Promote the deployment of technological solutions to serve people and businesses associated with population data, identification, and electronic authentication.
Prime Minister Pham Minh Chinh has just signed Directive No. 24/CT-TTg dated September 13, 2025 on promoting the deployment of technological solutions to serve people and businesses associated with population data, identification and electronic authentication.

Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on science, technology, innovation and national digital transformation development, which identifies the breakthrough goal of turning Vietnam into a developed country, taking the digital economy as a pillar for growth and sustainable development, in recent times, digital technology solutions in many fields: education, transportation, public administration... have been deployed.
Notably, the application of biometric technology associated with the VNeID electronic identification and authentication system in aviation procedures, gradually expanding implementation on railways and urban railways; the "Digital Popular Education" platform; providing 25 online public services in accordance with Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system.
The above solutions have initially shown clear effectiveness, contributing to shortening the time for handling procedures, improving the efficiency of state management and the quality of service for people and businesses, while creating a unified foundation to promote administrative reform and modernize the method of providing public services.
However, the implementation process is still facing some barriers, difficulties and problems affecting the progress of implementing the solutions, specifically:
(i) Regarding the application of biometric technology in traffic procedures: Lack of legal corridors regulating participation in the implementation of the entire procedure through identification solutions, electronic authentication and biometric identification when boarding the plane; slow investment progress leads to lack of infrastructure and necessary equipment in implementation; there are no standards for biometric technology on the VNeID electronic identification and authentication system.
(ii) Ministries and branches have not really paid attention to the work of developing and uploading training documents and materials for cadres, civil servants and public employees to the "Digital Popular Education" platform; the use of the platform has not yet been clearly effective, especially in the phase of implementing the 2-level government apparatus model, which requires high training and coaching needs.
(iii) Implementation of administrative procedures and online public services in accordance with Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science, technology development, innovation and digital transformation: People and businesses still give priority to submitting documents directly at the Public Administration Service Center.
(iv) Regarding the implementation of document integration on the National Identification Application (VNeID): Many units still require people to provide documents while citizen data and electronic documents have been integrated on VNeID.
Deploying biometric technology on the VNeID electronic identification and authentication system, implementing the entire process at 100% of airports nationwide
In order for the deployment of technological solutions to serve people and businesses to be meaningful and effective and to promote digital transformation in the application of population data, electronic identification and authentication, the Prime Minister requests:
For the application of biometric technology in traffic procedures:
The Ministry of Public Security shall preside over and coordinate with the Ministry of Construction, the Ministry of Finance, and the People's Committees of provinces and cities to deploy the application of biometric technology on the VNeID electronic identification and authentication system, implementing the entire process at 100% of airports nationwide, to be completed in October 2025; at urban railway stations, Hanoi stations, and vehicle parking lots in Hanoi and Ho Chi Minh City, to be completed in 2025.
Preside over the construction of traffic utilities on the VNeID electronic identification and authentication system in the direction of connecting existing traffic applications, overcoming the fragmentation in the digital infrastructure of the transport sector, ensuring convenience and safety for people using the entire service, to be completed in October 2025.
Preside over and guide the implementation of integrating biometric technology on the VNeID electronic identification and authentication system, the national population database with information systems of organizations and enterprises to ensure information security and safety, prevent counterfeiting and fraud, effectively serve state management and promote socio-economic development, to be completed in October 2025.
The Ministry of Finance shall urge and direct its affiliated units to coordinate with the Ministry of Public Security to deploy the integration of biometric technology on the VNeID electronic identification and authentication system into traffic-related professional systems before September 15, 2025.
The Ministry of Finance directs Vietnam Airports Corporation to:
+ Urgently complete the procedures for purchasing, investing in infrastructure and necessary equipment to ensure the progress of implementing solutions applying biometric technology associated with VNeID electronic identification and authentication to serve aviation procedures, completing according to the roadmap of Plan No. 380/KHPH-BCA-BXD-BTC dated June 24, 2025 between the Ministry of Public Security, the Ministry of Construction, and the Ministry of Finance on implementing solutions applying electronic identification, authentication and biometric identification to serve boarding procedures, completing before October 30, 2025.
