Nghe An clarifies administrative procedures in the fields of agriculture and environment

In response to practical requirements and people's expectations, the Department of Agriculture and Environment of Nghe An province has resolutely implemented administrative reforms, gradually creating transparency, convenience and strengthening people's trust in the public authority apparatus.

Transparency in land procedure settlement

Recently, Nghe An province has recorded a sharp increase in the need to resolve administrative procedures related to land among people, due to the anxiety that the removal of district-level authorities will make it difficult to issue Land Use Rights Certificates (LURCs), along with the worry that the newly issued land price list will push up transfer taxes, at the same time, the land market price increases, people have the need to transfer... There are times when the number of people coming to transact at the "one-stop" department in some localities is large; people have to go 3-4 am to queue up to get a number.

Faced with this reality, some localities have arranged to extend working days on Saturdays to receive documents and return the results to people without having to wait for the appointment date to reduce the workload on administrative working days. Many localities apply QR code scanning software to submit documents for land division and consolidation surveying services and cadastral map correction to serve the issuance of land use right certificates to people.

Nghi Loc District Land Registration Office Branch is the unit with the initiative to build and implement the solution to receive online measurement records using QR code, which has now been directed by the Provincial Land Registration Office to be deployed to branch offices throughout the province.

Comrade Duong Quang Trung - Director of the Nghi Loc District Land Registration Office said: From the reality, the number of land transactions at the district-level "one-stop" department has increased, and the needs of the people are growing. In order to reform administrative procedures, facilitate and meet the needs of the people in land transactions, implementing QR code scanning to submit records of land division, land consolidation and cadastral map measurement and correction, in addition to reducing the number of trips for people, people do not have to declare paper documents, which will reduce the workload at the "one-stop" department, which means reducing the pressure on those who do other administrative procedures.

Since the beginning of 2025, measurement records have accounted for more than 18% of the total administrative procedure records of Nghi Loc district branch; on average, the branch receives 35 - 40 records per day, at peak times 45 - 55 records of this type of service, of which more than 90% are done by scanning QR codes online.

The Nghi Loc District Land Registration Office Branch also returns administrative procedure settlement results to people every Saturday; when there are results, the branch proactively contacts people to notify them to come and receive them. This, in addition to reducing pressure on the "one-stop shop" when people do not have to queue up to get a number to receive results on administrative days, but on Saturdays, citizens who come to the district's "one-stop shop" department will be guided and returned results immediately by staff; through this, it also clearly demonstrates the branch's sense of responsibility and fast settlement progress (in cases where results are obtained before the deadline, they will be notified and returned results without having to wait until the appointment date), at the same time, strengthening people's trust in the administrative reform efforts of the Agriculture and Environment sector.

Using QR codes to submit documents and return results to people every Saturday, in addition to reducing "pressure" at the "one-stop" department, is important to improve service quality and create the most convenience for people.

Along with the above-mentioned improvement efforts, implementing the Land Law 2024, on the basis of the Government's Decrees guiding the implementation of the Law, the Department of Agriculture and Environment has advised the Provincial People's Committee to issue decisions within its authority, including issuing internal procedures for handling administrative procedures associated with developing a handbook for guiding administrative procedures on land.

Comrade Nguyen Cong Thanh - Director of the Land Registration Office of Nghe An province said: The construction of a handbook guiding administrative procedures by scanning QR codes that is publicly available on the internet and at branches of land registration offices of district-level units, People's Committees of communes, wards and towns in the province has helped people access procedures more easily, especially ensuring transparency of procedures according to Central regulations, no additional procedures or documents other than those prescribed, at the same time, transparency of fees and charges when carrying out procedures, overcoming the situation of officials and civil servants harassing or people paying additional fees outside of regulations.

The development of a handbook guiding administrative procedures for granting land use rights certificates by scanning QR codes is widely publicized to the people, both creating convenience for people to fully access information and ensuring transparency, preventing possible negative incidents.

