Chairman of Nghe An Provincial People's Committee Le Hong Vinh received citizens at the regular session in July 2025
On the morning of July 15, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province received citizens at the regular meeting in July 2025.

Attending the citizen reception session were comrades: Pham The Su - Deputy Head of the Central Citizen Reception Committee; Nguyen Thanh Minh - Chief Inspector of Department II, Government Inspectorate. Also attending were leaders of the Provincial People's Council Standing Committee, the Provincial National Assembly Delegation, relevant departments, agencies, and localities.
1 in 5 complaints and denunciations are complicated and prolonged
Chairman of the Provincial People's Committee Le Hong Vinh directly received citizen Truong Phuoc (Hamlet 1, Dien Truong Commune, former Dien Chau District), now Hung Chau Commune. His complaint was related to land acquisition during the implementation of the National Highway 1A Upgrade and Expansion Project in 2014.

Accordingly, when implementing the Project to Upgrade and Expand National Highway 1A, the People's Committee of Dien Chau district (old) reclaimed the area of 3 plots of land in Dien Truong commune (old).
The first plot has an affected area of 339.9m² (compensated area of 41.2m², uncompensated area of 298.7m²).
The second plot has an affected area of 82.5 m² (compensated for 25.5 m², uncompensated for 57 m²).
The third plot has an affected area of 136.5m² (compensated for 38.8m², uncompensated for 97.7m²).
Thus, the total land area that Mr. Truong Phuoc was compensated for the above 3 plots of land is 105.5m2.2; remaining 453.4m2of 3 plots of land from PMU1 landmark to the foot of the old road were not compensated or supported, so Mr. Truong Phuoc filed a complaint.(content 1).

Mr. Truong Phuoc's complaint was first resolved by the People's Committee of Dien Chau district (old) in 2019 and partially corrected and supplemented in 2022, but did not change the conclusion on the content of the complaint.
Accordingly, the above land plots were allocated by the State according to time milestones from 1986 to 1994, and were granted Land Use Right Certificates by the People's Committee of Dien Chau district (old) in 1996, 1997 and 2008.
The Land Use Rights Certificates granted to Mr. Phuoc's family mentioned above were granted from PMU1 marker down to the East, while the area from PMU1 marker to the edge of National Highway 1A (the first plot of 298.7m², the second plot of 57m² and the third plot of 97.7m²) is traffic land, not granted a Land Use Rights Certificate, so the complaint has no basis for resolution.

Disagreeing with the initial settlement decision of the People's Committee of Dien Chau district (old), Mr. Truong Phuoc filed an administrative lawsuit with the People's Court of Nghe An province but later withdrew the petition. Therefore, the Court issued a decision to suspend his settlement.
Mr. Truong Phuoc's case is one of five complicated, prolonged, and over-the-top complaints and denunciations that have been brought to the Central level. On April 23, 2025, the Standing Committee of Nghe An Provincial Party Committee issued Decision No. 3425-QD/TU on the issuance of a Plan to direct the review, handling, and establishment of a Working Group to direct the resolution of a number of complicated, prolonged, and over-the-top complaints and denunciations that have been brought to the Central level, with the Provincial Party Secretary as the Head of the Group.

During the working process of the Working Group, in addition to the above content, Mr. Truong Phuoc also requested financial support for leveling the ground at another plot of land also in Dien Truong commune (old) that he rented from Mr. Dang Trong Thang, which was recovered to implement the Project to Upgrade and Expand National Highway 1A.(content 2).
On June 27, 2025, Nghe An Provincial Party Committee issued Notice No. 2017-TB/TU on the conclusion of the Provincial Party Secretary - Head of the Working Group, in which, regarding Mr. Truong Phuoc's case, it concluded: Not to review or re-settle the content of his request for the State to compensate and support the land area from PMU1 landmark to the foot of National Highway 1A according to the GPMB measurement extracted in 2011; at the same time, assign the Provincial People's Committee to direct local authorities to inspect, review and resolve according to the provisions of law regarding the content of his request for support for land leveling money on the land plot that he rented from Mr. Dang Trong Thang.

At the citizen reception session on the morning of July 15, Mr. Truong Phuoc and his representative lawyer presented their views and arguments related to the two complaints. The Secretary of the District Party Committee and Vice Chairman of the People's Committee of Dien Chau District (formerly) reported on the handling of the case, affirming that the land area of Mr. Phuoc's family is located within the traffic corridor, so it is not eligible for compensation consideration.

Leaders of relevant agencies including the Department of Agriculture and Environment, the Provincial Inspectorate, the Provincial People's Committee Office, the Provincial People's Court and the Provincial Bar Association also clearly stated their professional views on resolving the case in accordance with legal regulations.
Comrade Pham The Su - Deputy Head of the Central Citizen Reception Committee attended and followed the entire content of the citizen reception session and had specific discussions and assessments on the process of handling the case in Nghe An province. He acknowledged the participation of all levels and sectors in reviewing and handling citizens' complaints in accordance with the correct procedures, authority and legal regulations.

Based on the case file, opinions of professional agencies and presentations of the parties at the public reception session, comrade Pham The Su exchanged views so that the case could be resolved objectively and comprehensively, ensuring the principle of the rule of law.
The consistent view of the provincial government is to always fully ensure the legitimate and legal rights of the people.
After more than 3 hours of work, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province concluded the citizen reception session, thereby repeatedly emphasizing the consistent viewpoint of the provincial government to always ensure full legitimate and legal rights of the people in all fields, not only for compensation and site clearance for the Project to Upgrade and Expand National Highway 1A.

Regarding this project, he affirmed that although it has been over for many years and the legal documents related to each specific case have many complicated factors, the province still clearly demonstrates a spirit of openness and responsibility. The government has proactively coordinated with the investor and related parties to review documents and establish a specialized Steering Committee to focus on handling the matter.
In particular, the Provincial Party Secretary directly acted as the Head of the Working Group to direct the resolution of a number of complicated, prolonged, and cross-level complaints and denunciations that were monitored by the Central Government, in order to review and handle them to ensure objectivity and compliance with legal regulations.
Thanks to the determination in directing and organizing implementation, up to now, basically the affected households along National Highway 1A, from Hoang Mai town (old) to Vinh city (old) have agreed and received compensation according to regulations.

Regarding the complaint of Mr. Truong Phuoc, the Chairman of Nghe An Provincial People's Committee assigned clear handling tasks according to each specific content. Regarding content 1, he requested the citizen and the representative lawyer to review and re-edit the file with new details to provide to the Provincial Working Group; especially the documents that the citizen believes have signs of forgery so that the Provincial Police can conduct appraisal and verification.
With content 2, the Chairman of the Provincial People's Committee assigned the Hung Chau commune government to coordinate with former officials and leaders of Dien Chau district (old) to check and verify all documents related to land area, construction volume, receipts, documents... In case of meeting the conditions according to regulations, the government will organize the preparation of support documents for citizens according to the correct unit price and norms according to regulations.

The Chairman of the Provincial People's Committee requested that both of the above contents must be resolved before August 30, 2025. During this time, he requested that the citizen's representative lawyer assist Mr. Truong Phuoc in providing sufficient documents and additional evidence to serve the verification of the contents. The Provincial Bar Association participates with authorities at all levels in the entire resolution process to ensure objectivity and transparency. Relevant departments, branches and localities coordinate to evaluate and make final conclusions.
