Nghe An Provincial Party Secretary: Closely monitor, promptly urge and guide the commune-level government apparatus to operate smoothly and effectively

Provincial Party Secretary Nguyen Duc Trung requested all levels and sectors to proactively follow closely, grasp the situation, promptly urge, rectify, guide, and increase support for the grassroots level, ensuring that the commune-level government apparatus operates smoothly, effectively, without interruption, and without leaving any fields or areas vacant.

On the morning of July 8, comrade Nguyen Duc Trung - Secretary of Nghe An Provincial Party Committee chaired a meeting of the Provincial Party Committee Standing Committee to listen, give opinions and decide on matters within its authority.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; comrades representing the Central Party Committee, the Central Inspection Committee, the Central Party Office in charge of Nghe An, and comrades in the Provincial Party Standing Committee.

GRDP growth rate in 6 months is estimated at 8.24%

The Provincial Party Standing Committee listened to and gave opinions on the report on the socio-economic situation and administrative reform in the first 6 months of the year, the results of implementing Conclusion No. 123 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more and 4 key Resolutions of the Politburo.

In the first 6 months of the year, in the context of restructuring the apparatus and implementing the 2-level local government model, the growth rate of gross regional domestic product (GRDP) in the province still achieved quite positive results. The GRDP growth rate in the province is estimated at 8.24% (in the first quarter it increased by 6.99%, in the second quarter it increased by 9.24%). This is the highest 6-month growth rate in the past 5 years of Nghe An province.

Estimated budget revenue is 13,890 billion VND, reaching 78.4% of the estimate. The 2025 public investment plan has disbursed 3,907,363 billion VND, reaching 43.09% of the detailed capital plan and 39.06% of the total plan.

The province has approved investment policies/new licenses for 35 projects, adjusted licenses for 98 projects, with a total newly granted and increased investment capital of more than VND 15,021 billion, including USD 292.1 million in FDI capital.

As of June 26, the province has built and repaired 20,300 houses, reaching 97.39% of the plan, striving to complete the remaining 543 houses before July 31, 2025. The province also organized the 10th grade high school entrance exam and high school graduation exam in 2025 to ensure seriousness and safety.

All levels and sectors have actively and urgently carried out the revolution of streamlining the organizational apparatus and rearranging administrative units; resolutely and urgently prepared the necessary conditions to implement the two-level local government model.

The Provincial People's Committee has implemented many tasks and solutions to promote growth, such as: Continuing efforts to strongly improve the investment and business environment, ensuring substance and efficiency; strengthening promotion activities, attracting investment, supporting and developing enterprises.

Discipline should be improved, and the responsibility of officials should be enhanced; administrative procedures should be reviewed and simplified; slow-progress and backlogged projects should be handled; construction progress and disbursement of public investment capital plans should be accelerated; and key inter-regional projects should be accelerated.

The province has also focused on drastically implementing the four key resolutions of the Politburo: Resolution No. 57-NQ/TW, Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW and has so far achieved important initial results.

At the meeting, the members of the Provincial Party Standing Committee focused on discussing, analyzing, and giving opinions, proposing to highly concentrate on implementing solutions to continue promoting GRDP growth, improving the investment and business environment, PCI index, strengthening close direction and management at the grassroots level to remove difficulties and obstacles; supplementing tasks for the entire 2020-2025 term; implementing solutions for decentralization and delegation of power.

In particular, the members of the Provincial Party Standing Committee spent a lot of time focusing on evaluating and analyzing the difficulties and problems arising after 1 week of implementing the 2-level local government model.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu assessed that the socio-economic development results achieved were very positive; national defense and security were stable; at the same time, he pointed out difficulties in disbursing public investment capital, debt for basic construction, new rural construction, infrastructure serving local authorities at the commune level, and PCI index.

In the coming time, comrade Hoang Nghia Hieu suggested that it is necessary to closely follow the grassroots to direct and remove difficulties and shortcomings; increase information on the application of regulations on land prices and fees to convert the purpose of using garden land to residential land; send union members, youth, and students to the commune to support people in carrying out administrative procedures; remove obstacles for the operation of 4-wheel electric vehicles in Cua Lo ward; prioritize digitalization for new communes with difficulties...

Affirming that the Provincial People's Committee has closely followed the direction of the Standing Committee and the Provincial Party Committee in directing and operating, Chairman of the Provincial People's Committee Le Hong Vinh analyzed, discussed and clarified the results, as well as the tasks and solutions in the first 6 months of 2025 and the solutions in the last 6 months of 2025.

Effective and fruitful implementation of two-level local government

Concluding this content, Provincial Party Secretary Nguyen Duc Trung assessed that, in the context of many difficulties and challenges, the results of socio-economic development and organizational restructuring in the first 6 months of the year were very positive.

However, the growth results have not been achieved according to the scenario, the scale of newly registered enterprises is still small, the financial capacity of enterprises is still limited, the disbursement of central budget capital is still low, the resolution of site clearance problems has not met the requirements, some shortcomings in administrative reform have not been overcome, the labor force has not met the requirements, there are still shortcomings at the grassroots level...

Emphasizing the groups of tasks in the coming time, Provincial Party Secretary Nguyen Duc Trung requested to focus on effectively and efficiently implementing the 2-level local government model, ensuring smooth, effective, uninterrupted operations, and no areas or areas left vacant. To do so, it is necessary to proactively follow closely, grasp the situation, and promptly handle arising problems.

In addition, promptly urge, rectify, guide, and strengthen support for newly operating communes, especially those in remote areas, with many solutions; ensure conditions for the new commune-level government apparatus to operate; proactively review and continue to resolve issues arising in the work of arranging and implementing personnel policies, handling finances and assets; complete instructions in accordance with Central regulations, especially decentralization and delegation of authority.

Provincial Party Secretary Nguyen Duc Trung also proposed to review and evaluate the ability to implement the goals of 2025 and the entire 2020-2025 term. On that basis, propose solutions to implement and complete the set goals.

At the same time, continue to pay attention to implementing budget collection, ensuring budget expenditure to meet the requirements of operating the new grassroots government associated with practicing thrift; proactively deploy solutions to disburse public investment capital, especially allocating all capital sources; focus on disbursing to achieve the targets of capital sources and national target programs, in which special attention is paid to key projects, works and projects preparing for implementation.

Assessing that although the province has paid attention but has not been closely monitored, the PCI, PAR INDEX, and PAPI indexes have not met requirements, Provincial Party Secretary Nguyen Duc Trung said that the most important issue is to pay attention to providing substantial support to businesses and investors in the area in resolving administrative procedures so that businesses and investors can feel secure and determined to invest and expand production and business activities.

In the context of the military and police forces implementing organizational arrangements, the Provincial Party Secretary paid attention to the task of ensuring national defense, security, and order, especially in border and rural areas.

In particular, Provincial Party Secretary Nguyen Duc Trung requested attention to reviewing and preparing contents to organize the Congress of 130 new commune Party Committees; reviewing the contents to best prepare the Political Report, action programs, key projects and proposals in the program of the 20th Provincial Party Congress.

Regarding the implementation of the four key resolutions of the Politburo, Provincial Party Secretary Nguyen Duc Trung proposed focusing on promptly completing and submitting to the Provincial Party Executive Committee the Action Program and Implementation Plan for Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW.
