Bach Ngoc Commune strives to complete advanced new rural criteria before 2030
On the morning of August 19, Bach Ngoc Commune Party Committee solemnly held the 1st Congress of Delegates, term 2025 - 2030.
Attending and directing the congress was comrade Chu The Huyen - Member of the Provincial Party Executive Committee, Provincial Inspector General.
Also attending were representatives of leaders of provincial departments, branches, and sectors, communes and wards in the province and 201 party members representing 1,306 party members in the entire Party Committee.
Efforts to carry out tasks
The Party Committee of Bach Ngoc commune was established under Decision No. 3597-QD/TU, dated June 18, 2025 of the Executive Committee of the Nghe An Provincial Party Committee (including the merger of the Party Committees of 5 communes: Ngoc Son, Lam Son, Boi Son, Giang Son Dong, Giang Son Tay). The Party Committee of Bach Ngoc commune currently has 1,306 party members operating in 48 affiliated Party organizations.
During the past term, promoting the spirit of solidarity and innovation, cadres, party members and people of the commune made efforts to carry out the tasks and goals set out in all fields, basically completing the set plan.
Accordingly, the work of building the Party and the political system has been enhanced; the leadership capacity and fighting strength of grassroots party organizations have been raised; discipline and order have been maintained; the activities of the government, the Fatherland Front and mass organizations have been innovated and effective; the great national unity bloc has been consolidated; many models of "Skilled mass mobilization" and advanced new rural construction have been widely replicated.
Economy - science - technology - environment developed positively; agriculture changed crop structure, applied new techniques; industry - handicraft, trade - services were expanded; infrastructure was invested; application of information technology, digital transformation achieved clear results.
Culture and society flourished; education quality improved; cultural and sports movements were vibrant; social security was ensured; national defense and security were maintained, no "hot spots" occurred; the movement of the entire people protecting national security was promoted.
Administrative procedures are resolved quickly and in accordance with regulations; public reception, complaint and denunciation settlement are carried out seriously, contributing to strengthening people's trust in the political system.
Towards advanced new rural commune
In the 2025-2030 term, the Bach Ngoc Commune Party Committee set a target of an average annual growth rate of 12.5% in the total product value in the area; an average income per capita in the area by 2030 compared to 2025 to increase by 63.3% (in 2030, it will reach 102.5 million VND/person/year); striving to complete the advanced new rural criteria before 2030.
Speaking at the congress, comrade Chu The Huyen - Member of the Provincial Party Executive Committee, Chief Inspector of the province acknowledged and highly appreciated the efforts, contributions and results that the Party Committee, government and people of Bach Ngoc commune have achieved in the past term.
He emphasized that, entering the new term, in order to successfully implement the goals set by the Congress, Bach Ngoc commune needs to maximize its existing potential and advantages; promptly grasp and take advantage of opportunities; proactively overcome difficulties and challenges; mobilize the solidarity of the entire people and the entire political system to effectively implement key tasks, creating breakthroughs in all fields.
In the immediate future, it is necessary to clearly define the long-term vision, reorganize development space, identify key driving forces and choose breakthrough solutions for the entire term.
Accordingly, the commune needs to continue to consolidate and strengthen the great national unity bloc; mobilize maximum social resources to strive to build Bach Ngoc commune into a dynamically developing locality with synchronous infrastructure, stable economic growth, and increasingly improved people's lives.
The commune needs to urgently review, adjust and supplement the commune development plan to suit the requirements of new spatial development after the merger; ensure inheritance, synchronization, modernity and feasibility. Establish industrial clusters to attract large-scale projects and factories. Prioritize the allocation of investment resources for key and essential projects and works on transport infrastructure, irrigation, health, education, etc. to create a solid foundation for long-term development.
At the same time, promote economic restructuring towards diversifying production and business types; build specialized production areas focusing on applying high technology and safe agriculture; build production areas applying high technology; improve product quality, value and competitiveness in the market.
In particular, combining the development of spiritual cultural tourism with eco-tourism in Lam River and hot mineral springs to promote the economy, especially exploiting the advantages of the historical relic site of Qua Son Temple, Ba But Pagoda, and Giang Son hot mineral spring complex.
In addition, pay more attention to the cultural and social fields; ensure social security, sustainable poverty reduction, build a civilized and healthy lifestyle in rural areas; ensure national defense and security; maintain political stability and social order and safety.
At the same time, the commune needs to promote administrative reform, apply information technology, and comprehensive digital transformation in state management and social life; build an e-government close to the people, serve the people, improve the quality of administration and service efficiency.
Immediately after the congress, the Commune Party Committee needs to quickly develop a specific action program, close to the actual situation, clearly demonstrating the determination to innovate thinking, leadership methods, and management style, creating a clear change right from the beginning of the term.
The Congress announced the Decision of the Provincial Party Standing Committee on appointing the Party Executive Committee of Bach Ngoc commune for the 2025-2030 term, consisting of 29 comrades.
Comrade Nguyen Trung Thanh was appointed to hold the position of Party Secretary and Chairman of the People's Council of the commune; Comrade Nguyen Thi Hoi was appointed to hold the position of Permanent Deputy Secretary of the Party Committee of the commune; Comrade Thanh Dang Long was appointed to hold the position of Deputy Secretary of the Party Committee and Chairman of the People's Committee of the commune./.
