Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An presided over the review of the Party Congresses of Tri Le, Thong Thu, and Muong Quang communes.

On the afternoon of July 31st, Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, and Head of Working Group No. 10 - chaired the meeting to review the Party Congresses of Tri Le, Thong Thu, and Muong Quang communes.

Also attending were members of Task Force No. 10 as per the Provincial Party Standing Committee's plan; and representatives from relevant Party committees, departments, and agencies.

Exploiting potential and advantages

Tri Le commune was established by merging the entire natural area and population of the two communes of Tri Le and Nam Nhoong. The Party Committee has 34 subordinate branches, with 865 Party members.

During the 2025-2030 term, the Party Committee of Tri Le commune will focus on leading the effective exploitation of the local potential and advantages; promoting the development of business and services, developing agriculture and forestry towards commodity production, improving the quality and value of products; promoting the shift in economic structure towards "Industry - Construction - Services - Agriculture and Forestry"; effectively implementing poverty reduction programs and socio-economic development in ethnic minority and mountainous areas; caring for and improving the material and spiritual lives of the people; maintaining security, order, and border security, striving to make the commune increasingly developed.

The Party Committee of Thong Thu commune was established on the basis of merging the two communes of Thong Thu and Dong Van. The commune's Party Committee has 670 members and 26 branches.

During the 2025-2030 term, the Party Committee, Government, and people of all ethnic groups in Thong Thu commune will leverage the strength of national unity, mobilize and maximize all resources, create strong transformations in socio-economic development, maintain national defense, political security, social order and safety, and border security; improve the material and spiritual lives of the people, and lead Thong Thu commune towards sustainable development.

The Party Committee of Muong Quang commune was reorganized and merged from three Party Committees: Chau Thon, Cam Muon, and Quang Phong. Currently, the commune's Party Committee has 41 branches with 1,042 Party members.

With the motto: "Unity - Democracy - Discipline - Innovation - Development," for the 2025-2030 term, the Party Committee of the commune has determined to continue improving the leadership capacity and fighting strength of the Party organization, the management and administration of the government, strengthening the great unity of ethnic groups; promoting the exemplary role of each cadre and Party member; promoting unity and democracy, leveraging the combined strength, exploiting all the potential and advantages of the locality, developing socio-economic aspects, eradicating hunger and poverty, protecting the environment, and maintaining national defense and security.

At the conference, leaders of departments and agencies, and members of the Task Force, provided feedback to the communes on the preparation for the congress; the format and technical presentation of documents.

Regarding the content of the Political Report, delegates suggested arranging it into groups: economic indicators; cultural and social indicators; environment; national defense and security; and Party building work, to align with the general practices of the province and other localities.

In addition, the document includes solutions for implementing the four key resolutions of the Politburo; and adds content on Party building work to ensure a balanced scope across all sections and topics.

Communes need to supplement specific data on economic restructuring; clarify the changes in the structure of economic sectors at the end of the term compared to the beginning of the term; and add an assessment of the average growth rate for the period 2020-2025 for each sector: agriculture, industry-construction, and services.

Identifying new drivers for development

Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Bui Thanh An highly appreciated the sense of responsibility, proactiveness, and efforts of the Standing Committee of the Party Committees of the communes in leading, directing, and preparing the contents of the congresses amidst the implementation of the two-tiered local government and natural disasters and floods.

The Standing Vice Chairman of the Provincial People's Committee requested that localities continue to closely follow Guidance 36 of the Central Office and Guidance 13 of the Provincial Party Committee Office; seriously consider the feedback received to adjust and finalize the Draft Political Report in a concise, feasible manner, consistent with the local reality.

Comrade Bui Thanh An also noted that communes need to develop appropriate targets, especially adjusting the target for the growth rate of total product value. In addition, communes should consider adjusting the target for average per capita income; and reduce the average annual poverty rate at a higher rate to demonstrate their determination to improve people's lives.

Propose solutions for implementing the four key resolutions of the Politburo, especially: Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, and Resolution No. 68-NQ/TW, dated May 4, 2025, of the Politburo on the development of the private economy.

Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized that the communes of Tri Le, Thong Thu, and Muong Quang need to focus on preserving and promoting the cultural heritage of ethnic groups; protecting forest resources, living environment, and natural landscapes to develop the economy and reduce poverty sustainably.

Research new dynamic models for development, boost investment attraction, and effectively implement public investment projects.

The Standing Vice Chairman of the Provincial People's Committee suggested that communes should clearly identify key crops and livestock, and gradually plan to form raw material areas oriented towards industrial production; they should also research and introduce some crop and livestock varieties from outside that are suitable for the climate and soil and have the potential to reduce poverty quickly.

In addition, communes need to proactively monitor the situation to ensure border security and prevent hotspots from occurring; and proactively respond to natural disasters and climate change.

At the same time, we must continue to do a good job in Party building, consolidating and building a strong political system; and continue to train and improve the professional skills and capabilities of cadres and civil servants to meet new requirements.

Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An also requested that communes seriously consider the feedback received to adjust and refine the Draft Political Report in a concise, feasible manner, consistent with local realities. Communes should develop action programs to implement immediately after the congress to quickly put the resolution into practice.
