Car license plate changed, do I have to re-register and pay road fees?

My car is registered under the company name. After completing the procedure to change the company name, the car has a new registration and a new license plate. However, the registration period and road fees are still valid. Do I have to go for a vehicle inspection and pay road fees according to the new license plate information?. A matter of concern for Mr. Ho Tuan Anh (Thanh Vinh ward, Nghe An).

Reply:Currently, the inspection of technical safety and environmental protection of automobiles is carried out according to the provisions of Circular No. 47/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport (now the Ministry of Construction) stipulating the order and procedures for inspection and exemption from first-time inspection for motor vehicles and specialized motorbikes; the order and procedures for certification of technical safety and environmental protection for modified motor vehicles and modified specialized motorbikes; the order and procedures for inspection of exhaust emissions of motorbikes and motorbikes.

Accordingly, there is no regulation on cars having to be re-inspected in case the car is registered under a company's name, after completing the procedure to change the company's name, it is newly registered, has a new license plate, and the inspection period is still valid.

However, in case a car changes its license plate number and the license plate background color changes, it must be re-inspected so that the information on the inspection certificate is consistent with the type of transport and inspection cycle.

According to Decree No. 90/2023/ND-CP dated December 13, 2023 of the Government regulating the collection rates, collection, payment, exemption, management and use of road use fees, the company's cars only change ownership from one organization to another, so the paid road use fee level does not change.

Therefore, if the car has paid the inspection fee according to the inspection cycle and the road use fee payment period is still valid, the company does not have to pay the road use fee according to the new license plate information.

However, to ensure that the owner information and new license plate number match the toll data and road toll stamp (affixed to the vehicle), the company should go to the vehicle inspection facility to make appropriate changes to the information.
