Provincial Party Secretary Nguyen Duc Trung and the working delegation inspected and grasped the implementation of the two-level local government model in Chieu Luu commune. Chieu Luu is a commune established on the basis of merging two communes, Chieu Luu (old) and Bao Thang (old).

Provincial Party Secretary Nguyen Duc Trung and the working delegation inspected the operating conditions of the Chieu Luu Commune Public Administration Service Center; the public posting of administrative procedures; specifically grasped the difficulties and encouraged cadres and civil servants to make efforts to complete their assigned tasks well.

Reporting to the working delegation, Party Secretary and Chairman of the People's Council of Chieu Luu Commune Nguyen Xuan Truong said that after the merger, Chieu Luu Commune has 16 villages and 2,004 households, of which 812 are poor households, accounting for 40.51%; 435 are near-poor households, accounting for 21.70%. Currently, the total number of cadres and civil servants of the commune is 39 people, 21 are part-time cadres, of which 3 have resigned.

Chieu Luu Commune has completed the organizational structure; established departments, offices and units in accordance with regulations; approved working regulations; established the Public Administration Service Center with 5 working positions.

At the Commune Public Administration Service Center, the list of administrative procedures by field has been publicly issued and the reception of documents has basically been implemented in accordance with regulations. As of July 9, the center has received and processed 14 documents.

The Party Secretary and Chairman of the People's Council of Chieu Luu commune also raised difficulties in the lack of working headquarters, the equipment system serving the Public Administration Service Center is not yet synchronized, and does not ensure the operation and handling of public services.

The level and IT skills of some officials are still limited. The traffic system connecting the two communes of Bao Thang and Chieu Luu (old) is often cut off when natural disasters and storms occur.

During the inspection, leaders of Chieu Luu commune and communes in Ky Son district (old) reflected on many contents in the process of implementing the 2-level local government model; at the same time, proposed and recommended many issues to departments, branches and the province.

Leaders of departments and branches discussed and answered related issues in the process of operating the Public Administration Service Center, economic and social fields; at the same time, guided some specific contents for the commune to solve problems arising in practice.

Appreciating the results of operating the two-level local government model of Chieu Luu commune, Vice Chairman of the Provincial People's Committee Bui Dinh Long suggested focusing on the activities of the Public Administration Service Center, not to delay in handling administrative procedures for people; doing a good job of timely reporting; strengthening propaganda work for people; and effectively using public assets.

Concluding the inspection, Provincial Party Secretary Nguyen Duc Trung highly appreciated the efforts of Chieu Luu commune in leading, directing, organizing, implementing and operating the 2-level local government model; the sense of responsibility of commune officials and civil servants, especially key officials, was very positive.

Through the actual inspection, the Provincial Party Secretary assessed that the activities of the Chieu Luu Commune Public Administration Service Center have basically met the people's needs, in the context of the commune's many difficulties. The commune has also made efforts in implementing the program of eliminating temporary and dilapidated houses for the poor.

Sharing the difficulties of Chieu Luu commune in terms of lack of human resources, complex terrain, and difficult people's lives, the Provincial Party Secretary requested communes in Ky Son district (old) to urgently review and continue to improve the organizational apparatus, ensure stability, and effectively implement the operation of the 2-level local government model, meeting the spirit of a government close to the people, serving better the needs of people and businesses, in which, it is necessary to effectively deploy the operation of the Public Administration Service Center.

In addition, it is necessary to strengthen propaganda work so that people understand the location, methods and ways of performing public administrative procedures. Promote the spirit of solidarity, unity and mutual assistance within Chieu Luu commune and in communes in Ky Son district (old).

Emphasizing the increasing demand for information technology application, Provincial Party Secretary Nguyen Duc Trung requested the commune to focus on implementing digital transformation contents; research to smoothly deploy software; proactively focus on preparing the best organization of the Commune Party Congress for the 2025-2030 term.

At the same time, review the work transferred from Ky Son district (old) to the commune for implementation; pay attention to implementing socio-economic development tasks, social security work, caring for people's lives, ensuring security, order, and preventing and combating natural disasters.

The Provincial Party Secretary requested Chieu Luu commune and other communes in Ky Son district (old) to pay attention to stabilizing the ideology, regime, policies, and working conditions for the staff. Any difficulties arising should be promptly reported so that the province can direct timely solutions.

Regarding provincial-level sectors, Provincial Party Secretary Nguyen Duc Trung requested provincial agencies to firmly grasp their functions and tasks according to their authority, decentralization, and delegation of power to promptly guide, support, and resolve difficulties for communes so that the operations of the commune-level government apparatus can operate smoothly, effectively, and without interruption.

At the meeting, Provincial Party Secretary Nguyen Duc Trung discussed and oriented to resolve the recommendations of Chieu Luu commune and communes in Ky Son district (old).

On this occasion, Provincial Party Secretary Nguyen Duc Trung presented 500 million VND to support poor households in Chieu Luu commune to develop livelihood models.
