Prime Minister Pham Minh Chinh meets with the United Nations Secretary-General

On July 7, on the occasion of attending the expanded BRICS Summit in Rio de Janeiro, Brazil, Prime Minister Pham Minh Chinh met with United Nations Secretary-General Antonio Guterres, Belarusian Foreign Minister Maxim Ryzhenkov and UAE Foreign Minister Ahmed Ali Bin Al Sayegh.

Prime Minister Pham Minh Chinh expressed his pleasure at meeting Secretary-General Antonio Guterres again, and highly appreciated the Secretary-General's role and contributions in promoting United Nations activities.

The Prime Minister stressed the importance of multilateralism and the leading role of the United Nations in addressing current global challenges. He said that Vietnam is actively preparing for the signing ceremony of the United Nations Convention against Cybercrime in Hanoi in October 2025 and looks forward to welcoming the Secretary-General to this important event.

Secretary-General António Guterres highly appreciated Vietnam's role and vision in recent times, especially thanking Vietnam for hosting the signing ceremony of the above important Convention, an event of special significance, expected to be attended by many high-ranking leaders in the world. The United Nations highly appreciated Vietnam's contribution to the issue that is of current concern to the world. Sharing his love for the country and people of Vietnam, the Secretary-General expressed his wish to visit Vietnam again soon.

Prime Minister receives Belarusian Foreign Minister

At the meeting with Belarusian Foreign Minister Maxim Ryzhenkov, Prime Minister Pham Minh Chinh affirmed that Vietnam attaches importance to the traditional friendship and strategic partnership with Belarus.

The two sides affirmed that General Secretary To Lam's visit to Belarus and the upgrading of bilateral relations (May 2025) are particularly important milestones, creating a foundation for deepening comprehensive cooperation in all fields between Vietnam and Belarus.

Pleased to meet the Prime Minister, the Belarusian Foreign Minister congratulated Vietnam on its achievements in recent times; said that the Belarusian Prime Minister hoped that the strategic partnership between the two countries would continue to be consolidated and enhanced comprehensively, especially in the fields of economy, trade, culture, tourism and people-to-people exchange.

The two sides agreed to increase the exchange of delegations at all levels, especially high-level visits, and closely coordinate to effectively implement the results achieved during General Secretary To Lam's recent visit to Belarus.

UAE has appointed a Minister in charge of relations with Vietnam.

Receiving UAE Minister of State Ahmed Ali Bin Al Sayegh, Prime Minister Pham Minh Chinh suggested that the two countries actively implement the results of the Prime Minister's visit to the UAE and upgrade the bilateral relationship to a Comprehensive Partnership in October 2024; promptly negotiate the Vietnam-GCC FTA and negotiate and sign an investment protection agreement.

The Prime Minister asked the UAE to support Vietnam in developing international financial centers in Ho Chi Minh City and Da Nang and implementing the plan the two sides agreed on to organize the UAE Investment Conference in Vietnam.

The UAE Minister of State affirmed that he attaches importance to relations with Vietnam, a top priority in the UAE's policy of developing relations with Asian countries; emphasizing that the UAE President and Leaders highly appreciate the Prime Minister's visit as well as the upgrading of relations between the two countries.

Affirming that the relationship between the two countries has developed strongly since the Prime Minister's visit, Minister of State Ahmed Ali Bin Al Sayegh said that the UAE has appointed a Minister in charge of relations with Vietnam.

Agreeing with the Prime Minister's proposals, the UAE Minister of State said the UAE will soon promote the signing of a Memorandum of Understanding on cooperation on the financial centers of Ho Chi Minh City and Abu Dhabi, as well as coordinate the organization of the UAE Investment Conference in Vietnam./.
