Female 'leaders' who are good at both Party and people's work
Not only do they “keep the fire burning” in their families, many women are also “leaders” of villages and hamlets who “walk the talk” and are trusted by the Party and loved by the people. They have been affirming their role and position in the community and society, contributing to the people’s and hamlet’s affairs and contributing to the development of the locality.
"Locomotive" overcoming difficulties
In Ka Duoi village, Na Ngoi commune - where there are 46 households and more than 300 Mong people, the election of young female party member Ly Y Cho (born in 1993) as Party Cell Secretary became a big "event" for the whole community.
Because in the past, most Mong women, after getting married, worked in the fields during the day and only cooked at night. Some women did not even know the common language, let alone become "leaders" of the village or hamlet.

However, the young girl Ly Y Cho overcame all prejudices and difficulties, striving to join the Party. Originally an enthusiastic and dynamic head of the women's association of Ka Duoi village, Ly Y Cho was a "red seed" chosen by the veteran and prestigious party members in the cell to nurture and create a source of new party members. By 2020, Ly Y Cho was honored to join the Party. Thanks to her pioneering and exemplary spirit, at the Ka Duoi village Party Congress for the 2025-2027 term held in February 2025, young party member Ly Y Cho was elected as the village Party Secretary.
The fact that a woman (a young bride of the village) became the head of the Party cell was a "big event", demonstrating innovation and a breakthrough in the thinking of the Mong people in the villages at the foot of Puxailaileng mountain.

Ka Duoi Village Party Secretary Ly Y Cho said: When Uncle Gia Tong Thu - former Village Party Secretary encouraged me to take on the responsibility in his place, I was also hesitant and worried because I was a woman, young, and not good at management.
However, Uncle Thu said: Now the backs of Mong women not only carry corn and cassava but also carry the Party's policies and guidelines to the villages and hamlets. You should boldly try the challenge, if there is anything difficult, I will support you. So, I boldly accepted the task. At first, I was also confused, but with the help of the Party cell and the support of the people, I have gradually become proficient at the job. From environmental sanitation work to choosing plants and breeds suitable for the climate and soil to have high productivity, to hunger eradication, poverty reduction, and new rural construction... all were discussed by the Party cell, implemented to collect opinions, and issued specific resolutions to direct the villages and hamlets to implement.
"The important thing is that in every movement and activity, if we are honest, fair, and responsible, then party members and people will agree and support us," Ly Y Cho expressed.
Comrade Nguyen Anh Tuan - Standing Deputy Secretary of the Na Ngoi Commune Party Committee said: Comrade Ly Y Cho is the only female Party cell secretary among 25 village and hamlet Party cells in Na Ngoi Commune. Comrade Ly Y Cho's eagerness to learn, enthusiasm, dynamism, hard work for the village and people's affairs and pioneering spirit of innovation are shining examples for Mong women in particular and ethnic minority women in the highlands in general to learn and follow.
Like Ly Y Cho, Ms. La Thi Van (born in 1996) - Secretary of Chau Son village Party Cell is also the pride of Dan Lai people in Chau Khe commune. Due to difficult circumstances, Ms. La Thi Van finished secondary school and then quit to stay at home to work, produce and actively participate in movement activities in the village. Besides, she also strives to develop the family economy, growing acacia and met trees combined with raising livestock to increase income.

Thanks to her own efforts, in 2019, Ms. La Thi Van was honored to join the Party. Trusted by the Party and loved by the people, in early 2021, Ms. La Thi Van was elected Secretary of the Chau Son village Party Cell - becoming the first Dan Lai woman to be a "village leader".
Chau Son village is a difficult area, with 221 households and 907 people. People's lives are difficult (the whole village has 154 poor households). Men go to work far away, women stay home to raise livestock, and whoever hires them does whatever they want, because there is little land for production.
Therefore, to fulfill the role of "leading the charge" for a young female Party cell secretary like Ms. La Thi Van is not easy. However, thanks to skillful propaganda and mobilizing people to change their thinking and working habits, develop production, plant forests, raise grass carp in cages, develop livestock and poultry to increase income and always set an example in all activities, "locomotive" La Thi Van is always trusted and supported by the people.
Along with hunger eradication and poverty reduction, the work of developing young party members in the Dan Lai community is also of interest to Secretary La Thi Van and the Chau Son village Party Cell. On average, the Party Cell admits one new party member each year. Currently, the Chau Son village Party Cell has 25 party members, including three female party members.

