Prime Minister Pham Minh Chinh has just assigned the Ministry of Education and Training to develop a project to organize high school graduation exams on computers, to pilot implementation in a number of localities from 2027.

This is the direction given at the national conference on preparations for the 2025 high school graduation exam, held on the afternoon of June 18.

In 2025, the country will have more than 1.16 million candidates taking the exam, an increase of nearly 100,000 candidates compared to the previous year. In this situation, the Prime Minister requested ministries, branches and localities to coordinate closely to organize the exam seriously, fairly, effectively and smoothly.

The Ministry of Education and Training is required to continue researching and building a specific roadmap to develop a large enough test bank, closely following the general education program and ensuring quality. This is the basis for moving towards organizing computer-based exams in the near future.

Regarding the 2025 high school graduation exam, the Prime Minister emphasized the viewpoint of taking candidates as the center, teachers as the driving force, schools as the support, families as the support and society as the foundation. All conditions need to be best prepared so that candidates can demonstrate their true abilities, while honestly reflecting the quality of teaching and learning.

The Government requires strict implementation of three factors: ensuring absolute safety and honesty in all stages of the exam; clearly defining responsibilities between agencies, leaving no management gaps; and creating maximum favorable conditions for candidates, from facilities, healthcare, security to travel support and transparent information.

The exam needs to ensure quality, have reasonable differentiation and closely follow the learned program, especially in the transition year when students are still following two different general education programs (2006 and 2018).

The Prime Minister paid special attention to the printing and transportation of large quantities of exam papers nationwide, requiring absolute safety and accuracy, to avoid incidents.

The Ministry of Education and Training is tasked with coordinating with the Ministry of Public Security to guide localities in implementing measures to prevent and combat corruption during exams. In particular, it is necessary to control the use of high-tech devices or artificial intelligence (AI) to cheat.

The Prime Minister sent words of encouragement to students across the country, affirming that the Government and the whole society will always accompany and create conditions for them to enter the exam with confidence and steadfastness. He hoped that they would see the exam not only as an assessment, but also as an important milestone and a memorable memory in their journey to adulthood.

Finally, the Prime Minister wished the candidates good results, continued to nurture their dreams and ambitions and train themselves to contribute to the development of their homeland and country.
