Situation characteristics

Huoi Tu is a remote inland commune of Ky Son district (old), with a total natural area of ​​11,150.17 hectares, including 13 villages. The total number of households is 1,026, the population is 4,874 people, with 4 ethnic groups living there, including: Mong, Thai, Kinh, Kho Mu. Of which, Mong ethnic group accounts for the largest number, with more than 97%. It has a low starting point, complex terrain, fragmented production land, steep slopes and is increasingly barren; the infrastructure system, especially traffic infrastructure, irrigation, schools, and medical stations is still lacking and weak; local resources are limited.

The lives of a part of the people are still full of difficulties; the work of hunger eradication and poverty reduction still faces many challenges. The security and order situation is sometimes complicated in some places. Land management, forest protection, and new rural construction still have many problems. The level and awareness of a part of cadres, party members, and people are still limited. The implementation of programs and projects is sometimes not synchronous and not very effective.

On the basis of concretizing the Resolution of the 16th Congress, the Party Executive Committee of Huoi Tu commune has focused on comprehensively leading and directing all aspects of work, issuing action programs, specialized resolutions and organizing implementation with focus and key points; strengthening inspection and supervision, arousing the sense of responsibility in the political system, creating consensus among the people, contributing to achieving and exceeding many key targets set out in the Resolution of the Party Congress of the commune for the 2020 - 2025 term.

Results of the broadcast economic development

In 5 years (2020 - 2025), the socio-economic situation of Huoi Tu commune has many significant changes, the economy has developed quite well; the economic structure has shifted in a positive direction, that is, gradually reducing the agriculture - forestry - fishery sector, increasing the industry - construction and service sector. The area, output, and value of some crops and livestock have increased, such as bo bo, various vegetables, buffaloes, cows, poultry, etc. While the area of ​​some crops in the commune has decreased sharply, such as the upland rice area has decreased from 433.5 hectares in 2020 to 175 hectares at the end of 2024, the cassava area has decreased from 121.7 hectares to 84 hectares in 2024, the ginger area has decreased from 16.2 hectares to 5.2 hectares in 2024, etc.

At the same time, during the 2020-2025 term, Huoi Tu commune has achieved 1 3-star OCOP product for Shan Tuyet Tea. At the same time, in addition to the Shan Tuyet Tea product of Huoi Tu Organic Tea Production Cooperative, which was certified with 3-star OCOP in 2022, Huoi Tu commune now has additional high-end products such as Red Tea and White Tea of ​​Huoi Tu Shan Tuyet Tea Conservation and Development Cooperative, which are highly appreciated by agencies and businesses in the province.

Forest resources, minerals, land and water resources are well protected. The total forest area of ​​the commune is currently 6,640 hectares, the current forest coverage rate is 60%. The trade and service sector in the commune has developed quite rapidly. During the term, many households have been formed to trade, do business and provide services with many different and diverse types such as phone trading, grocery stores, restaurants, etc.

Regarding new rural construction, by 2025, Huoi Tu commune will meet 11/19 criteria according to the Government's criteria set. According to the advanced NTM criteria set issued with Decision No. 1563/QD-UBND dated June 7, 2022 of Nghe An Provincial People's Committee, Huoi Tu commune will meet 4/9 criteria in the advanced NTM criteria set.

Cultural and social development

During the 2020 - 2025 term, education continued to receive attention and investment, and all levels of education from preschool to junior high school were universalized. The quality of education is constantly improving, with 100% of junior high school students graduating every year. The movement "All people unite to build a cultural life in residential areas" is promoted every year, with 12/13 residential areas meeting cultural standards. Traditional cultural values ​​are preserved and promoted. Attention is paid to preserving tangible and intangible cultural forms such as: blacksmiths, mills, traditional costumes, singing (cu xia lu tau of the Mong people), blowing the khen, blowing the flute, blowing the leaf horn, blowing the jew's harp, and the rhythm of the two-stringed fiddle are preserved and developed. During the term, the People's Committee of the commune issued Decision No. 146/QD-UBND dated June 25, 2024 on recognizing the Traditional Culture Club, singing school, opera school, and blacksmith shop in Huoi Mu village.

Cultural and sports exchanges are promoted, 13/13 villages have art troupes and volleyball teams to exchange on major national holidays. The grassroots broadcasting system operates effectively.

Social policies are taken care of, paid promptly and fully to subjects such as people with revolutionary contributions, families of war invalids, martyrs, people with disabilities, funeral expenses, cases of special difficulties due to natural disasters, fires, etc. The poverty rate decreased from 75.8% at the beginning of the term to 57.3% in 2025, an average decrease of 3.7%/year.

Regarding the regimes and policies for poor and near-poor households in the commune, the Party Committee and the commune government regularly pay attention; timely pay annual regimes to people such as electricity bills for poor households, Tet holiday money for poor households, and rice distribution to relieve hunger for people. Besides, Huoi Tu commune also focuses on implementing propaganda, political education, and the law every year, which is well implemented, raising awareness for cadres, party members, militia and self-defense forces, and reserve mobilization forces.

Political security, order and social safety in the area are maintained. During the past term, Huoi Tu commune has successfully built many models such as fire safety residential area in Huoi Le village, "Drug-free commune", ... Up to now, the commune has been recognized by the district People's Committee as a drug-free commune.

Development orientation

During the 2020 - 2025 term, in the face of many difficulties and challenges, especially the severe impact of the Covid-19 pandemic, natural disasters, climate change and the unique characteristics of ethnic minority areas, the Party Committee and People of Huoi Tu commune have united, strived, and achieved many important results in all fields.

The leadership capacity and fighting strength of the Party organization have been gradually enhanced; the effectiveness and efficiency of the government's management and administration have been clearly improved; the role of the Fatherland Front and socio-political organizations has been promoted; the socio-economy has continued to develop, national defense and security have been maintained, and the great national unity bloc has been consolidated.

The rural appearance has changed a lot, the material and spiritual life of the people has been gradually improved. Many economic development models have initially been effective, traditional culture has been preserved and promoted, security and order are basically stable. However, compared to the potential, advantages and expectations of the people, the results have not been commensurate. Some important targets have not been achieved such as: forest coverage, the rate of cultural households, schools meeting national standards, the poverty reduction rate is not sustainable; the situation of early marriage, illegal migration, and illegal proselytizing is still complicated.

The above limitations and weaknesses require Party committees, authorities and the entire political system to continue to innovate more strongly in leadership, direction and management methods; to arouse and promote the internal strength of the community, especially the role of the young generation, grassroots cadres and ethnic minority party members.

From there, Huoi Tu commune set development goals with 5 key tasks and 2 breakthroughs. Specifically, a breakthrough in developing young human resources associated with basic digital transformation and building digital government at the grassroots level. A breakthrough in mobilizing people's strength and socialized resources to complete the criteria for building new rural areas and preserving the cultural identity of ethnic groups in the area.

Mobilizing and effectively using all resources to invest in developing socio-economic infrastructure, prioritizing the construction of new rural areas, transportation systems, irrigation, people's markets, domestic water, cultural facilities, schools, medical stations; creating the premise for developing industrial clusters and occupations suitable to the locality, improving people's income and quality of life.

Strengthen the effectiveness and efficiency of State management in all fields. Continue to strengthen national defense associated with people's security posture; care for and improve the material and spiritual life of the people; promptly grasp and resolve pressing social issues; effectively implement social security policies, ethnic and religious policies; carry out mass mobilization work well, promote the role of the Fatherland Front and socio-political organizations in propaganda, mobilization, supervision and social criticism.
