Efforts to solve difficulties at Nghe An Dermatology Hospital

Nghe An Dermatology Hospital has not yet implemented inpatient treatment and signed a health insurance contract for medical examination and treatment. Lacking human resources and equipment; revenue is not enough to cover expenses, the hospital owes its employees 13 months of salary (10 months of 2024 and 3 months of 2025).

Hospital owes 13 months salary

Ms. NT said: “Up to now, the hospital owes the workers 13 months of salary. The workers do not have any bonuses for holidays and Tet. Our life is very difficult and hard.”

According to Ms. NT, the number of patients coming to the hospital is quite large. Every day, there are 70-120 patients coming for examination and testing. However, due to the lack of equipment, the hospital can only provide simple technical services, so the income is low. Workers still have to work the required number of hours; clock in 4 times a day; and only go home after all patients have left, but they do not receive a salary.

Nghe An Dermatology Hospital is a provincial-level public health service unit, grade 3; established on the basis of upgrading the Center for Leprosy Prevention and Dermatology according to Decision No. 3731/QD-UBND, dated September 23, 2019 of the People's Committee of Nghe An province; is a group 2 autonomous unit (autonomous in regular expenditure) starting from 2021.

Nghe An Dermatology Hospital has the function of examining and treating leprosy, sexually transmitted diseases, skin diseases and occupational skin diseases, skin care, cosmetic plastic surgery, is a specialized training facility in dermatology, directs the line, conducts scientific research, deploys the application of science, technology, and modern techniques to serve and care for the health of people in Nghe An province and neighboring areas.

It is known that,Nghe An Dermatology HospitalThere are currently 2 functional departments, 2 clinical departments and 2 paraclinical departments. The total number of staff working at the hospital is 33 people.

At this time, the hospital only provides outpatient examination and treatment for patients, and has not yet signed a health insurance contract for examination and treatment and organized inpatient treatment at the hospital.

The reason for the prolonged arrears of salaries and allowances at Nghe An Dermatology Hospital is that the revenue is not enough to cover the costs. From 2022 to the end of June 2025, the hospital's operating costs are entirely dependent on the hospital's career revenue. The state budget only provides some funds for disease prevention and minor repairs.

Hospital revenue mainly comes from medical examination and treatment services that are not covered by the health insurance fund.

In the first 6 months of 2025 alone, the total number of patients examined was 18,299; the result of medical examination and treatment service revenue was 1,862 billion VND, the hospital still owed nearly 4.7 billion VND.

Many difficulties and problems

Faced with the difficulties of Nghe An Dermatology Hospital, on July 7, 2025, Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee had a working session with the health sector and the hospital.

At the meeting, the representative of Nghe An Dermatology Hospital reported the specific difficulties such as: The list of existing equipment of the hospital has been invested and purchased since it was the Center for Leprosy Prevention and Dermatology. Since its establishment, the hospital has not been invested in or purchased new equipment, while the equipment in use is too old and outdated, some are damaged but there is no funding for repair.

The limited number of human resources, especially nursing, pharmacy and accounting staff, has made it difficult for the hospital to meet the requirements for medical examination and treatment under health insurance and inpatient treatment. The Laboratory - Diagnostic Imaging Department has been established but does not meet the requirements for medical examination and treatment under health insurance. The General Treatment Department has not fully implemented the list of techniques as prescribed. The hospital cannot recruit human resources according to demand because it cannot ensure regular spending activities.

The lack of equipment and human resources has prevented the hospital from implementing the technical list, reaching only 35% of the total approved technical list. Meanwhile, the hospital's leadership lacks a sense of responsibility and loose management, leading to violations in management and operation.

To solve the difficulties at Nghe An Dermatology Hospital, Nghe An Department of Health has implemented many support solutions. Regarding human resources, the Department of Health has mobilized 9 officers from units in the industry to participate in professional support at the hospital... Under the direction of the Department of Health, some units in the industry are also ready to support equipment for the hospital.

At the meeting, Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee directed a number of urgent solutions to be implemented at Nghe An Dermatology Hospital. Accordingly, the Department of Health needs to direct the hospital to review revenue and expenditure sources, advise leaders on revenue and expenditure plans to effectively implement expenditure sources, in accordance with regulations, ensuring reasonable spending and policies for staff.

Implementing the direction of the Vice Chairman of the Provincial People's Committee, pharmacist Tran Minh Tue - Deputy Director of the Department of Health said: From now until the end of the year, the Department of Health will focus on directing Nghe An Dermatology Hospital to urgently overcome difficulties, promptly sign a health insurance contract with the Social Insurance of Nghe An province to ensure the implementation of health insurance examination and treatment activities in the soonest time.

This includes mobilizing units and individuals to support equipment for the hospital; directing Nghe An Dermatology Hospital to develop a project to adjust and reduce the planned size of hospital beds; forming departments suitable for dermatology; perfecting human resources to form an imaging diagnostic team (ultrasound, X-ray) and supplementing the list of techniques... to submit to the Department of Health and the Provincial People's Committee for approval.

Regarding the operation of Nghe An Dermatology Hospital, there are many opinions that, in the condition that the hospital does not operate effectively and meet the requirements of autonomy, the Nghe An Health sector needs to soon consider the plan to arrange and merge the hospital into another public health unit according to the Government's regulations on establishment, reorganization and dissolution of public service units (according to Decree 60/2021/ND-CP), to avoid seriously affecting the rights of civil servants and employees.
