Nghe An: Continue to implement Directive No. 11-CT/TW of the Politburo on purchasing and using Party newspapers and magazines
On July 21, 2025, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, on behalf of the Standing Committee of Nghe An Provincial Party Committee, signed and issued an Official Dispatch on continuing to implement Directive No. 11-CT/TW of the Politburo.
Accordingly, implementing Directive No. 11-CT/TW, dated December 28, 1996 of the Politburo (VIII tenure); Conclusion No. 29-KL/TW, dated August 25, 2012 of the Secretariat (XI tenure); Notice No. 173-TB/TW, dated April 6, 2020 of the Secretariat on continuing to implement Directive No. 11-CT/TW; Directive No. 03-CT/TU, dated June 21, 2001 of the Provincial Party Committee Standing Committee on purchasing and using Party newspapers and magazines, in recent years, Nghe An province has issued and implemented many policies to support the purchase and use of Party newspapers and magazines, increasingly meeting the need for information provision for cadres and Party members, contributing to strengthening the Party's leadership and direction for the whole society, creating high unity and consensus in the process of implementing the Party's guidelines and policies, and the State's policies and laws. In order to continue to improve the quantity and quality of purchasing and reading Party newspapers and magazines after the 2-level local government agencies come into operation, the Provincial Party Committee Standing Committee requests:
1.Continue to propagate and raise awareness of the role and importance of purchasing, reading and following the Party's newspapers and magazines in the new situation; each Party cell and grassroots Party committee continues to seriously purchase and use the Party's newspapers and magazines in a stable quantity, avoiding interruptions; ensure that according to regulations, each Party cell has Nhan Dan Newspaper, printed newspapers of Nghe An Newspaper and Radio and Television; each grassroots Party committee has at least one Communist Magazine.
2.The Provincial Party Committee Office coordinates with relevant units to study and issue documents, instructions, and detailed regulations on the use of funds for purchasing Party newspapers and magazines to ensure sufficient quantity, correct target audience, and correct purpose.
3. The Provincial Party Committee's Propaganda and Mass Mobilization Commission shall preside over and coordinate with the Provincial Party Committee Office, the Department of Finance, the Department of Culture, Sports and Tourism and relevant agencies to strengthen the inspection and supervision of the implementation of Notice No. 173-TB/TW dated April 6, 2020 of the Secretariat; Directive No. 11-CT/TW dated December 28, 1996 of the Politburo (VIII tenure); closely inspect and supervise the allocation and use of funds for purchasing Party newspapers and magazines at all levels to ensure regulations and proper purposes. Periodically (before December 25) annually report the implementation results to the Provincial Party Committee's Propaganda and Mass Mobilization Commission for synthesis and reporting to the Standing Committee of the Provincial Party Committee.
