Two Nghe An drivers tested positive for drugs, heavily fined, one reoffended

The Standing Vice Chairman of the People’s Committee of Nghe An province, Bui Thanh An, has just signed a decision to administratively sanction two drivers in Tan Ky and Nghia Dan districts for driving while under the influence of drugs. Notably, one of the two drivers was a repeat offender and did not have a driver’s license, and was fined a total of VND56.5 million.

On June 30, Standing Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An signed two decisions to impose administrative penalties on Mr. TVB (born in 1983), residing in Tan Long commune, Tan Ky district, and Mr. NVD (born in 1987), residing in Nghia Dan town, Nghia Dan district.

According to Decision No. 60/QD-XPHC, Mr. TVB was found driving a car with license plate 37A-602.xx on the road while having drugs in his body. The test results showed that Mr. B. tested positive for drugs. For this act, Mr. B. was fined 35 million VND and had his Class B2 driving license revoked for 23 months from the effective date of the decision.

On the same day, in Decision No. 61/QD-XPHC, Mr. NVD was fined for driving a car with license plate U9-12xx, pulling a semi-trailer with license plate U9-13xx, on the road while having drugs in his body. Notably, Mr. D. had been fined for a similar act in Decision No. 118/QD-XPHC dated July 12, 2024. Due to the fact of recidivism, Mr. D. was subject to aggravating circumstances and was fined 37.5 million VND.

In addition, Mr. NVD was also found driving without a driver's license, resulting in a total fine of VND 56.5 million for both offenses.
