It is important to realize that: The goal of implementing Decree 168 is not to increase fines, but to demonstrate the determination to raise awareness of road traffic law compliance among traffic participants, forming a civilized and safe traffic culture.
To achieve that goal, it is necessary to strengthen propaganda and dissemination of laws so that people can better understand the provisions of the decree, thereby voluntarily complying with traffic laws; especially in mountainous, remote and isolated areas.
The forms of propaganda must be diverse, suitable for different audiences, focusing on applying digital technology, exploiting the advantages of social networks to create a strong change in awareness and action of all levels, sectors and people in ensuring traffic order and safety, creating widespread dissemination and consensus among the masses in coordinating with functional forces to perform tasks.
In particular, the dissemination of traffic safety culture for teenagers and students needs more attention.

Mr. Phan Huy Chuong - Deputy Head of the Traffic Safety Committee of Nghe An province said: "Paying attention to traffic safety propaganda for school-age children will help them form habits and awareness of obeying the Road Traffic Law right from the beginning of participating in traffic. This is a long-term solution to reduce traffic accidents and create a safe traffic society.
In the coming time, the application of information technology in propaganda will be focused on by the Provincial Traffic Safety Committee by posting programs and videos on traffic safety on online platforms such as school websites and social networks so that students and parents can access and follow information related to traffic safety regularly.
At the same time, encourage schools to develop new models and initiatives in traffic safety propaganda such as the "Safe School Gate" model, "Traffic Safety Propaganda Team", self-managed student groups on traffic safety...".

For ethnic minorities, there should be a form of propaganda in the common language combining the ethnic language with visual images, specific and easy-to-remember examples for people to easily absorb, especially common violations such as: Violations of alcohol concentration; giving vehicles to people who are not old enough to drive, vehicles that have not been transferred to the owner, vehicles that have not been registered and have not been issued with license plates... and the penalty regulations according to Decree 168, including the deduction of driving license points for violations.
From there, gradually impact people's awareness and behavior in complying with the Law on Road Traffic Safety and Order, contributing to reducing the risk of traffic accidents and ensuring safety for the community.

In reality, a part of the population is still subjective and does not voluntarily comply, leading to violations of traffic safety order, especially in rural and mountainous areas where access to information is limited.
Some cadres and party members have not really set an example, affecting the overall effectiveness of propaganda and mobilization.

Lieutenant Colonel Hoang Manh Hung - Deputy Head of the Traffic Police Department of Nghe An Province Police said: The Traffic Police force will mobilize maximum human resources, increase patrols, control, and strictly handle violations of traffic safety order; focus on strictly handling violations that are direct causes of traffic accidents; traffic accidents with signs of crime, no "gaps", no restricted areas.
In addition, promote the use of technical means and equipment, apply science and technology; effectively connect and share information between functional agencies to improve the effectiveness of state management of traffic safety and order.
Proactively monitor, detect, and promptly propose solutions to traffic accident “black spots,” “potential spots,” and irrationalities in traffic organization, along with closely monitoring the implementation results of each functional sector. Synchronously deploy solutions to prevent and overcome traffic congestion. Organize scientific and reasonable traffic flow and routes; strengthen solutions to ensure urban order, manage roads and sidewalks, and strictly handle violations.

Recently, the People's Committee of Nghe An province has also focused on directing the Provincial Traffic Safety Committee to coordinate with units and localities to regularly organize inter-sectoral working groups to survey "black spots", "potential spots" for traffic accidents, complicated locations regarding traffic safety and order, and unreasonable traffic organization in the province.
Accordingly, the province proposed the Ministry of Construction to direct its affiliated units to repair damaged road surfaces, clean the roads on national highways passing through the province, install traffic signals and warning lights at intersections where traffic accidents often occur on National Highway 1A; and add road center lines and speed bumps.

At the same time, the province has directed units and localities to base on the decentralized infrastructure management tasks to implement and promptly handle violations of traffic safety order, raise awareness of law compliance of traffic participants... As a result, over the past 2 years, 8 black spots and 89 shortcomings in traffic infrastructure have been reviewed and resolved.

Currently, Nghe An has an increasing volume of personal vehicles and traffic demand (the total number of registered road motor vehicles is 2,478,264 vehicles (including 209,030 cars; 2,112,916 motorbikes; 156,318 electric motorbikes).
While the transport infrastructure system has received investment direction, renovation and upgrading according to the roadmap, due to the rapid urbanization speed, local budget resources are still limited.
Therefore, a number of projects to upgrade and expand key traffic routes are in the process of implementation and cannot be completed synchronously in the short term, so they cannot meet practical needs.

