Personnel selection for the new term: 'Choose the right person for the job'
Currently, the Party and Party committees at all levels are preparing personnel for the new term's congress in accordance with the spirit of Directive No. 35, dated June 14, 2024, of the Politburo on Party congresses at all levels, leading up to the 14th National Congress of the Party. Nghe An Newspaper has recorded some opinions and suggestions from cadres and Party members regarding personnel for the new term.
Currently, the country is entering a new era, an era of national progress with the aspiration for a strong and prosperous Vietnam. For Nghe An, the goal by 2030 is to become a moderately developed province in the country, with rapid and sustainable economic growth, deeply rooted in Vietnamese and Nghe An culture, in accordance with Resolution No. 39 of the Politburo. Therefore, the task set for the Party and Party committees at all levels in this new term must be directed towards that common goal. Through this Party congress term, it is hoped that Party committees at all levels will select "elite" individuals to serve in their committees. They should boldly innovate, increase the rate of renewal in Party committees, and increase the proportion of young cadres with sufficient "intelligence" and "courage," who are responsible to the country, their homeland, and the people, in Party committees. "Intelligence" here means having comprehensive capabilities and qualifications; "courage" means daring to think, daring to act, daring to innovate, daring to take risks, and daring to venture for the common good of the collective. Responsibility to the country, to the homeland, and to the people means that cadres must possess Party loyalty and revolutionary consciousness.
To achieve this, the personnel building for the new term requires a new mindset of "selecting people based on the job," resolutely replacing officials who are inert, resistant to innovation, and unwilling to break through; and creating opportunities for young officials who possess the necessary qualities and are truly the "key" leaders in the political system at all levels.
In the context of increasingly high demands for scientific and technological expertise, and the digital transformation and digitization of processes and tasks, it is very difficult to realize the goal of advancing the country and homeland if the same people and outdated mindset remain. What is needed are officials who possess both professional qualifications and competence, and who are truly passionate and responsible for the nation and its people. If someone has qualifications and competence but lacks passion and responsibility, or if they are responsible but lack qualifications and competence, it will be very difficult to meet the demands of the accelerated and breakthrough development phase of the country, at each level, sector, and locality.

In an article by General Secretary To Lam on building the political system, there is a passage that reads: "The historical opportunity to bring the country into an era of development, an era of national progress, also poses an urgent need to decisively implement a revolution to build a streamlined political system that operates effectively and efficiently to meet the requirements of the important tasks of the new revolutionary stage."
Therefore, it is expected that through the Party congresses at all levels for the 2025-2030 term, a team of leading officials at all levels will be selected who possess all four qualities:
First,They possess the political and revolutionary moral qualities of a communist, serving the Fatherland and the people; they are close to the people, attentive to solving problems arising from practical situations and from the people themselves.
Secondly,They possess high qualifications and capabilities, along with innovative and creative thinking, planning skills, and leadership abilities to effectively implement the Party's guidelines and policies, as well as the State's laws and regulations.
Third,They are reputable, fostering cohesion, solidarity, and collaboration within the political system, and receiving the support and consensus of all segments of the population; they are responsible, proactive, creative, and willing to think outside the box, take action, and accept responsibility.
Fourth,They possess a spirit of learning, a proactive attitude, and the ability to adapt to all conditions and practical requirements, meeting the demands of their tasks in the trend of national integration and development.
To ensure a high-quality contingent of Party committee officials at all levels, personnel preparation and elections must adhere to the spirit of the Politburo's Directive No. 35, dated June 14, 2024, on Party Congresses at all levels, leading up to the 14th National Congress of the Party. This requires a mechanism and criteria for screening to avoid overlooking truly virtuous and talented individuals; and to prevent the inclusion of those with weak political resolve, inconsistent adherence to the Party's line and viewpoints, declining moral character, competence, and prestige, poor organizational discipline, disunity, avoidance, shirking of responsibility, and reluctance to act, into the new Party committees.
Achieving this will greatly increase confidence in the role, leadership capacity, and fighting strength of the Party at all levels, meeting the requirements of national and local development and effectively building and rectifying the Party in the new term.

Over the past period, our Party has continuously reformed its personnel work, from planning to training, evaluation, election, and appointment of cadres; this has been linked to promoting the "Study and follow the thoughts, ethics, and style of Ho Chi Minh," building and rectifying the Party, and preventing and combating corruption and waste... Thanks to this decisive effort, the quality of the cadre in the political system from the central to the grassroots level has been fundamentally improved, better meeting the requirements of development. Alongside these positive changes, there are still cadres with limited capabilities, low levels of awareness and responsibility; those who have degenerated and become corrupt in terms of politics, ideology, ethics, and lifestyle, and who violate the law.
President Ho Chi Minh affirmed: "Cadres are the foundation of all work. Whether a task succeeds or fails depends on whether the cadres are good or bad." In practice, leadership and guidance at all levels, agencies, and units have proven that "the quality of the cadres determines the quality of the movement." This requires Party committees to continue to focus on cadre work, especially ensuring that cadres for the new term have the dedication and vision to lead the country and their homeland towards development; to be close to the people, to be familiar with the grassroots, and to promptly address difficulties and bottlenecks arising from real-life situations and public concerns.
In particular, the Politburo is currently advocating for the abolition of the district level and the continued restructuring and expansion of the commune level, along with increasingly demanding tasks. This necessitates raising the level of commune-level officials. I hope that, through the new term's congresses for 2025-2030, local Party committees will select the right officials who are capable, reputable, closely connected to the people, and truly dedicated.