Along with issuing the manual on administrative procedures, the Department of Agriculture and Environment also directed the Land Registration Office of Nghe An province to strengthen close supervision of the reception, settlement and return of results of land administrative procedures through online public services of localities on a weekly, monthly and quarterly basis to remind and urge regularly, contributing to creating changes in awareness, responsibility and public ethics among officials in implementing land administrative procedures.

Promoting digital transformation

The Agriculture and Environment sector is a multi-sector sector, in which many complex contents, especially land, minerals, environmental protection with legal regulations are in the process of being completed to meet practical requirements. However, determining the impact on most of the people, therefore, the Nghe An Agriculture and Environment sector is interested in comprehensively directing the administrative reform work on 6 contents, gradually overcoming the difficulties, inadequacies and negative aspects from practice.

The application of information technology and digital transformation has been promoted by the Department of Agriculture and Environment to meet the requirements of fast and effective leadership, direction and operation of the industry. Comrade Nguyen Xuan Hung - Deputy Chief of Office of the Department of Agriculture and Environment said: Currently, the Department has a total of 9 specialized departments, 8 branches, 9 centers and 21 units under the Department; there are 34 districts, forest rangers and land registration offices that are all focal points for receiving and using 1,630 accounts issued on the VNPTIoffice system. Synthesizing data from March 15, 2025 to June 5, 2025, there are 1,359 VNPTIoffice accounts for regular users; at the Department of Agriculture and Environment's Office, there were 12,220 incoming documents and 4,728 outgoing documents with 100% of the documents signed and issued on the system.

On the online public service system, the Department is managing and using it to resolve 296 administrative procedures under the Department's jurisdiction; receiving and returning administrative procedure results at the Provincial Public Administration Service Center and 2 administrative procedures implemented according to a special mechanism and not according to online public services.

According to the report, from December 10, 2024 to May 30, 2025, Nghe An Department of Agriculture and Environment received 72,181 administrative records and procedures; of which, 53,523 were received online, accounting for 74.98% of the total received records; 17,854 were received directly and via postal service; 804 records were transferred from the previous period.

Result of handling 67,556 files (of which, 66,209 files were handled before and on time, 985 files were withdrawn/returned); 4,627 files are being handled (of which, 2,777 files are waiting for additional information).

In particular, the total number of administrative procedure files performed according to specific characteristics not through the Public Administration Service Center and not being online public services received was 1,906 sets of files and 100% of the results were resolved before and on time.

The above figures demonstrate the industry's efforts in administrative reform, because the agricultural and environmental sectors are both large and complex, with legal regulations not yet fully satisfying the factors set forth in practice; in particular, the need for large procedures, especially in land.

The administrative reform work is being strongly directed by the Nghe An Department of Agriculture and Environment with the requirement to promote the application of information technology, digital transformation, deploy the construction of digital data on digital platforms, train digital human resources, meet the requirements of performing the tasks of the industry, and better serve the people and businesses.

Currently, according to the Deputy Chief of Office of the Department of Agriculture and Environment Nguyen Xuan Hung: Administrative reform in the sector continues to pose difficulties. First of all, the legal system related to the two-level local government is being gradually completed; the settlement of administrative procedures according to digital transformation is not yet synchronized in terms of infrastructure; the information technology level of the people is not proactive in online operations, and they have to rely on other consulting departments. Along with that, the time for on-site appraisal is prolonged due to geographical distance and the quality of submitted documents, so there is still a situation of slow processing of documents, with 268/74,087 received procedures; although accounting for a very small proportion, Director of the Department Hoang Quoc Viet always requires it to be necessary to create trust of the people and businesses in the sector.

From the reality, the determination of the Department of Agriculture and Environment of Nghe An continues to promote the application of information technology, digital transformation, deploy the construction of digital data on digital platforms, train digital human resources to ensure information security, meet the requirements of implementing digital government, digital economy, digital society in each stage, meet the requirements of performing the tasks of the industry, serve people and businesses well, promote the overall development of the province.
