Maximizing potential and strengths, determined to bring Quy Hop to comprehensive and sustainable development
On the morning of August 9, the Quy Hop Commune Party Committee held its 1st Congress for the 2025-2030 term, with the theme "Building a strong Party Committee, a government close to the people, operating effectively, efficiently, unitedly, innovatively, creatively, determined to bring Quy Hop to comprehensive and sustainable development".
Attending the Congress were comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; representatives of provincial departments, branches and sectors and 225 delegates representingfor the will and aspirations of more than 2,500 party members in the Party Committee.
Quy Hop commune was established on the basis of merging 4 communes and towns: Chau Dinh, Chau Quang, Tho Hop and Quy Hop with an area of 90.07 km2.2, 54 hamlets, villages; 3 ethnic groups Kinh, Thai, Tho living together, with 8,891 households, population 36,929 people, of which ethnic minorities account for 38.3%. The commune has 94 party committees, affiliated party cells with 2,557 party members.
The political report at the Congress stated that in the 2020 - 2025 period, Quy Hop commune has achieved many outstanding results in both Party building and economic development; creating a solid foundation for the development path in the following years.
Economically, Quy Hop focuses on promoting sustainable agriculture. The application of science and technology to agricultural production has improved productivity and product quality; with main crops being rice, sugarcane, corn, peanuts, vegetables, beans, and citrus. The output of grain crops reached 10,276.5 tons (112.5% of the target set by the Resolution).
Industrial and handicraft activities are well developed, mainly in the exploitation and processing of minerals. Currently, there are 4 industrial clusters in the commune (Chau Quang, Tho Son 1, Tho Son 2, Thung Khuoc). In addition, a number of other industries are also strongly developed, such as unburnt brick making, mechanics, construction contracting, carpentry, welding...
Along with economic development, infrastructure systems have also received strong investment attention. During the 2020 - 2025 term, the commune has built many important works on transportation, irrigation, electricity, schools, cultural houses, martyrs' cemeteries, offices... with a total value of over 81 billion VND.
Thanks to promoting advantages and exploiting potentials for development, the average annual growth rate of total product value in the area reached 9.35%. Shifting the economic structure towards increasing the proportion of industry, construction and services, reducing the proportion of agriculture, forestry and fishery. It is estimated that by 2025, the average income per capita of the whole commune will reach 50 million VND/year; budget revenue is 50.4 billion VND.
The cultural and social sectors continue to have many positive changes, playing an important role in the harmonious and sustainable development of the locality. National defense and security are strengthened, and people's lives have improved significantly.
In the 2025 - 2030 term, in the general context of the national economy, the province continues to develop strongly, the socio-economy of Quy Hop commune has many favorable conditions for rapid and sustainable development.
Orienting the new term, the Party Committee of Quy Hop commune strengthens the building of a clean and strong Party and political system; improves the effectiveness and efficiency of the state management apparatus; focuses on developing high-tech industry, agriculture, healthcare, education and training, science and technology; has a synchronous infrastructure system; the material and spiritual life and health of the people are constantly improved; The cultural, historical and traditional values of Quy Hop commune are preserved and promoted. Striving by 2030, Quy Hop will become a fairly developed locality in the Northwest region of Nghe An.
In his congratulatory speech to the Congress, Comrade Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council acknowledged and warmly commended the great efforts and important achievements that the Party Committee, government and people of the ethnic groups in the communes rearranged into Quy Hop commune today, have achieved in the past term.
He also suggested that the Standing Committee and the Party Committee of Quy Hop commune continue to thoroughly grasp and concretize development goals according to the orientation of the Resolutions of the Central and the province, especially Resolution No. 39 of the Politburo on the development of Nghe An province to 2030, with a vision to 2045. Continue to concretize national target programs on socio-economic development of ethnic minority and mountainous areas, sustainable poverty reduction and new rural construction into the practice of Quy Hop area.
The commune needs to pay special attention to developing links with communes in the old Quy Hop district and localities in the Western region, linking with public service units and enterprises inside and outside the province. It should be noted that the construction of a two-level local government is for the government to be more closely and effectively implementing socio-economic development programs and plans; closer to the people, better resolving the needs of the people and enterprises and opening up space and many new development opportunities.
In addition, the Party Committee of the commune needs to focus on leadership and exploit the most effective potential and advantages of the locality to develop the two main pillars of high-tech agriculture and industry - handicrafts. Actively take care of comprehensive cultural - social development, preserve and promote the cultural identity of ethnic groups, improve the material and spiritual life of the people. Strengthen national defense and security; build a national defense posture associated with an increasingly solid people's security posture. Take care of building a clean and strong Party and political system, this is the key task, deciding the success of the whole term.
Comrade Nguyen Nhu Khoi believes that, with the tradition of solidarity and the desire to rise up, the Party Committee and people of Quy Hop commune will successfully achieve the goals set by the First Congress, worthy of being the new development nucleus of Western Nghe An, actively contributing to the overall development of the province.
At the Congress, the Decisions of the Provincial Party Standing Committee on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Commune Party Committee for the 2025-2030 term were announced; Decision on appointing the Inspection Committee, Chairman, Deputy Chairman of the Party Committee Inspection Committee for the 2025-2030 term.
Promoting democracy, intelligence and responsibility, delegates discussed and contributed to the documents presented at the Congress and the draft documents of the 20th Provincial Party Congress and the 14th National Party Congress.
