Personnel work for the new term: 'Choose people for the job'
Currently, the Party and Party committees at all levels are preparing personnel for the new term congress in accordance with Directive No. 35, dated June 14, 2024 of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party. Nghe An Newspaper has recorded some opinions of cadres and Party members on the new term personnel.
Currently, the country is entering a new era, an era of national growth with the aspiration for Vietnam to develop strongly and prosperously. For Nghe An, the goal by 2030 is to become a fairly developed province of the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An in the spirit of Resolution No. 39 of the Politburo. Therefore, the task set for the Party and Party committees at all levels in this new term must aim towards that common goal. Through this congress term, it is hoped that Party committees at all levels will select "elite" factors to put into the Party committees. Boldly innovate, increase the rate of Party committee innovation, increase the rate of young cadres with enough "intelligence", "courage", and responsibility for the country, homeland, and people in the Party committees. "Intelligence" here means having comprehensive capacity and qualifications; "courage" means daring to think, daring to do, daring to innovate, daring to take risks, daring to take risks for the common interests of the collective; Responsibility to the country, to the homeland, to the people is to have the Party spirit and revolutionary consciousness of the cadre.
To do so, the development of personnel for the new term requires a new mindset of "choosing people for the job", resolutely replacing cadres who are inert, afraid of innovation, afraid of breakthroughs; creating opportunities for young cadres who have full qualities and are truly the "nucleus" of leadership in the political system at all levels.
In the context of increasingly high requirements for science and technology and digital transformation, digitization of processes and work, etc.; if the old people and old thinking remain, it will be very difficult to realize the policy of making the country and homeland rise up, but it is necessary to have cadres who are both qualified and professionally competent, and truly passionate and responsible for the country and the people. If one has qualifications and competence but is not passionate and responsible, or is responsible but has no qualifications and competence, it will be very difficult to meet the requirements of tasks in the period of acceleration and breakthrough development of the country, of each level, each sector and locality.

In the article by General Secretary To Lam on building the political system, there is a passage that says: "The historical opportunity brings the country into the era of development, the era of national growth; also poses an urgent requirement to resolutely carry out the revolution to build a streamlined political system that operates effectively and efficiently to meet the requirements of the tasks in the new revolutionary stage."
Therefore, it is expected that through Party congresses at all levels for the 2025-2030 term, a team of leaders at all levels who "converge" all four qualities will be selected:
One is,have the political qualities and revolutionary ethics of a communist, serve the Fatherland and the people; be close to the people, pay attention to solving problems from practice, from the people.
Second,have good qualifications and capacity with innovative and creative thinking, planning capacity and leadership ability to effectively implement the Party's policies and guidelines and the State's policies and laws.
Third,have prestige, create cohesion, solidarity, collaboration in the political system and companionship, consensus and response of all classes of people; be responsible, proactive, creative, dare to think, dare to do, dare to take responsibility.
Four is,have the spirit of learning, inquisitiveness and adaptability in all conditions and practical requirements, meeting the requirements of tasks in the trend of integration and national development.
To have a team of quality Party committee officials at all levels, it is required that the work of personnel preparation and elections must be in accordance with the spirit of the Politburo in Directive No. 35, dated June 14, 2024 of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party. That is, there must be a mechanism and criteria for screening so as not to "miss" those who are truly virtuous and talented; at the same time, not to "let" into the new Party committee those who are not politically steadfast, not steadfast in the Party's guidelines and viewpoints; have reduced moral qualities, capacity, prestige, poor sense of organization and discipline, lack of solidarity; avoid, push back, fear responsibility, do not dare to do...
If we can do so, we can be confident that the role, leadership capacity and fighting strength of the Party at all levels will be enhanced, meeting the requirements of developing the country and homeland and effectively building and rectifying the Party in the new term.

In recent times, our Party has continuously innovated in personnel work, from planning to training, evaluation, election, and appointment of cadres; associated with promoting "Studying and following Ho Chi Minh's ideology, morality, and style", building and rectifying the Party, preventing and combating corruption and waste... From that determination, the quality of cadres in the political system from the Central to the grassroots level has been improved, better meeting development requirements. Besides positive changes, there are still cadres with limited capacity, low awareness and responsibility; degenerative, changing in politics, ideology, morality, lifestyle, and violating the law.
President Ho Chi Minh affirmed: "Cadres are the root of all work. Whether a work is successful or not depends on good or bad cadres". In practice, leadership and direction at all levels, agencies and units have also proven that "what cadre, what movement". This requires the Party Committee to continue to take care of cadre work, especially cadres for the new term Party Committee must have the heart and vision to lead the country and homeland to develop; be close to the people, close to the grassroots, promptly remove difficulties and bottlenecks from real life and people's concerns.
In particular, the Politburo currently advocates abolishing the district level and continuing to reorganize and expand the scale of the commune level, along with increasingly demanding tasks, which requires upgrading commune-level cadres. I hope that through the new congress term 2025-2030, local Party committees will select the right cadres who are capable, prestigious, close to the masses and truly dedicated.
