Nghia Lam promotes tradition, builds a fast and sustainable developing commune

Inheriting achievements, affirming the potential of mountainous communes

Nghia Lam Commune was established under Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025 of the Standing Committee of the 15th National Assembly, on the basis of merging the communes of Nghia Lam, Nghia Son, Nghia Yen, and Nghia Lac. This is a mountainous commune with three main ethnic groups: Kinh, Thai, and Tho. The commune Party Committee was established under Decision No. 3628-QD/TU dated June 18, 2025 of the Nghe An Provincial Party Committee, including 46 affiliated Party organizations with 1,183 Party members.

During the 2020 - 2025 term, the area of ​​communes before the merger achieved outstanding socio-economic results, with a total production value estimated at 1,507 billion VND (comparable price), an average growth rate of 10.25%/year. The economic structure has shifted positively: agriculture - forestry accounts for 40.61% (529 billion VND), industry - construction 37.25% (613 billion VND), trade - services 22.14% (364 billion VND). Average income per capita is estimated at 63.55 million VND.

Agriculture, rural areas and new rural construction have achieved many achievements. Focusing on exploiting suitable land, applying high technology, implementing agricultural support projects. Rice productivity and output are stable; shifting crop structure from oranges and tangerines to guava, sugarcane, corn in Nghia Son and Nghia Lam areas (old).

Livestock farming has developed in an industrial direction, vaccination has reached 90% of the total herd. Forestry has newly planted 725 hectares of forest, well managed, no forest fires. Aquaculture has exploited 132 hectares of water surface, with an output of 22 tons/year. The communes of Nghia Lam (old), Nghia Lac (old), Nghia Yen (old) have met the new rural standards; Nghia Son (old) has met the advanced standards; Nghia Lac (old) has been awarded a Certificate of Merit by the Prime Minister in the movement "The whole country joins hands to build new rural areas" for the period 2021-2025.

Industry, handicrafts and basic construction developed, attracting investment projects, completing traffic, education and health works with a total capital of 90,986 million VND. Trade and services grew strongly at Nghia Lam market and corridor routes, with 356 individual business households, creating jobs for hundreds of workers.

Budget revenue and expenditure are strictly managed, with total revenue of 184,525 million VND, of which 15,694 million VND is collected locally. Science and technology, digital transformation are promoted in agricultural production and administrative management. Resources and environment are strictly managed, with the waste collection rate reaching 95%.

Culture and society achieved many results. Education implemented the 2018 program effectively, 100% of 5-year-old children went to school, schools met national standards level 1. The movement "All people unite to build a cultural life" is associated with new rural areas; preserving the identity of Thai and Tho ethnic groups through folk song and gong clubs.

Information and communication are promoted through radio and electronic information portals. Health care is improved, Covid-19 epidemic prevention is effective; medical stations meet national standards. Natural population growth is 0.64%. Labor, employment, and social security are focused on, policies for meritorious people and poverty reduction are fully implemented.

The work of building the Party and the political system has been strengthened. The work of political ideology, mass mobilization, inspection and supervision, and anti-corruption has achieved results. The People's Council and People's Committee have innovated their activities; the Fatherland Front and mass organizations have mobilized solidarity and participated in building the Party and the government. National defense and security have been maintained, military recruitment targets have been met, and the movement of the entire people to protect national security has developed.

However, the commune also frankly assessed the remaining limitations such as weak economic strength, unsynchronized infrastructure, and difficult lives of ethnic minorities due to the impact of epidemics, natural disasters, and the complicated world situation.

Aspiration to rise up and make breakthroughs in development

The 1st Congress of the Party Committee of Nghia Lam commune, term 2025 - 2030, set the goal: Promoting revolutionary traditions, improving leadership capacity, exploiting potentials and advantages, building a commune that develops rapidly and sustainably, meeting advanced new rural standards.

By 2030, the average growth rate of production value is 10-11%/year; average income per capita is 80-85 million VND/year; agriculture is below 35%; poverty rate is below 1.62%; trained labor is 70%; universal health insurance; high access to information and Internet.

The commune has identified three key breakthroughs: administrative reform, digital transformation; rural infrastructure construction; industrial development, high-tech agriculture. Solutions: comprehensive economic development, prioritizing high-tech agriculture, attracting investment; improving education, culture, health, social security; strengthening national defense and security; building a clean and strong Party.

With the motto "Solidarity - Democracy - Creativity - Development", the Party Committee, government and people of Nghia Lam commune are determined to overcome challenges, promote revolutionary traditions, solidarity, innovation, aspirations to rise up, successfully implement the resolution of the 1st Congress, contributing to Nghe An province's development to be rich, civilized and prosperous.
