4 solutions, 36 job positions for commune-level personnel

The Ministry of Home Affairs requested provinces and cities to urgently deploy plans to ensure human resources at the commune level, and at the same time, orient 36 specific job positions for localities to review, arrange, and perfect their staff.

The Ministry of Home Affairs has just issued Official Dispatch No. 7415 to the People's Committees of provinces and centrally-run cities, in which it proposes solutions to ensure that personnel at the commune level meet the requirements of organizing two-level local governments to operate effectively and smoothly.

Accordingly, the Ministry of Home Affairs requested the People's Committees of provinces and centrally-run cities to direct agencies and organizations under their management to review the current status of the arrangement and use of civil servants to meet professional and technical requirements according to functions and tasks and temporarily orient the list of job positions at the commune level.

4 solutions to ensure human resources

In the immediate future, localities must ensure the minimum number of civil servants in administrative organizations at the commune level according to the guidance in Official Dispatch No. 09 of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model of the Government.

From there, the locality determines the number of missing civil servants to urgently supplement human resources (especially in the fields of information technology and digital transformation, accounting, land administration, construction... at the commune level) and positions directly serving people and businesses in 4 forms.

Specifically:

Tfirst,is to transfer civil servants between communes and wards to suit the practical tasks, ensuring the right person, right job, right expertise and profession according to Conclusion No. 183 of the Politburo and Secretariat.

Monday,is to sign a labor contract with a person with expertise and skills that immediately meet the requirements of the task (priority given to majors in information technology and digital transformation, accounting, land administration, construction...) according to the provisions of Clause 3, Article 4 of Decree No. 173.

Tuesday,is to conduct examinations, recruitment or acceptance of civil servants according to the provisions of Decree No. 170 within the number of positions assigned by competent authorities but not yet used (ensuring that the total number of positions assigned by the Central Organizing Committee to the locality does not change), especially prioritizing the recruitment of experienced people who immediately meet the requirements of tasks at the commune level.

Wednesday,is to enhance professional training for civil servants related to specialized fields such as information technology and digital transformation, finance, investment, land administration, construction, justice... to ensure proper performance of functions and tasks of fields requiring professional expertise to meet the requirements of operating local governments at the commune level.

Orientation of job position list at commune level

In the appendix attached to Official Dispatch No. 7415, the Ministry of Home Affairs has oriented 36 job positions at the commune level. Of which, there are 8 leadership and management positions, including: Chief of Office, Deputy Chief of Office of People's Council and People's Committee, Head of Department, Deputy Head of Department, Director, Deputy Director of Public Administration Service Center, Commander, Deputy Commander of Commune Military Command.

There are 28 professional and technical positions spread across the fields of: office, justice, foreign affairs, finance - planning, construction - industry and trade, agriculture - environment, internal affairs, education and training, culture, science and information, health, Public Administration Service Center, militia and self-defense forces...

On August 1 and 29, the Politburo and the Secretariat issued Conclusion No. 183 and Conclusion No. 186, requiring provincial and municipal Party Committees to continue to urgently strengthen capacity at the commune level (ensuring both quantity and quality), improve personnel work for positions that are still lacking; proactively review to arrange and transfer staff between communes and wards to suit practical tasks, ensuring the right people, right jobs, right expertise and skills; arrange sufficient staff, human resources, and professional and technical staff in different fields at the commune level; strengthen direction, closely monitor and guide localities in implementation.
