Nghe An focuses on disbursement, ensuring learning opportunities for STEM students

Nghe An Bank for Social Policies has officially disbursed the first loans to students studying science, technology, engineering and mathematics (STEM). This is an important milestone, marking the implementation of Decision No. 29/2025/QD-TTg of the Prime Minister, opening up financial access opportunities for the young generation with a passion for science.

Focus on disbursing loans to STEM students

One morning in early September, Mr. Nguyen Viet Duong and his wife, Ms. Nguyen Thi Huong, in Anh Son Dong commune, happily went with the commune's savings and loan group to the Anh Son Social Policy Bank Transaction Office to receive a loan of 74 million VND for their son who is studying science and technology.

Accordingly, the family was able to borrow 333 million VND over 14.5 years, with the first disbursement of 74 million VND, which was spent on the child's education, tuition, and living expenses in the first school year.

Ms. Huong shared that at the end of August, the family's second son, Nguyen Viet Quang Huy, passed the control and automation major at Vinh University. Upon receiving his admission notice, the family was both happy and worried. The family is in difficult circumstances, Mr. Duong - Huy's father had an accident and had to quit his job, the whole family mainly relied on Ms. Huong's salary as a primary school teacher. Fortunately, while the family was wondering where to get money to pay for their child's education, the loan group of the Women's Union of Anh Son Dong commune informed them that there was a credit program from the Social Policy Bank for students studying STEM.

Fortunately, we were able to access policy credit capital with low interest rates and quick procedures. The loan capital relieved the family's worries on the first day of school. Thank you to the Party, the State, and the Policy Bank for supporting the family, helping my child feel secure in pursuing his favorite career.

Also in Anh Son Dong commune, Dinh Van Vi in village 4, a first-year student in the electrical and electronic engineering department at Vinh University, was also approved for a loan of VND315 million, for a period of 120 months. This preferential capital source helps him feel secure in pursuing his training program in the coming period of study.

Also present at the disbursement ceremony, sharing the joy with the families who received loans, Ms. Nguyen Thi Hien - Officer of the Women's Union of Anh Son Dong commune said: Grasping the State's policy early, seeing the superiority of the loan program for students studying STEM, the Union organizations have focused on coordinating propaganda, reviewing the loan needs, right from the beginning, there were 2 students in the area who were eligible to borrow capital from the program. With a large loan limit, high annual disbursement amount, very preferential loan interest rates will help families have the conditions to cover their children's education needs, no longer worrying too much about the family's economic burden.

"These are the first cases of borrowing from the program. In the future, we will continue to promote propaganda, grasp the needs and coordinate guidance for beneficiaries. During the management process, the Association will organize supervision and remind the borrower's family to ensure that the capital is used for the right purpose and strictly fulfill the obligations to the Bank," Ms. Hien shared.

In Chau Tien commune, freshman Cao Nhu Trinh (born in 2007), Nong Trang village, a first-year student majoring in chemical engineering at Hanoi University of Science and Technology, has become one of the first to benefit from this meaningful policy. Recently, the Quy Chau Policy Bank Transaction Office completed the necessary procedures and immediately disbursed the initial loan, ensuring that he has enough resources to start the new school year in the most favorable way.

The loan that Trinh received was 320 million VND for the entire 4 years of study. In the first disbursement, he received 80 million VND to pay for tuition and living expenses in the 2025-2026 school year. This first disbursement will help new students have enough resources to start their first year smoothly.

Receiving this valuable loan, Cao Nhu Trinh expressed his deep gratitude to the Party, the State and the Social Policy Bank for creating favorable conditions to help and motivate students with a passion for science like him. At the same time, Trinh also expressed his determination to study hard to have a bright future and contribute to building his homeland.

Resolutely speed up the lending process

Nghi Loc, Anh Son, and Quy Chau Transaction Offices are the pioneers of Nghe An Province Social Policy Bank Branch in disbursing loans to students studying STEM majors in the province.

With high loan amounts, low interest rates, flexible repayment periods and no collateral requirements for loans under VND 500 million, the new credit policy under Decision No. 29/2025/QD-TTg not only provides practical support for learners, but also contributes to training high-quality human resources, contributing to serving socio-economic development in the era of national development.

In Nghe An, the Social Policy Bank is actively implementing this Decision. After just over 10 days of implementation, the provincial Social Policy Bank has approved 4 loan cases, disbursing over 300 million VND.

Mr. Hoang Son Lam - Deputy Director of Nghe An Provincial Social Policy Bank Branch said: Immediately after Decision No. 29/2025/QD-TTg of the Prime Minister was issued, based on the direction and guidance of the Social Policy Bank, the Branch has done a good job of advising the Provincial People's Committee to direct the implementation, coordinate to promote extensive policy communication, review and synthesize loan needs, and guide the completion of documents to disburse loans as quickly as possible. This is an important policy with a high level of breakthrough, and right from the beginning, it has shown that people are very sympathetic and excited to receive it. The Provincial Social Policy Bank Branch has been and is continuing to coordinate with relevant agencies to actively deploy solutions to implement the policy quickly and effectively.

The credit policy under Decision No. 29/2025/QD-TTg is expected to create a breakthrough in education and training; opening up opportunities for many students who are passionate about science, technology and engineering but have difficult economic circumstances to have the conditions to pursue their dreams and start a business. This is an important stepping stone to nurture and develop young talents, creating high-quality human resources to serve the sustainable development of the country.

The loan interest rate according to Decision No. 29/2025/QD-TTg is 4.8%/year, much lower than the current commercial interest rate. Notably, during the study period, the borrower does not have to repay the principal and interest. After graduation, students enjoy a 12-month grace period and do not have to repay the debt immediately to have time to stabilize their lives and find a job. The repayment period is designed flexibly, up to the time of loan disbursement, divided into many periods to reduce financial pressure. In addition, loans of up to 500 million VND do not require collateral, creating favorable conditions for the majority of students.
