Director of Nghe An Department of Construction answers about the direction to 'resolve difficulties' for 4-wheel electric vehicle activities in Cua Lo ward
On the afternoon of July 9, continuing the 31st Session, Nghe An Provincial People's Council held discussions in the hall.

Comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.
Guests attending the meeting included leaders of departments, branches and sectors; chairmen of People's Councils of 130 communes and wards.
Previously, in the morning discussion group of the same day, there were 38 opinions from delegates; including opinions requesting the Provincial People's Committee to have solutions to divide lanes on the roads to create conditions for electric vehicles to operate and circulate in accordance with regulations, ensuring safety and developing tourism in Cua Lo ward, Nghe An province.

Responding to this content, Director of the Department of Construction Pham Hong Quang said that according to regulations, from January 1, 2025 onwards, the pilot operation of 4-wheel electric vehicles with engines operating within a limited area in the country in general and Cua Lo in particular has ended.
Currently, four-wheeled motor vehicles operate under the provisions of the Law on Road Traffic Safety and Order; Road Law, Decree No. 158/2024/ND-CP dated December 18, 2024 of the Government and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government.
It stipulates: For 4-wheeled motor vehicles, they are only allowed to operate on roads with signs indicating a maximum operating speed of 30 km/h applicable to all vehicles; for 4-wheeled motor vehicles, they are only allowed to operate on roads with signs indicating a maximum operating speed of 50 km/h applicable to all vehicles.

Through statistics and review, the difficulties and obstacles for electric vehicles operating in Cua Lo in particular and some localities with the operation of 4-wheeled motor vehicles in general in the province are the survey and selection of routes to install signs with a maximum operating speed of 30 km/h applied to all vehicles participating in traffic so that 4-wheeled motor vehicles can operate.
Regarding the proposal on the operation of 4-wheel electric vehicles in Cua Lo town, the Director of the Department of Construction said: Recently, this issue has received many opinions from people and businesses. The functional agencies and local authorities are actively coordinating, on the basis of closely following the provisions of the law and practical conditions in the locality to propose the most optimal solution.
Moderating the discussion, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: With the spirit of creation and service, the Department of Construction together with related departments, branches and localities should urgently study and remove obstacles for electric vehicle operations in Cua Lo, ensuring compliance with regulations and suitability with local characteristics. He also noted the need to refer to the experience of some localities with similar models to have more flexible and effective solutions.
Another issue that voters are very interested in and the Provincial People's Council delegates have reflected is that recently, people in urban areas have reflected that when building houses, they have to go through procedures to request water supply, which takes a lot of time. Therefore, the Provincial People's Committee is requested to direct relevant departments and branches to review, inspect, and promptly resolve administrative procedures, ensuring the prescribed time for people.
Comrade Pham Hong Quang, on behalf of the Department of Construction as the Standing Agency of the Steering Committee for Safe Water Supply and Prevention of Revenue Loss and Water Leakage of the province, acknowledged this reality.
According to the Director of the Department of Construction: Information from Nghe An Water Supply Joint Stock Company, the number of households registering for water supply has increased recently, from about 300-400 households/month in previous years, now about 600-700 households/month.
Some residential areas do not have a water supply pipeline system, so to supply water to these areas, new pipelines must be built. According to regulations, to construct, it is necessary to prepare design documents, approve and grant construction permits, so it takes a lot of time.
Some projects have not yet been completed by the investors in the water supply infrastructure system, which means that when people in that project request water supply, they cannot connect the water plant's pipeline to the project to supply water to the people.
Pointing out the reasons, the Director of the Department of Construction said: The Department will coordinate with relevant localities, departments and branches to urge investors of urban area projects to soon complete the general infrastructure system, including the water supply infrastructure system, to ensure water supply for people.
At the same time, Nghe An Water Supply Joint Stock Company is requested to focus resources to promptly handle and resolve people's water supply needs; coordinate with localities to grasp information to promptly handle related problems.
