.
On the morning of June 18, continuing the program of the 9th Session of the 15th National Assembly, National Assembly deputies discussed in the hall about: Additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2024; the implementation of the socio-economic development plan and state budget in the first months of 2025; approval of the state budget settlement in 2023; thrift practice and anti-waste in 2024; results of implementing the national goal on gender equality; and at the same time, considering the transition to applying a number of specific mechanisms and policies in localities after restructuring the apparatus and expanding administrative boundaries.
Speaking at the discussion, Major General Tran Duc Thuan - Member of the National Assembly, full-time member of the National Assembly's Committee on National Defense, Security and Foreign Affairs, representative of Nghe An delegation from constituency No. 2 including 6 mountainous districts and towns in the Northwest of Nghe An province, highly appreciated the reports of the Government and the National Assembly's inspection agency, and expressed his agreement with the above mentioned comments and solutions.
“Despite many difficulties and adverse impacts from the world situation, our country's socio-economic situation still maintains positive growth momentum. This is an important premise to continue striving, overcoming challenges, and completing the goals and targets for 2025,” delegate Tran Duc Thuan emphasized.
On behalf of voters in the western highlands of Nghe An, an area with a revolutionary tradition, diligence in work, and rich cultural identity, Mr. Tran Duc Thuan expressed his deep gratitude to the Party, State, National Assembly, Government and authorities at all levels for always paying special attention to mountainous areas, remote areas and ethnic minority areas.
According to the Nghe An delegation, many major policies and guidelines have been issued and implemented, promoting socio-economic development, gradually improving people's lives, contributing to changing the face of the western mountainous region of Nghe An province. People's trust in the Party, Government and local authorities has been increasingly strengthened.
However, he also frankly pointed out that Western Nghe An still faces many difficulties and challenges due to both objective and subjective reasons.
“Many communes and villages in remote areas do not have solid roads; many inter-commune and inter-village routes have seriously degraded. Schools and health stations in many places are degraded; information technology infrastructure is still backward. Some localities lack teachers, district-level hospitals lack specialists and equipment, directly affecting the quality of education and health care for the people,” said delegate Tran Duc Thuan.
In addition, the rate of poor and near-poor households is still high, especially among ethnic minorities. The level of agricultural and forestry production is still low, lacking market linkages. Many households do not have access to stable residential and production land. Employment for young people and students after graduation faces many difficulties; people lack sustainable livelihoods; and the training of ethnic minority cadres has not met the requirements of long-term development.
From the above practices, delegate Tran Duc Thuan recommended that the National Assembly, the Government and central ministries and branches pay attention to implementing 5 key groups of solutions:
The first:It is necessary to organize an objective and comprehensive assessment of the achieved results, especially the limitations and difficulties in the implementation of the 3 National Target Programs, in order to have timely remedial measures and continue to implement them more effectively in the coming time.
Prioritize investment in essential infrastructure for especially disadvantaged communes and border communes. Focus on directing the resolution of pending infrastructure investment projects that have long affected people's lives, such as the Ban Mong reservoir project.
Monday:Research and issue special and outstanding mechanisms and policies for people living in mountainous, remote, isolated and particularly disadvantaged areas across the country, including the western mountainous areas of Nghe An, regarding loans for production and business, job creation, education, healthcare and information technology infrastructure, etc.
Tuesday:Continue to prioritize investment in resources to support vocational training, create stable jobs for people, especially ethnic minority youth (with a policy of exporting labor out of the locality domestically and abroad), continue to move factories and industrial parks to mountainous areas to create conditions to attract labor in the area.
Wednesday:Increase investment and develop the health system in mountainous areas, especially after implementing two-level government and merging communes: have policies to recruit and train medical staff, who are ethnic minorities, to serve the locality long-term.
Thursday:Continue to mobilize support from social resources to eliminate hunger, reduce poverty, eliminate temporary housing, and create sustainable livelihoods for people.
Speaking before the National Assembly, delegate Tran Duc Thuan emphasized: "Proactively overcoming difficulties for the people, narrowing the development gap between mountainous and delta areas, between ethnic minorities and the majority community is a major goal, consistent in our Party's guidelines."
According to him, this is not only a requirement for socio-economic development, but also a strategic factor to strengthen national defense, security, and protect the Fatherland from early on and from afar. Voters and people in the western mountainous region of Nghe An expect to continue to receive the attention of the Central Government, the coordination and sharing of localities nationwide, the business community and the whole society, to contribute to bringing the western region of Nghe An step by step to achieve the goal of sustainable development in accordance with the spirit of the Party's resolution.
Major General Tran Duc Thuan also proposed that the National Assembly add to the National Assembly's Joint Resolution at the 9th Session the following content: "Assigning the Government to regulate the temporary visa exemption for foreigners who are in the category of special subjects in need of incentives to serve socio-economic development in each period on the basis of ensuring national defense, security and social order and safety" for the Government to implement; at the same time, requesting the Government to supplement the dossier for National Assembly deputies to discuss and consider approving.
Because according to the delegate, the Party has a policy of mobilizing high-quality human resources, especially talents, experts, and scientists to serve the tasks of developing science, technology, innovation, digital transformation, international integration, meeting the requirements of national development in the new era, including foreigners. However, the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam in 2023 does not have specific regulations on temporary visa exemption for this group.
