Nghe An estimated growth in the first 6 months of 2025 is the highest in the past 5 years
In the context of restructuring and perfecting the organizational apparatus according to the 2-level local government model, Nghe An is still estimated to achieve a growth rate of 8.52% in the first 6 months of 2025 - the highest in the past 5 years.
This is a positive signal, creating an important premise for the province to strive to complete the annual growth target of 10.5% as assigned by the Government.

On the morning of July 1, Nghe An Provincial People's Committee held a regular meeting for June 2025. Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
Co-chairing were comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; comrades members of the Provincial Party Executive Committee, Vice Chairmen of the Provincial People's Committee: Bui Dinh Long, Nguyen Van De, Hoang Phu Hien, Phung Thanh Vinh. Attending the meeting were comrades leaders of departments and branches who are members of the Provincial People's Committee.
Accelerating in the context of organizational reorganization
At the meeting, the Provincial People's Committee listened to and gave opinions on many important contents under its authority, especially evaluating the results of socio-economic development and public investment in the first 6 months of the year; discussing solutions to promote development in the last 6 months of the year.

The report of the leader of Nghe An Department of Finance said: The Provincial Statistics Office is expecting the growth rate in the first 6 months of 2025 to reach an estimated 8.52%; the second quarter alone is estimated to increase by 9.41% (Official data for the whole country and provinces and centrally run cities will be announced by the Statistics Office on July 2).
Although the growth scenario of 9.25% in the first half of the year has not been achieved, according to Director of Nghe An Department of Finance Trinh Thanh Hai, this is the highest growth rate in the past 5 years.

To achieve the above results, from the beginning of the year, the Provincial People's Committee has set out 6 key directions and management, 12 groups of tasks, main solutions and 177 specific tasks assigned to departments, branches and localities; developed GRDP growth scenarios for each quarter with growth targets; established 5 Working Groups headed by Vice Chairmen of the Provincial People's Committee, directly directing, inspecting, urging and removing difficulties and obstacles, promoting growth in all sectors and fields.

In particular, to strive to achieve the growth target of 10.5% in 2025, the Provincial People's Committee has issued a plan, focusing on implementing 5 key groups of tasks and solutions including: Perfecting institutions and laws, promoting administrative procedure reform; clearing and effectively using public investment resources; taking public investment as the leader, activating and attracting all social resources; promoting private investment, attracting FDI and processing and manufacturing industries.

At the same time, effectively exploit the domestic market, develop e-commerce and attract tourists, promote exports; strongly promote new growth drivers, breakthroughs in science and technology development, innovation, and digital transformation.
Accelerating public investment, developing key infrastructure
At the regular meeting, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee specifically concluded the key tasks in the coming time.
In particular, regarding the socio-economic development situation, the Chairman of the Provincial People's Committee requested: Departments, branches and sectors to review the targets, tasks and solutions set out at the beginning of the year, closely following the growth scenario; continue to resolutely implement policies, propose measures and solutions for each sector and field; strive to achieve the highest goals and targets for 2025.

Departments, branches, localities, and working groups review areas, products, and services with room to focus on promoting growth; regularly meet and dialogue with businesses and people; continue to promote traditional growth drivers, and resolutely and effectively implement the four strategic Resolutions of the Politburo (Resolution 57, Resolution 59, Resolution 66, Resolution 68).
The Chairman of the Provincial People's Committee also requested drastic and effective implementation of solutions to accelerate the disbursement of public investment capital and national target programs in 2025; in which, attention should be paid to perfecting and rearranging the district-level project management boards previously transferred to the province; receiving and organizing the implementation of projects after completing the arrangement and organization of the two-level local government apparatus to ensure that there are no breaks or interruptions in the implementation and disbursement of public investment capital.

The head of Nghe An Provincial People's Committee also requested relevant departments and branches to focus on urging and coordinating the implementation of key transport infrastructure projects to ensure the set progress such as coastal roads, Ban Mong reservoir, etc.; review and deploy resettlement areas to serve the North-South high-speed railway project through the province; prioritize and focus on appraising related documents, advising on the allocation of capital for the Western region support program.
Regarding some other contents, comrade Le Hong Vinh especially noted to continue to strengthen the handling of counterfeit and poor quality goods, especially food that does not guarantee quality, fake medicine, etc., at the same time seriously, promptly and effectively implement the work of preventing and fighting natural disasters, and rescue according to the motto "4 on-site" in accordance with the model of organizing 2-level local government, accordingly, it is necessary to advise on plans to carry out response, rescue and rescue work between communes and wards.

In July 2025, the Chairman of Nghe An Provincial People's Committee requested to focus on implementing key tasks such as: Carefully preparing the contents to be submitted to the regular mid-year meeting of the Provincial People's Council (scheduled for July 9-10, 2025); especially the Department of Finance, Department of Industry and Trade and related departments and branches prepare the content of questions and answers at the meeting.
Focus on directing the completion of the Program to mobilize and support the construction and repair of houses for the poor and those with housing difficulties before July 31, 2025. The Department of Home Affairs focuses on advising and coordinating the organization of activities to celebrate the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025).

In addition, Chairman of Nghe An Provincial People's Committee Le Hong Vinh emphasized a number of contents in the fields of culture, society, health, labor, employment, taking care of people's lives; ensuring national defense, security and social order and safety, traffic safety; proactively monitoring and grasping the situation and public opinion on new policies and guidelines of the Party and State to advise timely solutions; properly implementing regulations on citizen reception, resolving promptly, legally and in accordance with practice.

Along with that, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested to prepare well for the 20th Provincial Party Congress, term 2025-2030; develop a socio-economic development plan and state budget estimate for 2026; public investment plan for the period 2026-2030 and the 2026 plan to ensure quality and efficiency, in which it is necessary to carefully review, ensure that investment needs are truly necessary, and prioritize, especially the construction of new commune-level headquarters must prioritize places that are truly necessary and urgent, such as in highland communes.
