The Provincial People's Committee regulates criteria for location, distance and provision of supplies for ethnic minority boarding students.

Decision 68/2025/QD-UBND of the Provincial People's Committee not only clarifies the criteria on distance and terrain for students in disadvantaged areas to enjoy support policies, but also ensures that ethnic boarding students have enough blankets, clothes, and books to go to school. This is a step to concretize the social security policy, creating conditions for children in remote and isolated areas to study with peace of mind.

Regulations on areas and distances to determine where students cannot go and return during the day

Accordingly,Decision 68/2025/QD-UBND dated September 15, 2025, The Provincial People's Committee prescribes the area as the basis for determining students and trainees who cannot go to school and return home during the day as beneficiaries of policies according to the provisions of Clauses 2 and 3, Article 4 of Decree No. 66/2025/ND-CP dated March 12, 2025 of the Government stipulating policies for nursery children, students and trainees in ethnic minority and mountainous areas, coastal and island areas and educational institutions with nursery children and students enjoying policies; prescribes the list of personal belongings and school supplies for ethnic boarding students studying at ethnic boarding schools and general education institutions assigned by competent authorities to perform the task of educating ethnic boarding students in the province.

Areas applying support policies according to regions and communes with special difficulties

According to the decision, primary school students and secondary school students studying at general education institutions (or schools) in communes in region III, region II, region I, communes with particularly difficult villages in ethnic minority and mountainous areas, and communes with particularly difficult conditions in coastal and island areas:

In case the house is far from school, the distance from home to school is determined to be 4 km or more for primary school students, and 7 km or more for secondary school students.

In case of difficult terrain and transportation, going from home to school requires going across lakes, rivers, streams, mountain passes, high mountains, and landslides.

High school students studying at a general education institution: In case the house is far from the school, the distance from home to school is determined to be 10 km or more. In case of difficult terrain and transportation, from home to school, one must go through lakes, rivers, streams, mountain passes, high mountains, and landslides.

Boarding students studying at a continuing education facility: In case the house is far from the educational facility, the distance from home to the place of study is determined to be 7 km or more for students studying the continuing education program at the junior high school level, and 10 km or more for students studying the continuing education program at the high school level. In case of difficult terrain and transportation, from home to the place of study, one must go through lakes, rivers, streams, mountain passes, high mountains, and landslides.

The areas where students cannot go to school and return home during the day are communes in region III, region II and region I, communes with especially difficult villages in ethnic minority and mountainous areas, and communes with especially difficult conditions in coastal and island areas.

Communes in region III, region II and region I, communes with particularly difficult villages in ethnic minority and mountainous areas, communes with particularly difficult villages in coastal and island areas shall comply with current regulations and additional and amended documents (if any) of competent authorities.

List of personal belongings and school supplies for ethnic boarding students

The list of blankets, mosquito nets and personal belongings provided once at each school level according to the provisions of Point c, Clause 3, Article 6 of Decree No. 66/2025/ND-CP dated March 12, 2025 of the Government is as follows: 1 blanket, mosquito net, mat, pillow, thermos, washing basin, plastic rain cover or umbrella, 1 pair of indoor slippers, 10 hangers.

Uniforms and school supplies provided for each school year as prescribed in Point c, Clause 3, Article 6 of Decree No. 66/2025/ND-CP dated March 12, 2025 of the Government are as follows: 1 set of winter uniforms, summer uniforms, 1 school bag or school backpack, 30 notebooks, 20 ballpoint pens, 2 black pencils, 2 erasers, 1 ruler, scissors; 1 set of math tools: compass, square, protractor...; 1 box of colored pencils (for secondary school level).

The purchase of personal items for ethnic boarding students studying at ethnic boarding schools and general education institutions assigned by competent authorities to carry out the task of educating ethnic boarding students is based on the prescribed list and norms and in compliance with the provisions of law on bidding and other relevant legal provisions.