Her husband works far away, she is alone taking care of two small children, busy with family matters, but with a pioneering spirit, exemplary young female "leader" of Chau Son village La Thi Van still overcomes difficulties, fulfilling her roles as a wife, mother, daughter-in-law, and fulfilling her responsibilities to the Party and the people.
Her efforts have been recognized by the people, Party committees and authorities at all levels; she was honored by the Provincial Women's Union as a typical ethnic minority and religious woman in the 2021-2024 period.
"Taking the lead" for the village and the people
Nowadays, the trend of young workers going to work far away from home is so great that in many villages, hamlets, and hamlets, the positions of village chief, party cell secretary, and head of the Fatherland Front work committee are held by women. They are not only close to the people, good at propaganda and mobilization, but also good examples of good workers, strictly following the policies and guidelines of the Party and the State; actively helping the community to escape poverty and stabilize their lives.
A typical example is Mon Son commune - an area with a 36.5 km long border with Laos, with 7 border markers, 25 villages. Of which, 10 villages have female party cell secretaries, 4 villages have women as village chiefs. Notably, there are some villages where both the party cell secretaries and village chiefs are women.
According to comrade Pham Manh Hung - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Mon Son commune: Practice shows that female Party cell secretaries and heads of villages and hamlets have played a good role in the villages and hamlets. With their flexibility, agility, pioneering spirit and exemplary role, they have "fueled" local emulation movements, such as the economic development movement, sustainable poverty reduction, and new rural construction...

A typical example is in Nam Son village - where there is a pair of female party cell secretaries and long-time village chiefs who are trusted by cadres, party members and people. They are Ms. Quang Thi Van and Ms. Ngan Thi Xuyen. The whole village currently has 187 households, with 832 people, the Thai ethnic group accounts for 89% but mainly the elderly and children because the young people have gone to work far away.
As people who understand local customs and practices, in their position as "leaders" of the village, they always listen to the thoughts and feelings of party members and the masses to work with the Party cell and the village management board to lead the development of the village in all aspects. In addition to encouraging people to actively develop livestock and crop farming, build economic development models... the two female "leaders" of Nam Son village are also concerned with ensuring security and order in the area.
Typical examples include the building of "Self-management groups" models; "Drums for studying" models; "Drums of friendship" models; or coordinating with Mon Son Border Guard Station to build and put the "Women participating in protecting territorial sovereignty and national border security" Club into effective operation. Up to now, the club has attracted over 30 members.

Ms. Ngan Thi Xuyen - Head of Nam Son village said: By participating in the Club "Women participating in protecting territorial sovereignty and national border security", women are not only regularly updated with new policies, knowledge about laws, border regulations... but also have the opportunity to support each other in life through fundraising activities. The club's fund is currently about 20 million VND, used for revolving loans for members to buy seeds of crops and livestock, supporting members in difficult circumstances, improving their lives, and gradually escaping poverty.
In addition, to build the spirit of solidarity, mutual love and support, the Party cell issued a Resolution directing the village to establish 11 savings groups in charge of 11 policy households, supporting the harvest days, supporting firewood, rice... when facing difficulties, misfortunes, or prolonged illness. In addition, the savings groups also established chicken, rice, sticky rice, wine... wards to support each other when there is work at home or when the village or hamlet has an event.
Talking about the secret of "Skilled Mass Mobilization", Party Cell Secretary Quang Thi Van said: To "make people believe what they say and do what they do", first of all, the village and hamlet leaders and the 23 Party members in the Party Cell must be pioneers and exemplary, taking the lead and doing things first. On the other hand, the village and hamlet cadres themselves must also know how to scientifically arrange family matters and village and hamlet affairs to ensure both sharing and sympathy from the family and support and trust from the people.

In Do Luong commune - an area considered a "super commune" because it was merged from Do Luong town and 8 other communes of Do Luong district (old). In 49 hamlet-level units, there are currently 20 female Party cell secretaries and 8 female hamlet chiefs. According to comrade Hoang Thi Hong Hanh - Member of the Standing Committee of the Party Committee, Head of the Party Building Committee of Do Luong commune: The Party Committee and the government always create conditions and boldly arrange and assign work to women in villages and hamlets to create an environment to promote and affirm the role and position of women in the family and society.
As for the female "leaders" in the village and hamlet, although each has their own method of operation, they have in common that they all "take the people as the root", so they are trusted and supported by the people; thereby, helping them to fulfill the Party's work, the hamlet's work, and the people's work.