The situation of encroachment of traffic safety corridors, roads, and sidewalks for business and service purposes still occurs in wards and communes; the arbitrary opening of residential roads across railways has not been thoroughly resolved; there is still a situation of homemade vehicles serving agricultural production circulating on the roads, concentrated in mountainous and rural districts.
Investment in and application of science and technology and modern technical equipment for the force directly responsible for ensuring traffic order and safety has received attention but is not sufficient to meet the needs to perform the task well.

Thus, along with promoting propaganda work and strictly handling violations, many opinions say that it is necessary to invest in upgrading traffic infrastructure to meet people's travel needs and create favorable conditions for compliance with the Road Traffic Law.
As a person who often has to drive from one locality to another due to the nature of his work, Mr. Nguyen Van Dong, residing in Duy Tan hamlet, Thien Nhan commune, expressed: "I hope that Decree 168 will not only stop at tightening discipline but also come with practical support policies, such as improving traffic infrastructure or reducing administrative procedures for people and drivers...".
In fact, in recent times, to overcome the shortcomings in infrastructure, Nghe An province has focused on developing urban technical infrastructure works, especially investing in and developing key traffic works; upgrading the rural traffic system to create favorable conditions for freight transport, meeting the travel needs of the people and serving the socio-economic development of the locality.

For roads: Basically completed and put into use many key routes such as: North - South Expressway; national coastal road from Nghi Son - Cua Lo, traffic route connecting Vinh - Cua Lo (phase 2)Traffic route connecting National Highway 7C to Ho Chi Minh Road; renovating and repairing DT.539C.
In particular, the current key North-South expressway project through Nghe An province with a total length of nearly 88km, includes two component projects: Component project on Nghi Son - Dien Chau route, section passing through Nghe An province, 43.5km long; The component project on the Dien Chau - Bai Vot route, the 44.4km section passing through Nghe An province, has been accepted and put into operation, contributing to strengthening inter-regional connectivity, shortening travel time, reducing the load on existing national highways, while promoting socio-economic development, attracting investment, expanding space and improving the quality of life of local people...

Nghe An Provincial People's Committee has developed the Provincial Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1059/QD-TTg, dated September 14, 2023. In particular, the goal is to build a provincial road system connecting expressways and national highways to economic zones, tourist areas, key services, roads to industrial zones and clusters, creating a complete and interconnected road network connecting modes of transport, between urban and rural areas and connecting with neighboring provinces.
However, it is forecasted that in the coming years, the socio-economy will develop rapidly, and the security, political, and traffic order and safety situation will have many new factors, especially after completing the project to rearrange and reorganize commune-level administrative units and the 2-level local government model.
Transportation will develop strongly, the number of personal vehicles, especially cars, will increase rapidly along with economic growth, while the traffic infrastructure cannot keep up, and traffic organization is still limited and inadequate.
Rural areas are forecasted to have an increased risk of traffic accidents in the coming years due to the increasing attention and expansion of rural road systems, making them more convenient for travel, but the road sign system is not yet synchronized, visibility is limited, the roads have many intersections and small alleys; and the low awareness of some traffic participants are potential risks of increased accidents.

Therefore, in the preliminary report on 2 years of implementing Directive No. 23-CT/TW, dated May 25, 2023 of the Secretariat on strengthening the Party's leadership in ensuring traffic order and safety in the new situation, Nghe An province proposed and requested the Central Government to direct the acceleration of traffic infrastructure projects through the province, and at the same time have solutions to ensure safety for traffic participants during the construction, renovation and repair of traffic infrastructure; promptly address recommendations on traffic infrastructure shortcomings, points where traffic accidents often occur, and potential traffic accident points on traffic routes.
Pay attention to allocating and creating conditions for the province to improve the quality of facilities and equipment serving the work of ensuring traffic order and safety: Deploying investment in installing camera surveillance systems on key national highways connected to the Traffic Command and Operation Information Center of the Ministry of Public Security to improve efficiency; equipping technical means and equipment promptly to meet the requirements of tasks in the new situation.

Along with that, looking at the reality of traffic accidents occurring in the whole province, although there has been a decrease (in terms of the two criteria of number of deaths and number of injuries), But the number of deaths and injuries due to traffic accidents remains high; Along with the above-mentioned synchronous and long-term solutions, the important and decisive factor to effectively and efficiently implement Decree 168 is the voluntary and self-conscious compliance with traffic safety laws of each citizen.
Thereby, contributing to reducing traffic accidents on all three criteria, towards the goal of building a civilized and safe traffic culture.