+ From September 15, 2025, coordinate with airlines (Vietnam Airlines, Vietjet...) to guide all passengers using ID cards, Citizen ID cards or VNeID electronic identification accounts to collect biometrics at check-in counters or on the VNeID application to go through security control gates, boarding gates in accordance with aviation security control procedures for passengers going through automatic security control gates and automatic boarding gates to take domestic flights, except in cases where passengers use other valid identification documents.
+ From September 15, 2025 to November 30, 2025, coordinate with airlines to proactively research and implement practical incentive policies to encourage passengers to buy tickets and use biometric solutions associated with VNeID electronic identification and authentication when checking in for flights; at the same time, organize a widespread communication campaign, guide, support, lead, and form habits for people to access and use the service, in accordance with the commercial policies of airlines.
+ From December 1, 2025, check-in procedures will only be performed at the counter for passengers with checked baggage and special passengers. All passengers not listed above will perform the entire procedure (buying tickets, checking in, security check, boarding the plane) through a biometric technology solution combined with VNeID electronic identification and authentication or at the self-service Kiosk system at the airport.
The Ministry of Finance directs Vietnam Airlines Corporation to:
+ From September 15, 2025, all passengers using ID cards, Citizen ID cards or VNeID electronic identification accounts will be instructed to collect biometrics at check-in counters or on the VNeID application to go through security control and boarding gates, except in cases where passengers use other valid identification documents.
+ From September 15, 2025 to November 30, 2025, coordinate with other airlines to proactively research and implement practical incentive policies to encourage passengers to buy tickets and use biometric solutions associated with VNeID electronic identification and authentication when checking in for flights; at the same time, organize a widespread communication campaign, guide, support, lead, and form habits for people to access and use the service, in accordance with the commercial policies of airlines.
The Ministry of Construction shall preside over the review, revision, promulgation or proposal to competent authorities to revise and promulgate legal documents regulating the application of biometrics through the VNeID electronic identification and authentication system when participating in traffic, to be completed by December 2025.
Urge and direct affiliated units to coordinate with the Ministry of Public Security to deploy the connection of information systems in the traffic sector under management with traffic utilities and apply biometric technology provided on the VNeID electronic identification and authentication system, to be completed by December 2025.
The People's Committees of Hanoi and Ho Chi Minh City shall preside over and coordinate with the Ministry of Public Security, the Ministry of Finance, and the Ministry of Construction to arrange the budget to ensure necessary infrastructure and equipment to deploy traffic utilities and apply biometric technology on the VNeID electronic identification and authentication system at urban railway stations, Hanoi stations, and vehicle parking lots in the city, to be completed by December 2025.
Integrating documents and learning materials for training and coaching on the "Digital Popular Education" platform
Regarding the "Digital Popular Education" platform, the Ministry of Public Security presides over and coordinates with relevant ministries, branches, and localities to integrate documents and learning materials for training and coaching on the "Digital Popular Education" platform.
Preside over and coordinate with the Ministry of Finance and relevant agencies to research and propose investment plans for the "Digital Popular Education" platform in the form of public-private partnership between the State, science and technology organizations and enterprises according to Decree No. 180/2025/ND-CP dated July 1, 2025; use diverse, flexible and effective financial sources, comply with legal regulations, and submit to the Prime Minister for approval in October 2025.
Ministry of Finance: Preside and coordinate with relevant units to review and amend and supplement the provisions in Decree No. 89/2021/ND-CP dated October 18, 2021, Circular No. 36/2018/TT-BTC dated March 30, 2018, Circular No. 06/2023/TT-BTC dated January 31, 2023 in the direction of minimizing costs when training and coaching on the "Digital Popular Education" platform, to be completed in September 2025.
