The Party Committee of Van An commune was established according to Decision No. 3621-QD/TU, dated June 18, 2025, of the Standing Committee of the Nghe An Provincial Party Committee, based on the merger of the existing party organizations and members of the Nam Dan town Party Committee with the Thuong Tan Loc commune Party Committee and the Xuan Hoa commune Party Committee; the Party Committee has 74 subordinate Party Committees and Branches with 2,355 party members; its natural area is 56.37 km².², population 44,830 people.

Entering the 2020-2025 term, the Party Committee of Nam Dan town and the two former merged communes implemented the Congress Resolution in a context with many advantages: Receiving leadership and guidance from the Standing Committee and the Executive Committee of the District Party Committee, infrastructure was strengthened, many key projects were implemented and completed, creating favorable conditions for socio-economic development; the commune has a rich revolutionary tradition, with two special national relics and many historical and cultural relics; Party building and rectification work was emphasized; and the political system was increasingly consolidated and strengthened.

Alongside opportunities and advantages, the locality also faces difficulties: the impact of the Covid-19 pandemic; limited investment resources for development; infrastructure, although invested in, is not yet synchronized; climate change and extreme natural disasters; frequent fluctuations in the economic, financial, and real estate markets... all of which have affected the progress in achieving the goals and targets of the Party Congress Resolution.

With the motto: "Unity - Democracy - Discipline - Innovation - Development," the First Congress of the Party Committee of Van An Commune, term 2025-2030, is of special importance, marking the beginning of the implementation of a two-tiered local government; determined to successfully achieve development goals, striving to build Van An Commune into a civilized and modern urban area; contributing to the country's entry into a new era - an era of national progress.

Efforts to implement the resolution

Immediately after the Congress, the Party Committees of Thuong Tan Loc, Xuan Hoa communes and Nam Dan town promptly and seriously began implementing the resolution with concrete and practical actions. Leadership and guidance were reformed; resolutions, directives, and conclusions from higher levels were promptly concretized into specialized resolutions, programs, and action plans suitable to the local situation. As a result, most of the targets and contents of the plan were basically completed.

The reorganization of administrative units was carried out effectively; the communes of Thuong Tan Loc, Xuan Hoa, and the town of Nam Dan were merged to form the new Van An commune. The work of building and strengthening grassroots party organizations and developing party members was consistently given attention and guidance; the review and supplementation of planning were carried out well, linked with the annual training and development of cadres.

The "Effective Mass Mobilization" emulation movement, linked with the construction of advanced and model new rural areas, continues to be effective; many advanced models and exemplary cases have been replicated in various fields.

The Fatherland Front and political and social organizations from the commune to the hamlet level are actively innovating the content and methods of their activities, promoting the strength of the entire people, especially in implementing emulation movements for socio-economic development; promptly disseminating information, educating, and raising awareness among cadres, civil servants, employees, union members, association members, and all strata of the people about the Party's guidelines and the State's policies and laws.

Implementing agricultural restructuring towards the development of commercial agriculture and the application of high technology. Developing concentrated areas for specialized vegetable and fruit cultivation. Forming high-tech greenhouse and net house models for growing vegetables, tubers, and fruits with outstanding economic efficiency, such as the large-scale model of rice production with product buyback agreements covering a total area of ​​190 hectares; the high-economic-efficiency straw mushroom cultivation model covering 0.5 hectares; the high-tech greenhouse grape cultivation model covering 2.5 hectares; and the green pumpkin cultivation model covering 14 hectares (Thuong Tan Loc commune). Livestock farming is developing towards concentrated farm operations, reducing household livestock farming. The planting, care, protection, and fire prevention and control of forests are implemented synchronously and effectively.

Industry and construction continued to maintain positive growth rates. Small-scale industries and traditional crafts continued to develop strongly, expanding both in scale and product quality, with many traditional and distinctive trades such as food processing, garment manufacturing, mechanics, and civil carpentry.

Focus on mobilizing maximum resources to invest in the development of socio-economic infrastructure, prioritizing essential sectors. As a result, the infrastructure system has been upgraded synchronously, meeting the requirements of sustainable development and fulfilling the criteria for building advanced new rural areas and civilized urban areas.

Trade and service activities have developed positively; the goods market is increasingly rich and diverse, effectively meeting the consumption and production needs of the people. Commercial infrastructure has been heavily invested in and developed. Financial, credit, and banking services have seen many positive developments. Capital mobilized from credit institutions has increased rapidly, basically meeting the needs of people for loans for production, business, and labor export.

Each year, Van An welcomes approximately 250,000 visitors to its prominent historical and cultural sites, such as the Phan Boi Chau National Special Historical Site and the tomb of King Mai. Emphasis is placed on maintaining environmental hygiene and ensuring security at tourist destinations, creating a friendly and safe image in the minds of visitors.

The national target program for building new rural areas continues to be implemented synchronously and effectively. The focus is on completing the goals and upgrading the quality of new rural area criteria at all levels. By 2024, Xuan Hoa commune and Thuong Tan Loc commune will achieve advanced new rural area standards, and Nam Dan town will achieve civilized urban area standards. Rural infrastructure and the material and spiritual lives of the people will improve significantly.

To date, the entire commune has 6 OCOP products that have achieved 3-star standard, initially affirming the brand and opening up a new direction for the development of distinctive agricultural products associated with building sustainable new rural areas.

The scale and network of schools are rationally planned, and schools are invested in and upgraded to meet basic standards. The "All People Unite to Build a Culturally Rich Life" movement is implemented in conjunction with the movement to build advanced and model new rural areas; many traditional cultural values ​​and cultural heritages are inherited, preserved, and promoted; major festivals and political and cultural events are well organized in the area; mass arts, physical education, and sports movements are developing extensively, with an increasing percentage of people participating in regular training. The system of cultural and sports institutions and information and communication infrastructure is given attention and investment for development; information and communication work is emphasized, promptly disseminating the policies and guidelines of the Party and State, the political tasks of the locality, and meeting the information and entertainment needs of the people.

Digital transformation has been identified as a key task, contributing to changing the landscape, improving management efficiency, and better serving the people. The "Community Digital Technology Team" model has been established and is operating effectively in neighborhoods and residential areas, directly guiding and supporting people in installing and using essential digital platforms such as VNeID and cashless payments. It also promotes and encourages people to participate in digital government and digital citizenship, and to use electronic public services.

Political security has been maintained, and social order and safety have been ensured; no security hotspots have arisen. To date, 100% of residential areas in the commune, as well as agencies, businesses, and schools, have met the safety standards for security and order; all communes and towns prior to the merger have achieved the status of comprehensively strong units in national defense and security.
