Deepen foreign affairs work on three pillars

The Political Report of the Congress clearly stated that the Party Cell of the Department of Foreign Affairs has led the entire agency to exceed the annual plan assigned by superiors on foreign affairs and international integration of the province in both breadth and depth, on all three pillars: Party foreign affairs, State diplomacy and People's diplomacy, contributing to expanding relations with foreign partners, promoting investment attraction, tourism, trade, expanding export markets, making practical contributions to the implementation of the province's socio-economic goals.

Specifically, strengthen, maintain and promote friendly relations with traditional partners such as Xieng Khouang, Hua Phan and Bolikhamxay provinces (Lao PDR), Gyeonggi province (South Korea), Gifu province (Japan), Ulyanovsk province (Russian Federation), in depth, substantively, and develop stably and sustainably. From there, open up new markets for cooperation and attraction of investment, trade and tourism with traditional friendly partners and new partners.

Successfully organized many working delegations of provincial leaders to countries: Laos, China, the United States, India, the UK, Germany, the Netherlands, Singapore, Thailand, Japan, Australia, Cuba, Chile, Peru... contributing to promoting bilateral cooperation and socio-economic development. Along with that, successfully organized international conferences and seminars to promote and introduce the province's potential, strengths, investment and business opportunities to foreign partners. infrastructure investors, strategic partners such as: Conference between Nghe An Provincial People's Committee and Gifu Provincial Government (Japan); Nghe An - Kocham Investment Connection Workshop; Nghe An - USA in Texas and Washington DC; Investment Promotion Workshop in Singapore, Melbourne and Sydney (Australia); Dongguan and Shanghai (China).

Effectively implement cultural diplomacy and foreign information through many forms to enhance the introduction and promotion of Nghe An land, people and culture to foreign tourists. Focus on preserving, promoting and promoting tangible and intangible cultural values ​​in the province. In particular, focus on propagating and promoting Nghe Tinh Vi and Giam folk songs, which have been recognized by UNESCO as a representative intangible cultural heritage of humanity.

Strengthening public relations with Nghe An people living abroad; regularly connecting, exchanging and contacting with Nghe An Associations in other countries to propagate the policies and guidelines of the Party and State in general and the locality in particular, calling on the overseas Vietnamese community to contribute to the development of the homeland and the country.

In addition to its "firm-handed" professional tasks, the Party Cell also leads the implementation of administrative reform, digital transformation, grasps trends, and applies them to professional activities. Training and fostering of professional expertise and political theory are always given attention and focus.

The congress proposed4targets and5 breakthroughs

Based on the analysis of difficulties and challenges, the congress also discussed and approved the goals, targets, tasks and solutions for the 2025 - 2030 term.

In particular, the general objectives were identified: To improve the leadership capacity and fighting strength of the Party cell; to promote the core advisory role in foreign affairs and international integration; to build a team of foreign affairs officers with political mettle, professionalism, and solid expertise, meeting the requirements of the new situation. Regarding specific targets, the congress proposed 4 groups of targets and 5 breakthroughs.

Specifically, breakthroughs in building and spreading Nghe An's foreign relations brand, positioning Nghe An as a potential, dynamic, and deeply integrated locality on the international map; Comprehensively innovating economic diplomacy activities on digital platforms, creating breakthroughs in promoting investment, trade, and tourism, towards green growth and sustainable development; Enhancing and deepening cooperative relations with Lao provinces, expanding foreign relations space and promoting the role of a bridge between the North Central region - Central Laos - ASEAN; Strongly developing cultural diplomacy and people-to-people diplomacy, promoting the image of Nghe An and mobilizing overseas Vietnamese resources for the development of the homeland; Improving the capacity and integration mindset of the foreign affairs team.

Speaking at the congress, Comrade Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the results of the Provincial Department of Foreign Affairs Party Cell in the past term. Especially in the context of many changes in the organization, the Department of Foreign Affairs Party Cell has made every effort, demonstrated professional capacity, overcome difficulties and pressures to complete all tasks, and achieved comprehensive victory.

To successfully fulfill the role of the province's specialized agency for foreign affairs, the Vice Chairman of the Provincial People's Committee suggested that the Party Cell of the Department of Foreign Affairs continue to improve its leadership capacity, closely follow the Party's instructions, better advise the province on foreign affairs pillars, especially economic diplomacy, connecting supply and demand; promote foreign affairs activities, promote the province's image; proactively coordinate with sectors, connect with localities to effectively organize the province's foreign affairs activities.

Emphasizing that training staff is an important task, Comrade Phung Thanh Vinh suggested improving the capacity and quality of staff working in foreign affairs to be sensitive to politics, foreign languages, and technology, focusing on improving skills, manners, and professional style, creating a breakthrough to meet the needs of international integration.

The Vice Chairman of the Provincial People's Committee expects the 2025-2030 term to be a breakthrough in both leadership and professional capacity of the Department of Foreign Affairs Party Cell, bringing the province's foreign affairs work to new heights.

At the congress, the representative of the Provincial Party Committee announced the decisions of the Standing Committee of the Provincial Party Committee on appointing personnel for the Executive Committee of the Department of Foreign Affairs Party Cell, and delegates to the Congress of Delegates of the Provincial Party Committee.

Accordingly, the Executive Committee of the Department of Foreign Affairs Party Cell for the 2025-2030 term consists of 4 comrades. Comrade Tran Khanh Thuc - Director of the Department continues to hold the position of Party Cell Secretary for the 2025-2030 term.
