Building Duc Chau commune to meet the standards of an advanced new rural area.

Attending and directing the congress were comrades: Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Department; Ha Xuan Quang - Member of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Dien Chau commune.

Overall results

Duc Chau commune was established on the basis of the administrative units of four communes: Dien Hong, Dien Ky, Dien Van, and Dien Phong; it is a locality with a rich revolutionary tradition and the birthplace of many outstanding individuals who have contributed to the homeland and the country.

The establishment of Duc Chau commune is not only the result of administrative unit reorganization but also the expectation of a model of a developed, civilized, distinctive, and highly influential commune.

During the past term, the Party Committee, government, and people of the four former communes (now Duc Chau commune) have overcome difficulties and challenges and achieved many comprehensive results in various fields.

Notably, Party building work continues to receive attention. The political system has been strengthened, and the government's operations have undergone many innovations aimed at improving effectiveness and efficiency. The Fatherland Front and other political and social organizations have played a good role, contributing to strengthening the great national unity.

The economy continues to grow at a fairly good rate: During the period 2021-2025, the average economic growth rate is estimated at 12.42% (the target set is 10.75-11.75%). The appearance of Duc Chau commune has improved significantly with the formation of industrial zones, commercial and service complexes, new urban areas, etc., contributing to shaping the image of a civilized and modern new rural commune.

The socio-cultural sector has seen positive changes. Educational and healthcare facilities have received investment and basically meet the needs. The material and spiritual lives of the people have been increasingly improved. National defense and security have been maintained; social order and safety have been ensured.

Striving for the commune to achieve advanced new rural standards.

For the 2025-2030 term, the Duc Chau Commune Party Committee aims to build a clean and strong Party organization; promote revolutionary traditions and the strength of national unity; and develop Duc Chau commune into a prosperous and sustainable community. By 2030, Duc Chau commune will achieve advanced new rural standards.

The Congress unanimously agreed on implementing 6 key tasks, 3 breakthroughs, and main solutions in various fields. Accordingly, the average growth rate of the gross regional product (GRDP) for the period 2026 - 2030 is expected to reach approximately 11-12%; average per capita income is projected to be 100-110 million VND/year,...

In his address to the congress, the Head of the Provincial Party Committee's Organization Department, Le Duc Cuong, acknowledged and highly appreciated the results achieved by the four localities before the merger. He requested that delegates engage in in-depth discussions and thorough analysis of the causes and limitations, especially the subjective ones, in order to find solutions to overcome them and create momentum for the development of Duc Chau commune in the new phase.

In his remarks, Comrade Le Duc Cuong emphasized the unity and solidarity within the Party Committee and the entire political system; and the consensus of all strata of the people in achieving common goals.

Concerned about this, there are many specific solutions to effectively implement the work of Party building and rectification, and to build a clean, strong, streamlined, efficient, and effective political system.

Simultaneously, focus on leading socio-economic development. Accordingly, the development of Duc Chau commune in the coming period must be placed within the overall development requirements of the country and the province, but must also be in line with the situation and characteristics of the locality.

Therefore, the congress needs to conduct a thorough analysis, identify and clearly recognize the unique potential, outstanding opportunities, and competitive advantages of Duc Chau commune in the context of neighboring localities and the province.

Based on that, develop appropriate goals, directions, and plans for socio-economic development in the 2025-2030 period, including: urgently reviewing, adjusting, and restructuring the development space, revising the master plan, and developing infrastructure; promoting modern and smart industrial and agricultural production, and urbanization.

Focus on developing trade and services, attracting investment; building models and developing concentrated commodity production areas linked to improving product quality.

At the same time, economic growth must go hand in hand with social progress and equity; attention must be paid to cultural and social development, caring for education and people's health; building new rural areas, and reducing the poverty rate by an average of 0.3-0.5% annually.

Fully and promptly implement policies for families with meritorious contributions to the revolution, disadvantaged and vulnerable people in society, and other social welfare policies.

Focus on investing in, preserving, and promoting the value of cultural, historical, and revolutionary relics and the local cultural identity; improve the quality of the "All people unite to build a cultured life" movement; continue to consolidate and strengthen national defense and security...

The Congress approved the decision of the Provincial Party Standing Committee appointing the personnel of the Duc Chau Commune Party Committee Executive Board for the 2025-2030 term, consisting of 27 members; the Commune Party Committee Standing Committee for the 2025-2030 term, consisting of 11 members; and the Commune Party Committee Inspection Committee for the 2025-2030 term, consisting of 4 members.

Comrade Bui Van Hung has been appointed to the position of Secretary of the Party Committee and Chairman of the People's Council of Duc Chau commune.
