Chairman of Nghe An Provincial People's Committee Le Hong Vinh inspected and directed the overcoming of flood consequences in the border commune of Muong Tip.

On the morning of July 30, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee visited the border commune of Muong Tip to visit, encourage and inspect the work of overcoming damage caused by floods in the area.

Also attending were members of the Provincial Party Executive Committee: Pham Hong Quang - Director of the Department of Construction; Trinh Thanh Hai - Director of the Department of Finance; and leaders of the Department of Agriculture and Environment; and the Provincial Military Command.

Muong Tip commune was formed on the basis of merging two communes Muong Ai and Muong Tip (belonging to the old Ky Son district), a particularly difficult border area, bordering Laos.

From July 21 to 22, due to the impact of storm No. 3 and the post-storm circulation, heavy rains occurred in the commune, the Nam Mo river rose, causing widespread flash floods.

Natural disasters have severely damaged many traffic routes, public works, and educational facilities; agricultural and forestry production has been almost paralyzed, and people's property has been severely damaged.

By the afternoon of July 27, while recovery efforts were being urgently implemented, a new flash flood appeared, sweeping away most of the previous recovery efforts. Landslides and traffic disruptions recurred on a large scale, leaving Muong Tip severely isolated.

As of the morning of July 30, the road leading to Muong Tip commune in the direction of Muong Xen - Ta Do - Khe Kien still had 13 major landslides on the positive and negative slopes and road breaks. Therefore, the working group was forced to choose a longer detour from National Highway 7 through Na Ngoi commune, taking nearly 6 hours to reach the commune center.

Upon arrival, Chairman of the Provincial People's Committee Le Hong Vinh and the delegation directly surveyed the damage scene, worked with commune leaders and functional agencies, and listened to detailed reports on the flood situation, difficulties, and recovery plans.

At the scene, the authorities are still urgently fixing the landslides temporarily to try to clear the road as soon as possible. Comrade Pham Hong Quang - Director of the Department of Construction said that the Construction sector and other units are focusing all their efforts to complete the road clearance on July 31.

According to preliminary statistics, 114 houses in the commune were damaged by floods. Most of the villages were affected; of which, Ta Do village suffered flash floods in both periods (the evening of July 21 and the night of July 27). Currently, the village is still isolated with 68 households directly affected and 2 schools damaged.

The whole commune has 3 schools seriously affected: Ta Do Kindergarten was flooded up to the roof, all facilities were completely damaged; Ta Do Primary School had the entire first floor, multi-function house and student dormitory flooded, all equipment and property were damaged; Xop Phe Kindergarten completely collapsed on the night of July 27, no longer usable and many other damages to agriculture, transportation, irrigation, etc.

Currently, the Military, Police, and Border Guard forces are coordinating to transport food and supplies to Ta Do village. The Party Committee and government of Muong Tip commune also mobilized all cadres, commune police, local forces, and support from Na Ngoi commune and people from other villages in the area to focus on overcoming the consequences.

Next, Chairman of the Provincial People's Committee Le Hong Vinh worked with the leaders of Muong Tip commune. Here, he acknowledged the sense of responsibility and proactiveness in responding to, preventing and overcoming the consequences of floods of the local Party Committee, government and functional forces. In particular, the commune promptly deployed measures to ensure the safety of people's lives, preventing human losses.

Sharing the difficulties and losses that the cadres and people of Muong Tip commune are suffering after the historic flood, the Chairman of the Provincial People's Committee emphasized: While waiting for the completion of the recovery work, it is necessary to focus on propaganda, mobilization, and encouragement for the people to maintain the spirit of solidarity and overcome difficulties together. The commune government needs to grasp the actual situation of each household, giving priority to immediate support for essential necessities.

The Chairman of the Provincial People's Committee requested the commune to closely coordinate with forces to mobilize machinery and equipment, take advantage of favorable weather, and proactively overcome the consequences. The restoration of production, essential infrastructure, irrigation systems, and upland rice fields and fields needs to be surveyed and planned in detail. Measures to prevent and control epidemics after floods must also be implemented promptly. The province will allocate from the reserve budget for the commune to temporarily overcome the consequences.

In the long term, for households at high risk of landslides, the Chairman of the Provincial People's Committee requested the commune authorities to coordinate with relevant agencies to survey and re-determine resettlement locations. On that basis, the province will coordinate to call for social resources to overcome the situation. He said that according to the latest information, the Ministry of Public Security will directly support the affected border communes of Nghe An.

Regarding the restoration of the education system, there are currently 2 schools that are severely affected. He assigned them to count the damage and come up with a plan to repair it in time for the new school year. As for the Xop Phe Kindergarten, which completely collapsed on the night of July 27 and is no longer usable, the Chairman of the Provincial People's Committee assigned the Provincial People's Committee Office to record, monitor, and coordinate with supporting organizations to speed up the progress of rebuilding the school.

Regarding traffic, the Chairman of the Provincial People's Committee requested that in the long term, a comprehensive survey is needed to find fundamental solutions.

Emphasizing that human life is paramount, comrade Le Hong Vinh requested the Border Guard force to increase warnings and timely information when there are complicated rain and wind situations and monitor at weak points, not to be passive.

In addition to promoting the 4 on-site factors, especially on-site human resources and support from neighboring localities, comrade Le Hong Vinh requested the commune to specifically calculate the human resources, machinery, and equipment needed for each day and each stage to report to the province for effective arrangement and mobilization.
