Thanh Hoa builds 39 resettlement areas to serve the North-South high-speed railway project

The North-South high-speed railway passing through Thanh Hoa is more than 95 km long, building 39 resettlement areas on a total area of ​​nearly 300 hectares.

Mr. Dao Vu Viet, Deputy Director of the Department of Construction of Thanh Hoa province, said that according to the design, the North-South high-speed railway line passing through the province is 95.33 km long, passing through 19 communes and wards.

The total land area to be recovered for the project is more than 570 hectares, including nearly 92 hectares of residential land, more than 480 hectares of agricultural land and other types of land.

According to the survey, nearly 4,000 households and more than 30 agencies, organizations and schools are affected by the project. To arrange resettlement for households whose residential land is recovered, the People's Committee of Thanh Hoa province has planned to build 39 resettlement areas with a total area of ​​nearly 300 hectares, with an estimated cost of 3,870 billion VND.

According to Mr. Dao Vu Viet, up to now, one resettlement area has been completed, 8 other areas are clearing the ground, 28 areas are making detailed plans or collecting opinions from the community.

Thanh Hoa Provincial People's Committee requires each commune and ward where the project passes through to approve at least one resettlement area to start construction before August 19, in order to hand over the project site on time.

Thanh Hoa aims to basically hand over the site to the contractor before December 2026, completing all site clearance in the first quarter of 2027. Infrastructure of resettlement areas must be completed no later than September 2026.

According to the leader of Thanh Hoa Provincial People's Committee, the biggest difficulty now is capital. Currently, the medium-term public investment capital plan for the period 2021-2025 has been fully allocated, so the locality has proposed to use the central budget to build infrastructure for the resettlement area, then repay when there is an official allocation from the project.

Lack of capital in the initial stage may affect the progress of site preparation, so Thanh Hoa province is actively working with central agencies to find suitable financial solutions.

Overview of North-South high-speed railway project

The North-South high-speed railway project was approved by the National Assembly in November 2024 with a total preliminary capital of about 1.7 million billion VND (equivalent to 67 billion USD).

The 1,541 km long route, 1,435 mm double gauge, designed speed of 350 km/h, has 23 passenger stations and 5 freight stations, passing through 20 provinces and cities from Ngoc Hoi (Hanoi) to Thu Thiem (HCMC).

In addition to the form of public investment, the project is allowed by the National Assembly to be implemented in the form of public-private partnership (PPP) or business investment, creating conditions to diversify capital sources for key national projects.
