Nam Can Commune: Party building is key, socio-economic development is the focus
At the beginning of the new term, the Party Committee of Nam Can commune determined to implement the motto "Party building is the key, socio-economic development is the focus". Along with that, building culture and people is the spiritual foundation and driving force for development; strengthening national defense, security and foreign affairs is an important and regular task.
Development situation
Nam Can is a highland border commune of Nghe An province, established on July 1, 2025 on the basis of merging Pha Danh commune and Nam Can commune of the old Ky Son district. The commune has a particularly important strategic position in terms of national defense - security and foreign affairs, bordering the Lao People's Democratic Republic.

The commune has Nam Can International Border Gate and two National Highways (National Highways 7A and 16) passing through, creating favorable conditions for connecting trade, developing the regional economy and promoting cross-border cooperation.
The total natural area of the commune is 147.7km2, population 8,808 people with 1,787 households, of which poor households account for 44.01%. The whole commune has 16 villages with 04 main ethnic groups living together.
The Party Committee and People of Nam Can commune implemented the goals, targets and tasks for the 2020-2025 term in the general context of the province and district with advantages and many difficulties and challenges. At the beginning of the term, the Covid-19 epidemic occurred, at the end of the term, natural disasters, flash floods and landslides occurred. The Party and State continued to reorganize the apparatus of the political system to be streamlined, improve efficiency, effectiveness and efficiency; reorganize administrative units and implement the 2-level local government model.
However, Nam Can commune continues to receive attention from the Central, the province, and the district in implementing programs, projects, and policies that prioritize ethnic minority and mountainous areas. The Party Committee and the people of all ethnic groups in the commune are always united, in agreement, and determined to strive to escape poverty, develop the economy, culture, and society, ensure national defense, security, foreign affairs, and build a strong Party and political system.

In the period 2020 - 2025, the average growth rate of production value will reach 5%. The total production value of the whole commune in 2025 is estimated at 120,748 million VND. Average income per capita will reach 20.4 million VND/person/year. The economic structure will shift in the right direction, gradually reducing the proportion of agriculture, forestry and fishery and gradually increasing the proportion of non-agricultural sectors.
Regarding agriculture and new rural construction, Nam Can has gradually applied appropriate science and technology, stabilized regular production areas, and planted high-value medicinal herbs under the forest canopy such as cardamom and Bobo. The total annual grain output reaches about 650 tons.
In addition, livestock farming is an advantageous industry of the commune, the total herd of livestock and poultry is currently over 23,000 with the trend of developing the scale of farms and ranches, applying technical advances; strengthening veterinary work, and effectively controlling epidemics. Currently, Nam Can is managing and protecting 6,472 hectares of forest, with a forest cover of 43.81%.
The growth rate of industrial and construction production value reached about 6%. Projects, technical infrastructure works, craft villages, small production and repair facilities have been and are operating effectively. Trade and services have developed rapidly and evenly in all fields. The group of developed fields includes: retail services, restaurants, medicine sales, freight transport, animal feed, veterinary... with many facilities operating effectively.

The commune also coordinated with the Social Policy Bank to effectively manage and guide people to use the Social Policy Bank's loan capital for the right purpose. The total outstanding debt in the whole commune is 2,390 million VND with 635 households borrowing capital, of which there is no outstanding interest or overdue debt; the outstanding savings debt is 1,266,563 million VND.
Cultural and social development
The whole commune has 07 schools with a total of 190 leaders, managers and teachers, and a total of 2,094 students/85 classes. Every year, 100% of school-age students are mobilized. Regularly focus on directing schools to improve the quality of teaching and extracurricular activities; Pay attention to training and fostering to improve the professional qualifications of teachers and leaders to meet the requirements of educational innovation. The network of schools is maintained stably; basic facilities and materials meet the needs of teaching and learning; illiteracy eradication; career orientation and orientation are well implemented.
Well implement the information and propaganda work of the Party's policies and the State's laws, well serve the political tasks of the locality. Information and propaganda activities, culture, arts, physical education and sports to celebrate major holidays and political events are well organized and implemented. Up to now, the whole commune has 12/16 villages maintaining the cultural title, the rate of cultural families reaches 70.34%; 01 Tien Tieu village mass art club, 01 Mong flute club has been established.

- Nam Can commune also identified poverty reduction as a key and regular political task, focusing on synchronously implementing sustainable poverty reduction solutions, mobilizing many social resources to support the poor to overcome difficulties and improve living conditions. Implementing the program of building and repairing houses for the poor in the period of 2023-2025, the commune has effectively implemented housing support programs for poor households and households in difficult circumstances. The total number of households supported is 418, of which 393 new households were built and 25 households were repaired with a total amount of more than 6 billion VND.
Defense, security and foreign affairs
As a border commune with an international border gate, ensuring national defense, security and foreign affairs is always taken seriously. Combat readiness regimes as prescribed are strictly maintained. Synchronously implementing solutions to ensure national security, religion, and rural security, not allowing hot spots of security and order to arise. The movement of the entire people to protect national security is maintained and developed. Coordination between the commune police force and departments, branches and organizations is expanded and tightened, thereby mobilizing the combined strength of branches and levels in performing the task of ensuring security and order.
Regarding foreign affairs, Nam Can has done well in the foreign affairs of the Party, the government, and the people in relations with some clusters of villages in Noong Het district, Laos. It has proactively organized friendly exchange activities in the direction of innovating content and methods, serving as a bridge for the development and expansion of solidarity and friendship.

Continue to effectively carry out the movement of signing the border markers on both sides of the Vietnam - Laos border. Do a good job of propagating to the people of both sides to strictly implement the Agreement on the national border regulations of Vietnam - Laos. Coordinate with all levels and branches of the province and the Central Government to promptly resolve issues related to border markers to ensure the sovereignty of the national border.
Development goals for the next term
Entering the 2025-2030 term, Nam Can commune is facing many new opportunities and advantages; opportunities from new policies of the Party, the State, and the province; land potential, traffic routes, and infrastructure continue to be invested and upgraded. National target programs on new rural construction, sustainable poverty reduction, and development of ethnic minority areas are being strongly implemented. The policy of cooperation and border trade between Vietnam and Laos is increasingly expanded.
However, the commune still faces many difficulties and challenges: economic development is not sustainable, the poverty rate is still high; economic structure is shifting slowly; the quality of human resources does not meet requirements; the security and order situation in the border area has potential complex factors such as social evils, incestuous marriage, early marriage can still occur; climate change and epidemics can continue to have unpredictable developments.

That context requires the Party Committee of Nam Can commune to continue promoting the spirit of solidarity, creativity, innovation in leadership methods, seizing opportunities, overcoming difficulties and challenges, and determined to successfully implement the goals and tasks of the Resolution of the Party Congress of the commune for the 2025-2030 term.

Create conditions for businesses to continue investing in the following areas: agriculture and forestry, processing of agricultural and forestry products, medicinal materials, construction materials, services and tourism. Focus on building rural infrastructure to create breakthroughs in sustainable socio-economic development.
Strengthening links and cooperation with Lao villages, districts and border areas to expand exchanges and socio-economic development; maximizing investment resources from the State, businesses and communities, combining domestic and international capital sources.
Immediately embarking on creating a new development phase, the Party Committee and people of Nam Can are gradually developing the potential and advantages of the locality; promoting socio-economic development in the direction of trade and regional services associated with firmly protecting national defense, border security and social order and safety.