Ministry of Science and Technology: Urgently evaluate and appraise the "Digital Popular Education" platform to recognize it as a national digital platform, to be completed before September 25, 2025.
Ministries, branches and localities:
- Review and provide electronic learning materials, especially learning materials on implementing the two-level government model and handling administrative procedures for the Ministry of Public Security to integrate into the "Digital Popular Education" platform, to be completed in September 2025.
- Organize online training courses on the "Digital Popular Education" platform for officials, civil servants and public employees to improve their knowledge and professional skills to serve state management in the digital environment.
- The Ministry of National Defense proactively organizes training for soldiers in digital skills suitable to the goals of the "Digital Literacy for All" program according to the specific conditions of the Army.
- Localities actively promote and mobilize people, especially young people, students, and workers, to participate in learning, improving digital knowledge and skills, and traffic safety on the platform. Of which, 100% of students in the area participate in traffic safety and cyber safety courses through the "Digital Popular Education" platform.
Triển khai tiện ích trên ứng dụng VNeID để thực hiện 25 dịch vụ công trực tuyến toàn trình
Đối với 25 dịch vụ công trực tuyến toàn trình tại Kế hoạch số 02-KH/BCĐTW ngày 19 tháng 6 năm 2025 của Ban Chỉ đạo Trung ương về phát triển khoa học, công nghệ, đổi mới sáng tạo và chuyển đổi số:
Bộ Công an chủ trì, phối hợp Văn phòng Chính phủ và các đơn vị liên quan triển khai tiện ích trên ứng dụng VNeID để thực hiện 25 dịch vụ công trực tuyến toàn trình tại Kế hoạch số 02-KH/BCĐTW, hoàn thành trong tháng 9 năm 2025.
For ministries, branches, People's Committees of provinces and cities:
- Các Bộ: Công an, Tài chính, Tư pháp, Công Thương bảo đảm duy trì và cung cấp thực chất, hiệu quả 25 dịch vụ công trực tuyến toàn trình được giao tại Kế hoạch số 02-KH/BCĐTW. Từ ngày 01 tháng 10 năm 2025, Trung tâm Phục vụ hành chính công các cấp không thu thành phần hồ sơ giấy đối với 25 dịch vụ công trực tuyến thiết yếu đã cung cấp toàn trình, thay thế bằng việc khai thác dữ liệu. Uỷ ban nhân dân các tỉnh, thành phố chỉ đạo bố trí đủ phương tiện, máy móc, thiết bị và nguồn nhân lực cán bộ, công chức, viên chức, đoàn viên, thanh niên để hướng dẫn, hỗ trợ người dân có nhu cầu thực hiện tại Trung tâm Phục vụ hành chính công các cấp.
- Rà soát, ưu tiên triển khai xây dựng các cơ sở dữ liệu quốc gia, cơ sở dữ liệu chuyên ngành được giao tại Kế hoạch số 02-KH/BCĐTW, Nghị quyết số 214/NQ-CP ngày 23 tháng 7 năm 2025 về ban hành Kế hoạch thúc đẩy tạo lập dữ liệu phục vụ chuyển đổi số toàn diện, Nghị quyết số 71/NQ-CP ngày 01 tháng 4 năm 2025 sửa đổi, bổ sung cập nhật chương trình hành động của Chính phủ thực hiện Nghị quyết số 57-NQ/TW ngày 22 tháng 12 năm 2024 của Bộ Chính trị về đột phá phát triển khoa học, công nghệ, đổi mới sáng tạo và chuyển đổi số quốc gia, hoàn thành trong tháng 12 năm 2025.
