Overcoming difficulties after natural disasters, socio-economy continues to recover positively
The regular meeting of the People's Committee of Nghe An province in August 2025 took place in the context that the locality had just suffered many consecutive storms and heavy rains, causing severe damage to all aspects of life, especially affecting the Western region and coastal districts.
However, with a proactive and determined spirit, the province has focused on overcoming the consequences of storms No. 3 and No. 5, while at the same time, making efforts to carry out well the tasks according to plan, associated with the successful organization of the commune-level party congress and many activities to celebrate the 80th anniversary of the August Revolution and National Day September 2.

Thu hút đầu tư đạt kết quả tích cực, tổng vốn cấp mới và tăng thêm 19.138 tỷ đồng, trong đó, vốn FDI mới và điều chỉnh đạt 350 triệu USD. Tỷ lệ giải ngân vốn đầu tư công 8 tháng đạt 42,37% tổng kế hoạch và 47,27% kế hoạch đã giao đầu năm.

Concluding the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Le Hong Vinh comprehensively assessed the results of the implementation of the tasks; at the same time, acknowledged the efforts and sense of responsibility of all levels, sectors and localities.
Faced with high demands, a large workload and many difficulties and challenges intertwined in September - a pivotal time to close the third quarter, enter the fourth quarter of 2025 and also the final stage of implementing the goals and targets of the term, the Chairman of the Provincial People's Committee emphasized the need to focus on directing 3 key groups of tasks on implementing socio-economic development targets; proactively overcoming the consequences of natural disasters, stabilizing people's lives and effectively operating the 2-level local government.
Regarding socio-economic development, the head of the Provincial People's Committee requested departments, branches, sectors and localities to focus on reviewing and evaluating the implementation situation, urgently reviewing and deploying key tasks and solutions to carry out tasks in the last months of 2025 in conjunction with the proposed growth scenario, striving for the growth target of 9.5-10.5% for the whole year of 2025.
The Chairman of the Provincial People's Committee requested to drastically accelerate the progress and disbursement of the 2025 public investment plan; complete the plan to transfer investors from the district level after implementing the 2-level local government; adjust the public investment plan to transfer to the province and commune according to regulations; review and transfer capital from slow-moving projects to projects with good progress, associated with adjusting the 2021-2025 medium-term plan; at the same time, develop a medium-term capital allocation plan for 2026-2030 to ensure efficiency, focus, and key points.
Comrade Le Hong Vinh also requested departments and branches to focus on site clearance for the high-speed railway project through Nghe An; coordinate to submit to the Prime Minister to establish an Appraisal Council, organize appraisal, submit to the National Assembly for decision on investment in Vinh - Thanh Thuy Expressway; complete procedures for upgrading National Highway 7 and National Highway 48; review related procedures to work with Laos to upgrade the Thanh Thuy - Nam On border gate pair.
The head of the Provincial People's Committee also gave specific instructions on the cultural and social fields, including requiring careful preparation for the new school year 2025-2026, especially strictly controlling the early-year revenues, not allowing them to be distorted or create hot spots; strengthening disease prevention and control, environmental sanitation, food safety, absolutely not allowing outbreaks, especially the need to control African swine fever soon.
Comrade Le Hong Vinh also requested to properly implement the progress of recruitment, mobilization, and secondment of teachers and civil servants; deploy rotation and transfer of cadres to commune level according to the direction of the Ministry of Health. Along with that, the province will step up propaganda, organize activities to celebrate major events in September; at the same time, deploy solutions to solve employment, connect labor supply and demand, and support businesses.
The Chairman of the Provincial People's Committee especially emphasized strengthening State management, administrative reform, digital transformation; strengthening discipline, administrative order, improving work efficiency in agencies, organizations and units in the province.
All levels and sectors effectively implement the reception and return of results according to the one-stop and one-stop mechanism at the Public Administration Service Centers at the provincial and communal levels, ensuring smooth operation, handling of records in accordance with procedures and within prescribed time...
Regarding the group of issues of overcoming the consequences of natural disasters, the Chairman of the Provincial People's Committee requested to focus on overcoming the consequences of storms No. 3 and No. 5, mobilizing maximum resources to rebuild essential infrastructure such as electricity, roads, schools, stations, and clean water in a fundamental and sustainable manner; at the same time, supporting people to soon stabilize their lives and restore production and business.
In particular, the Provincial Police proactively coordinated with relevant departments, branches and units to effectively implement the "40 days and nights" peak period of building houses for households and schools for children of ethnic minorities in communes in Western Nghe An.
Regarding the operation of two-level local government to ensure smoothness and efficiency, the head of the Provincial People's Committee mentioned many contents on improving the capacity of the team of cadres and civil servants at the commune level.
In particular, he requested departments and branches to continue to pay attention to training, fostering, and improving knowledge and administrative management skills for officials in remote areas and places with limited conditions and access to digital technology; prioritize investment in additional IT equipment for communes to meet the requirements of working on digital platforms.
The Chairman of the Provincial People's Committee also requested to review and correctly assess the current status of the staff, leadership and direction capacity, conditions for effective implementation of tasks and powers; research and advise on appropriate solutions to mobilize and second civil servants to support communes that are lacking, weak, and have unreasonable structures in order to effectively perform tasks, especially in areas such as land management, construction, finance, environment, information technology, etc.
In addition, focus on advising on staff arrangement, digitalization of records, documents and implementation of staff policies; timely arrangement of headquarters, public assets, equipment...
