During the 2020 - 2025 term, the Provincial Inspectorate Party Committee has promoted its role as the political core, leading the agency to comprehensively and exceedingly fulfill the goals and targets set by the Congress Resolution. This is a clear demonstration of the spirit of solidarity, steadfast political will, the will to innovate and the determination to act of all cadres and party members in the Party Committee.

The leadership and direction of the implementation of political tasks were carried out resolutely, systematically and effectively. Accordingly, the Party Committee led and advised the Provincial People's Committee to resolve 100% of complaints and denunciations under its authority, maintaining political security and stability in the province, preventing hot spots from arising, limiting petitions beyond the level of authority; organizing 146 socio-economic inspections, detecting violations of 242 billion VND, recommending the recovery of 176 billion VND, over 164 billion VND has been recovered, reaching a rate of over 93.18%, exceeding the target set in the resolution.

Advise the Provincial People's Committee to issue many documents to direct agencies and units to carry out anti-corruption work; organize asset and income declaration according to regulations; Verify assets and income at 10 units with 78 people having their assets and income verified,...

Those figures not only show the results, but also reflect the organizational capacity and high sense of responsibility of the Party Committee and cadres and party members of Nghe An Provincial Inspectorate.

In particular, the effective implementation of the three breakthroughs identified at the Congress for the 2020-2025 term shows the innovative thinking and drastic actions that are close to the practical requirements of the Inspection sector.

Party building work is given comprehensive attention, the Party Committee has been classified as Good and Excellent in its tasks for many consecutive years, and the agency has been recognized as a Cultural Unit. Leaders of mass organizations mobilize cadres and party members to actively participate in social movements, contributing 578.5 million VND to support various funds according to regulations; supporting the construction of 16 houses for poor households with housing difficulties, with an amount of 800 million VND,...

The Congress also set out 12 main target groups and task groups, task solutions and 3 breakthroughs to ensure leadership and direction to complete the political tasks for the 2025-2030 term at the highest level.

Innovation in thinking, improvement of capacity, courage and professional qualities

Speaking at the congress, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Secretary of the Provincial People's Committee Party Committee, Chairman of the Provincial People's Committee acknowledged, commended and congratulated the achievements that the Provincial Inspectorate Party Committee had achieved in the past term.

In the 2025 - 2030 term, the entire Party and people are urgently and seriously implementing the 2-level local government model in a streamlined and effective direction. For the Nghe An Inspectorate, the entire inspection system of departments, districts, towns and cities has been merged into one focal point. This is a major step forward, bringing opportunities but also posing significant challenges.

To meet the requirements of the tasks in the new situation, the Chairman of the Provincial People's Committee suggested a number of additional issues, requesting the Provincial Inspectorate Party Committee to pay attention.

First of all, regarding the organization, it is necessary to promptly stabilize the apparatus, assign tasks, develop working regulations, develop unified business processes, and organize in-depth training and development.

Regarding specialized and large-scale inspection work, it is necessary to improve the capacity of analysis, selection of objects and inspection topics in the direction of "focusing and focusing", prominent issues that are repeated in many places to serve as models, and provide guidance in the form of hand-holding, to deter and prevent signs of violations. Deploy pre-inspection of important contents (such as investment projects, budget management work) to promptly guide localities during the period when the new apparatus comes into operation.

Regarding the work of preventing corruption and negativity, it is necessary to promote preventive solutions, transparency in asset declaration and verification, harassment causing inconvenience in handling administrative procedures; policy manipulation and lax management causing wasteful consequences, especially public assets before and after implementing the two-level local government.

Regarding the work of receiving citizens and handling complaints and denunciations, this is a heavy task in the coming time, so it is necessary to closely follow the direction, classify and streamline to handle petitions and letters to ensure 100% of cases are handled within the authority, not allowing hot spots to arise.

In addition, the Provincial Inspectorate Party Committee needs to promote administrative reform, digital transformation, modernization of the Inspectorate in management, operation and work processing, and improvement of inspection processes to minimize inspection time. The Provincial Inspectorate needs to pay attention to digitizing inspection records, building and effectively operating the software for receiving citizens and handling complaints and denunciations; at the same time, when technical infrastructure conditions allow, online inspections will be implemented in the network environment.

The implementation process needs to closely follow the Central Resolutions, especially the 5 key resolutions of the Politburo. The Inspectorate needs to strengthen coordination with all levels and sectors, especially newly established communes; proactively coordinate with agencies in the Internal Affairs Bloc, the regional State Audit, the Government Inspectorate and relevant agencies in sharing information, reducing duplication, increasing efficiency in verifying assets and income to effectively implement the work of preventing and combating corruption.

The Party Committee needs to focus on innovating leadership methods on the basis of ensuring the correctness of the Party's principles, especially the principles of democratic centralism, collective leadership, and individual responsibility; it is necessary to promote the political core role of the Party organization. Build a team of cadres, party members, and civil servants of the Inspection sector who are truly "integrity - dedication - professionalism - courage - humanity", with good qualities and skills in handling inter-sectoral and inter-level cases to ensure good performance of assigned functions and tasks in the new situation. Strictly implement regulations on setting examples; strengthen discipline and administrative discipline.

Comrade Le Hong Vinh requested the new term Party Committee members to promote the spirit of solidarity, the spirit of daring to think, daring to do, daring to take responsibility, and having a strategic vision to continue to lead the Party Committee to successfully complete the targets and tasks of the next term. After the Congress, the Provincial Inspectorate Party Committee needs to urgently deploy the action program, assign responsibilities to each Party Committee and each Party member. Resolutely deploy the resolutions passed by the Congress, organize the most effective implementation of the resolutions.
