On the morning of August 18th, the Party Committee of Cua Lo Ward solemnly held its first delegate congress for the 2025-2030 term.

Comrade Le Duc Cuong, member of the Standing Committee and Head of the Provincial Party Committee's Organization Department, attended and directed the congress.
Also attending were members of the Provincial Party Committee: Nguyen Viet Hung - Director of the Department of Internal Affairs; Duong Dinh Chinh - Secretary of the Party Committee of Dong Loc commune; and leaders from the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Provincial Committee of the Vietnam Fatherland Front, the Department of Industry and Trade, the Department of Agriculture and Environment, the Provincial Border Guard, and representatives from various provincial departments and agencies.
Unity, innovation, creativity, overcoming difficulties, implementing the resolutions of the congress.
The Party Committee of Cua Lo Ward was established according to Decision No. 3691-QD/TU, dated June 18, 2025, of the Standing Committee of the Nghe An Provincial Party Committee, based on the merger of the existing party organizations and party members of 7 wards of the former Vinh City, including: Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Thu, Thu Thuy, Nghi Thuy, and Nghi Tan, with a total of 90 subordinate party organizations and 3,021 party members.

During the past term, the officials, Party members, people, and armed forces of Cua Lo ward have united, innovated, overcome difficulties, and basically achieved and exceeded the objectives of the Resolution.
The economy has experienced significant growth, with structural shifts moving in the right direction; high-quality services are gradually improving; and many projects have transformed the urban landscape. Culture and society have progressed; national defense and security are ensured; Party building and the political system are strengthened; and national unity is consolidated.

The total value of products in the period 2020-2025 is expected to increase by an average of 10%; the private and collective economies are playing an increasingly important role, contributing to economic development in the area and creating jobs for the people.
The average growth rate of the value of products in the service sector during the period 2020-2025 is estimated at 9.9%. With the number of tourists and annual tourism revenue increasing, Cua Lo tourism is gradually establishing its brand as a friendly and safe tourist destination.
During the 2025-2030 term, the Party Committee, government, and people of Cua Lo ward are determined to build Cua Lo into a green, clean, beautiful, prosperous, and civilized coastal city; with rapid and sustainable economic growth; progressively modern and integrated infrastructure; improved living standards for the people; social stability; strong national defense and security; and a comprehensively strong political system, creating the foundation for Cua Lo's breakthrough development in the era of national progress.
The Congress set targets for a 12-13% growth rate in the total product value of the region; an average per capita income of 189 million VND per year by 2030; and a 10% increase in annual budget revenue. The economic structure will shift towards reducing the proportion of agriculture, forestry, and fisheries, and increasing the proportion of services and tourism, with the goal of achieving total tourism revenue of 11,000-12,000 billion VND...

At the congress, delegates approved the Decision of the Provincial Party Standing Committee on the appointment of the Ward Party Committee Executive Board for the 2025-2030 term, consisting of 23 members. Comrade Ngo Duc Kien was appointed to the position of Ward Party Secretary.
The delegates unanimously approved the Congress Resolution, demonstrating their political determination to put the resolution into practice.
Strengthening linkages and cooperation in tourism development.
In his address to the congress, Comrade Le Duc Cuong, Member of the Standing Committee and Head of the Provincial Party Committee's Organization Department, acknowledged and highly appreciated the achievements of Cua Lo ward during the past term.

Emphasizing that the First Congress of the Party Committee of Cua Lo Ward, for the term 2025-2030, is a political event of paramount importance, taking place at a historically significant time for the country, the Head of the Provincial Party Committee's Organization Department requested that the Party Committee, government, and people of Cua Lo Ward be determined to successfully implement the tasks set forth by the congress, contributing to the rapid and sustainable development of the province as well as the whole country.
This includes focusing on building a strong Party organization in terms of politics, ideology, and ethics. Emphasis is placed on professional training and updating theoretical knowledge to enhance the political acumen, skills, and fighting spirit of Party committees, organizations, and each cadre and Party member.

Innovate working methods and actively apply information technology to management and administration. Strengthen the role and responsibility of leaders in directing and inspecting the implementation of administrative discipline and order.
Comrade Le Duc Cuong suggested that, in the immediate future, the Party Committee of Cua Lo ward needs to clearly define its long-term vision and breakthrough solutions for socio-economic development for the entire term. This includes focusing on leading development towards a green economy – innovation – creativity – digital transformation with modern technological infrastructure; focusing on advising and implementing the attraction of key investment projects in Cua Lo; effectively building a digital government and smart public services, creating a convenient, safe, and sustainable urban living environment.
In addition, attention should be paid to solutions for strictly managing land use planning, architectural planning, construction order, and urban order. Firm action should be taken to address delayed projects in the ward to create more room and space for new development; review, adjust, and supplement planning to ensure consistency and continuity with the planning of Cua Lo town and the former Vinh city, in accordance with the requirements of the new urban space.

Strengthening connections and expanding cooperation with several cities within and outside the province aims to create an open, interconnected, comprehensive, and cohesive space, in line with the development trends of a dynamic, modern, and civilized coastal tourism city.
Prioritize investment in the construction, upgrading, and improvement of technical and social infrastructure; protect the environment and adapt to climate change. Maximize the existing potential in terms of geographical location, infrastructure, and especially the potential and advantages of Cua Lo's people to develop high-quality tourism, services, and trade, creating a driving force for sustainable growth.
Focus on supporting individual business households to transform and develop into enterprises, promoting the formation of an innovative startup ecosystem in the fields of commerce, digital technology, etc.

Along with economic development, Comrade Le Duc Cuong requested that the Party Committee and the government of Cua Lo ward pay attention to improving the quality of activities in the socio-cultural field.
Prioritize education on revolutionary traditions and patriotism, fostering pride and strengthening the people's trust in the Party.
