The first Congress of the Party Committee of the Department of Agriculture and Environment of Nghe An for the 2025-2030 term is an important milestone, affirming the spirit of solidarity, aspiration and action for the goal of sustainable development, actively contributing to the socio-economic development of the province.

The Party Committee of the Department of Agriculture and Environment was established on February 28, 2025 on the basis of merging the Party Committee of the Department of Agriculture and Rural Development and the Party Committee of the Department of Natural Resources and Environment. The Department's Party Committee currently has 3 Party Committees and 18 affiliated Party cells, with 815 Party members. This is a new organizational model, large in scale, with a wide scope of management, directly related to key areas of the economy and social life.

Right from the beginning of the 2020 - 2025 term, the Department's Party Committee has faced many difficulties and challenges: From the serious impact of the Covid-19 pandemic, fluctuations in material prices, natural disasters, epidemics, to the pressure from the implementation of new legal regulations such as the Land Law 2024, the Law on Geology and Minerals 2024, the Law on Environmental Protection 2020... Along with that is a major change in organizational structure, apparatus and management methods after the merger. However, with the spirit of solidarity, proactiveness and flexibility, the Department's Party Committee has clearly demonstrated its core leadership role, highly promoting the exemplary responsibility of cadres and party members, especially leaders, to successfully carry out political and professional tasks. Thereby, actively contributing to the sustainable development strategy of Nghe An province on all 3 pillars: natural resources, environment and agriculture.



One of the outstanding marks is the strategic advisory work. The Party Committee of the Department has directed the professional staff to proactively propose the Standing Committee of the Provincial Party Committee, the People's Council and the Provincial People's Committee to issue many important directives, resolutions and plans to realize the Resolution of the 19th Provincial Party Congress. The focus is on developing raw material areas for forest planting associated with wood processing; innovating and developing cooperative economy in agriculture; building advanced and exemplary new rural areas; developing marine economy; strengthening management of resources, minerals and environmental protection...

“These directives are not only strategic but also a “compass”, creating an important legal corridor for agricultural restructuring, land and mineral management, environmental protection, marine economic development and climate change response - key and urgent issues in the locality, contributing to promoting sustainable socio-economic development”, affirmed Comrade Hoang Quoc Viet - Member of the Provincial Party Committee, Party Secretary, Director of the Department of Agriculture and Environment of Nghe An.

The results are clearly shown through impressive figures: The Party Committee has led the completion and surpassing of 14/16 target groups for the term. The growth rate of the agriculture, forestry and fishery sector in the 2021-2025 period is estimated at 4.55%, with positive changes in the internal structure of the sector. The forest coverage rate reached 59.01%, strongly promoting the model of large-scale timber plantation and economy under the forest canopy. The total annual aquatic product output is estimated at 266,500 tons, reaching 106.18% compared to the plan set for the 2021-2025 period.
The OCOP program has made a strong breakthrough, with 737 products achieving 3 stars or more, putting Nghe An in the top of the country. Notably, up to now, 75.96% of communes have met new rural standards, affirming clear effectiveness in sustainable rural development.

In addition, the Party Committee has directed the State management of land, minerals and environment in a drastic and synchronous manner. The Department has completed the land use planning until 2030 for 20/20 districts; conducted land inventory in 2024 and digitized data in 11 districts, and is implementing in the remaining 9 districts.
Mineral management has changed positively, collecting over 40 billion VND in arrears to the budget during the term, contributing to providing materials for key projects such as the North-South expressway.

In the environmental field, appraisal and licensing processes are strictly implemented in accordance with regulations. Pollution treatment, chemical residues, and automatic monitoring are enhanced. Currently, 22 units have connected their monitoring systems to the management database - an important step towards transparency and effective control of emission sources.

The fields of agriculture, natural resources and environment are important pillars in the sustainable development of the province. These are fields that cover many contents, directly and indirectly related to all organizations, businesses, households and each person. From land use rights, natural resource management, environmental protection, agricultural production development to policies related to planning, land use conversion... all have a wide and profound scope of influence.

Because of such widespread and practical impacts, this field is also prone to negative impacts if it is not strictly controlled in terms of institutions, public ethics and the supervisory role of the Party organization. In practice, according to the sharing of the Party Secretary, Director of the Department of Agriculture and Environment Hoang Quoc Viet: Party building work is comprehensively led by the Department's Party Committee; the focus is on improving the quality of cadres and party members, especially leaders; strengthening political and ideological education, training public ethics; tightening discipline and order along with creating a transparent and democratic working environment. Promoting the role of grassroots party organizations and mass organizations in supervising cadres, party members and workers to encourage and motivate, while promptly reminding and correcting substandard manifestations in work, creating trust among people and businesses.

The Department's Party Committee also leads the promotion of information technology application, administrative procedure reform and digital transformation in leadership, management and implementation of political tasks, ensuring both timeliness and transparency in public service performance, maintaining legal discipline, and at the same time, creating an honest administrative environment, improving service quality and strengthening the trust of people and businesses.
Currently, 100% of the units under the Department apply digital signatures, electronic documents, and online meeting rooms. The Department enhances the reception and return of administrative procedure settlement results on the online public service system for 296 administrative procedures under the Department's jurisdiction.
From December 10, 2024 to May 30, 2025, Nghe An Department of Agriculture and Environment received 72,181 administrative records and procedures; of which, records received and processed online accounted for 74.98%.





With the spirit of solidarity, innovation, creativity and aspiration to contribute, the Party Committee of the Department of Agriculture and Environment of Nghe An entering the 2025 - 2030 term sets out the determination to lead "improving the capacity and fighting strength of the Party Committee; innovation; developing ecological agriculture, modern countryside, civilized farmers; strengthening resource management, environmental protection and effectively responding to climate change".
Comrade Hoang Quoc Viet - Member of the Provincial Party Committee, Party Secretary, Director of Nghe An Department of Agriculture and Environment said: To contribute to the successful implementation of that strategic goal, the Department's Party Committee determined to continue to innovate thinking and leadership methods in the 2025-2030 term, taking work efficiency and sustainable development as a measure.

Accordingly, the 3 strategic breakthroughs proposed by the Department Party Committee are:The first,Promote digital transformation, application of science and technology and comprehensive innovation in the industry, associated with effective implementation of Resolution No. 57-NQ/TW of the Politburo.
Monday,Developing ecological agriculture, modern countryside, civilized farmers in the direction of goods, linking value chains, applying high technology and adapting to climate change.
Tuesday,Focus on advising on perfecting institutions, legal policies in the fields of agriculture, natural resources and environment, ensuring consistency, feasibility, and suitability with the reality and development needs of the province.

Not only focusing on leading the implementation of professional tasks, the Department's Party Committee also determined to strongly innovate in Party building work, improve leadership capacity, build a clean and strong Party Committee, promote the exemplary role of cadres and Party members, contribute to the breakthrough development of the Agriculture and Environment sector, and actively contribute to the sustainable development of Nghe An province.