Không yêu cầu công dân nộp, xuất trình bản chính hoặc bản sao các giấy tờ, tài liệu đã được tích hợp trên VNeID khi công dân đã xuất trình thông tin tương ứng từ VNeID
Đối với triển khai tích hợp giấy tờ trên ứng dụng VNeID, Bộ Công an chủ trì, phối hợp với các bộ, ngành, địa phương rà soát, tham mưu Chính phủ sửa đổi, bổ sung Nghị định số 69/2024/NĐ-CP ngày 25 tháng 6 năm 2024 của Chính phủ quy định về định danh và xác thực điện tử để đồng bộ, tích hợp giấy tờ điện tử trên VNeID, hoàn thành trong tháng 11 năm 2025.
Chủ trì, hướng dẫn các bộ, ngành, địa phương kết nối Hệ thống thông tin giải quyết thủ tục hành chính cấp bộ, cấp tỉnh với hệ thống định danh và xác thực điện tử; hướng dẫn khai thác thông tin người dân, doanh nghiệp trong ứng dụng VNeID phục vụ giải quyết thủ tục hành chính, hoàn thành trước ngày 20 tháng 9 năm 2025.
Nâng cấp ứng dụng VNeID đảm bảo vận hành ổn định, kết nối thông suốt, thực hiện thường xuyên.
Các bộ, ngành chủ trì, phối hợp với Bộ Công an, Văn phòng Chính phủ công bố hàng tháng danh mục các giấy tờ của công dân, tổ chức thuộc thẩm quyền quản lý đã tích hợp, cập nhật trên tài khoản định danh điện tử trong ứng dụng VNeID để sử dụng thay thế giấy tờ vật lý, bảo đảm đúng, đủ sạch, sống, thống nhất, dùng chung. Các Trung tâm Phục vụ hành chính công các cấp công khai thông tin cho công dân, tổ chức về danh mục giấy tờ trên để sử dụng và không yêu cầu chứng thực, sao y các giấy tờ đã công bố.
For ministries, branches, People's Committees of provinces and cities:
- Preside over and coordinate with the Ministry of Public Security to urgently review, evaluate, and restructure business processes, reduce document components for 324 administrative procedures that have been integrated on VNeID to replace physical documents and 196 administrative procedures with data sources being exploited from ministries and branches to reduce and simplify administrative procedures, to be completed in September 2025.
- Amend, supplement, issue or advise competent authorities to amend, supplement, and issue legal documents specifically regulating the issuance of 31 essential personal documents and 08 essential organizational and business documents via the VNeID application, only issue physical documents when requested by citizens, eliminate fees related to the production, printing, and issuance of physical documents, to be completed in September 2025..
- Based on the list of proposals to integrate 578 types of documents into VNeID of the Ministry of Public Security (including 188 of individuals and 390 of organizations), ministries, branches and localities will study integration plans and roadmaps, to be completed in November 2025.
- Thoroughly instruct cadres, civil servants and public employees to absolutely not request citizens to submit or present documents with information integrated on the VNeID application or in connected and shared databases when performing administrative procedures; organize propaganda so that individuals and organizations can proactively check, synchronize and integrate documents under their management authority into VNeID accounts for use when performing transactions, to be completed in September 2025.
- Coordinate with the Ministry of Public Security to deploy an integrated solution to share data on the results of handling electronic administrative procedures for organizations and individuals on the VNeID application, to be completed in October 2025.
It is recommended that non-state agencies, organizations and individuals, when receiving and handling civil and commercial transaction procedures and other activities in social life, do not require citizens to submit or present originals or copies of documents and papers that have been integrated on VNeID when citizens have presented corresponding information from VNeID.
Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and cities shall organize the implementation and direct agencies, organizations and units under their management to strictly implement this Directive.
The Prime Minister assigned the Ministry of Public Security to preside over and coordinate with the Government Office to monitor, urge, inspect, and report to the Prime Minister on the situation and results of the implementation of the Directive to reward or criticize and review the responsibilities of heads of units when tasks are delayed or late at regular monthly Government meetings./.
