Nghe An: Clearly assign responsibilities to cadres, civil servants and public employees in performing fire prevention, fire fighting and rescue work

That was the direction of comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee at the online conference to provide in-depth training on the provisions of the Law on Fire Prevention, Fighting and Rescue (PCCC and CNCH) with departments, branches and 130 communes and wards on the morning of August 11.

Attending the conference were Colonel Hoang Ngoc Huynh - Deputy Director of the Fire Prevention and Rescue Police Department. Also attending were representatives of the Provincial People's Committee Office, the Provincial Police, the Departments of Construction, Industry and Trade, Agriculture and Environment, the Management Board of the Southeast Economic Zone and leaders of 130 communes and wards in Nghe An province.

Many new regulations on fire prevention and fighting and search and rescue work

On November 29, 2024, at the 8th session, the 15th National Assembly passed the Law on Fire Prevention and Fighting and Rescue, marking an important step forward in terms of awareness, legality and implementation.

Immediately after the Law was passed, the Prime Minister issued 02 Decrees (Decree No. 105 and 106), the Ministry of Public Security issued 03 Circulars (Circular No. 36, 37 and 38) detailing and guiding the implementation of the Law.

In Nghe An, the Provincial People's Committee promptly issued Plan No. 318 dated March 31, 2025 and Plan No. 519 dated June 30, 2025 to direct units and localities to implement the Law and guiding documents in accordance with the practical situation of Nghe An province.

In order for the Law to be effectively implemented and become a habit, awareness and action of the whole society, it is necessary to disseminate and thoroughly understand many new provisions of the Law, as well as the new functions and tasks of specialized agencies on construction, inspection and People's Committees at the commune level in performing state management of fire prevention and fighting, especially the work of design appraisal, inspection of acceptance work and inspection and management of facilities on fire prevention and fighting.

Faced with that urgent need, the Provincial People's Committee has directed the Provincial Police to urgently advise on organizing this training conference for all leaders and officers directly implementing fire prevention and fighting and search and rescue at all levels and sectors in the province.

From there, promote propaganda and provide extensive guidance to organizations, individuals and all classes of people to fully understand and strictly comply with the provisions of the law on fire prevention and fighting and search and rescue.

The training course aims to help leaders and officials of provincial departments, branches, sectors, the police force and commune-level People's Committees grasp the core content of the Law and its guiding documents; understand the new points and changes in the assignment, decentralization and responsibility of state management.

At the training session, officers and experts of the Fire Prevention and Fighting Police Department - Ministry of Public Security gave in-depth guidance on consulting, deploying, and coordinating the implementation of new legal regulations on fire prevention and fighting, changes in management thinking from classifying facilities to adjustments in handling administrative procedures.

Speaking at the training conference, Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, requested provincial departments, branches and sectors and commune-level People's Committees to continue to strengthen propaganda and widely disseminate the contents of the Law on Fire Prevention and Fighting and Rescue, Decree No. 105 and guiding documents, combined with propaganda of Decree No. 106 of the Government, contributing to raising awareness and responsibility of agencies, organizations, facility owners and people in implementing legal provisions.

Emphasizing the new content in fire prevention and fighting and search and rescue work, comrade Bui Thanh An requested departments, branches, commune-level People's Committees and related units to urgently ensure conditions for carrying out design appraisal, inspection of acceptance work, inspection of fire prevention and fighting; granting circulation permits for fire-preventing and fire-resistant materials and components according to regulations, ensuring smooth and uninterrupted implementation of administrative procedures for people and businesses..

Organize the review and statistics of facilities in the area according to the provisions of Decree No. 105 to implement state management of fire prevention and fighting and search and rescue, ensuring no omissions or overlaps in tasks and management objects.

At the same time, clearly assign responsibilities to functional departments, offices, cadres, civil servants and public employees in implementing fire prevention and fighting and search and rescue work at units and localities; specify the responsibilities of each level, each sector and each individual in state management of fire prevention and fighting and search and rescue to have measures to review and strictly handle if a fire occurs and causes serious damage in the area.
