Nghe An Provincial Party Secretary: Proactively overcome difficulties, strive to improve, ensure smooth and effective operation of the two-level government

On the afternoon of August 14, the Provincial People's Committee held an online conference to assess the situation after 1 month of implementing and operating the 2-level local government in Nghe An province.

Comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee co-chaired the conference.

Attending the conference were leaders of the Provincial Party Committee's Organizing Committee, the Provincial Party Committee's Propaganda and Mass Mobilization Committee, Vice Chairman of the Provincial People's Committee and Directors of Departments, branches and sectors. The conference was connected online to 130 points of connection in communes and wards in the province.

Operation ensures smooth, uninterrupted operation

After 1 month of implementing and operating organizations in the 2-level local government political system, up to now, communes and wards in the province have been put into operation to ensure smooth and uninterrupted state management activities and serve the people.

Communes and wards of the province promote initiative, flexibility and creativity in organizing and implementing tasks within their authority; overcome immediate difficulties in arranging staff, headquarters, working conditions, especially in performing new functions and tasks.

The Commune-level Public Administration Center was deployed synchronously, the service attitude of officials and civil servants was highly appreciated by the people, most administrative procedures were resolved correctly and ahead of schedule.

Propaganda work has been well implemented by localities, creating a high level of consensus and awareness among cadres, party members and people on the arrangement of administrative units and the organization of two-level government.

The Provincial People's Committee has regularly monitored, urged, led and directed provincial departments, branches and sectors to strengthen guidance and promptly support communes to remove and overcome difficulties and problems.

However, due to the sudden increase in workload, human and material conditions not meeting requirements, and urgent implementation time, many difficulties and great pressure have been caused on agencies and units.

In some communes, there is a local shortage of staff, mainly concentrated in mountainous communes; some communes have not arranged enough leadership and management positions; in some fields, there is a shortage of cadres and civil servants with appropriate professional qualifications.

Administrative offices in many communes are having to temporarily operate in many scattered locations, causing inconvenience for people to contact and reducing the effectiveness of direction and management.

For mountainous communes, there are many difficulties due to weak Internet connection and lack of modern equipment, affecting the processing of electronic documents, connecting to population databases, and implementing full and partial public services.

The arrangement of public service units at provincial and district levels according to the Central Government's instructions after a period of operation has had many shortcomings and problems, not suitable to the actual conditions of each locality.

At the conference, leaders of communes and wards reported the results after 1 month of operating the 2-level local government; at the same time, they raised difficulties and obstacles and proposed adding more civil servants because of the large number of administrative procedures and many tasks; provided guidance on the implementation of receiving and implementing investment projects; and strengthened on-the-job training.

The communes also requested the province to recommend the Central Government to upgrade the online public service portal to promptly receive and process administrative procedures; remove obstacles in land use planning and decentralization in construction management; and allocate funds for the communes to ensure the implementation of tasks...

Leaders of departments and branches discussed and responded to recommendations from localities and affirmed that they will always accompany and support, actively remove obstacles and difficulties so that the activities of communes can be smooth, convenient and effective.

Proactively resolve difficulties in authority

Speaking at the conference, Provincial Party Secretary Nguyen Duc Trung highly appreciated the results, acknowledged that the Provincial People's Committee and departments, branches, communes and wards have actively implemented the initial two-level local government to basically operate smoothly and stably.

In particular, over the past month, communes and wards have had to operate the new model and organize party congresses. The authorities of many communes in the West have demonstrated their proactive role in responding to and overcoming the consequences of floods, ensuring safety for people, and implementing the spirit of a government close to the people, serving the people better.

Sharing the difficulties and obstacles with the communes and wards, the Provincial Party Secretary said that this is inevitable when operating a new model; at the same time, he requested the Provincial People's Committee, provincial departments and branches, communes and wards to focus on gradually solving the difficulties and obstacles within their authority, recommending solutions to issues beyond their authority to ensure that the two-level government is truly smooth and effective, without leaving any areas or fields vacant, without disrupting work, affecting the service to people and businesses.

In the coming time, Provincial Party Secretary Nguyen Duc Trung proposed focusing on reviewing, perfecting, arranging and assigning cadres and positions in the Party and government bloc that are still lacking.

Increase provincial-level cadres to support commune-level officials according to the principle that each department and sector will make a list of 5%; arrange transfers between communes and wards where there is a surplus and where there is a shortage to try to ensure the number of civil servants; continue to perfect the organizational apparatus, especially public service units.

In addition, proactively continue to research and promptly update new regulations; strictly and fully implement the instructions of the central ministries and branches; review legal documents and policy mechanisms to report appropriate adjustments; decentralize and delegate power to communes based on implementation conditions and response capacity of communes and wards. In particular, focus on implementing state management work at the commune level.

The Provincial Party Secretary requested the Provincial People's Committee to continue directing departments and branches to provide professional training to commune and ward officials in the spirit of hand-holding to solve arising problems; continue to carry out administrative procedures effectively and smoothly in the spirit of continuing to review and upgrade the Public Administration Center.

In addition, continue to review facilities, especially arrange headquarters and public assets reasonably, avoid loss and waste, and use them for the right purposes and effectively.

Continue to pay attention to ideological work, encourage cadres, civil servants and public employees to have a strong mentality, overcome difficulties and strive to rise up; resolve policies for subjects openly and transparently, not allowing complaints to arise.

Concluding the conference, Chairman of the Provincial People's Committee Le Hong Vinh requested departments, branches, communes and wards to actively and proactively overcome immediate difficulties; strengthen inspection, supervision, grasp the situation, remove difficulties and obstacles, and handle arising issues.

Highly concentrate on implementing policies, resolutions, conclusions and directions of the Central and the province; ensure timeliness, no omissions, delays, gaps or interruptions in performing tasks, no shirking of responsibility.

The Chairman of the Provincial People's Committee also assigned departments and branches to improve the quality of staff and civil servants, complete the missing positions and titles; authorize civil servants of the People's Committees at the commune level; handle issues of arrangement, placement, and handling of headquarters, assets, and finances; ensure the operation and upgrading of information systems, technical infrastructure, data, and synchronous digital transformation; strengthen inspection, supervision, and promptly remove difficulties and obstacles.

Chairman of the Provincial People's Committee Le Hong Vinh requested the People's Committees of communes and wards to carry out well the propaganda, political and ideological work, encourage and support the staff and civil servants in terms of regimes, policies, working and living conditions so that they can work with peace of mind.

Proactively review and evaluate the quantity and quality of cadres and civil servants; synthesize the needs for resolving policies and regimes for cadres and civil servants affected by the reorganization of the apparatus according to regulations; propose local needs to ensure the organization of the apparatus of the commune-level government associated with improving the quality of cadres and civil servants.

Chairman of the Provincial People's Committee Le Hong Vinh also requested the Chairman and Vice Chairman of the People's Committee at the commune level to uphold the sense of responsibility in directing and operating socio-economic development, stabilizing social order and safety; proactively making plans to implement resolutions of the Party Congress at the commune level and regular tasks within their authority.

The leaders of the Commune People's Committee must carefully study the Party's guidelines and policies, legal documents, and guidance documents of ministries, branches, and provincial agencies to ensure compliance with regulations.
