According to the Provincial Department of Economic Cooperation and Rural Development, the draft National Criteria for New Rural Development (NTM) for the 2026-2030 period being developed by the Ministry of Agriculture and Environment is expected to have 10 criteria. The draft is being consulted with ministries, branches and localities before being submitted to the Government.

Promoting planning and green - clean - beautiful standards

Specifically, the Draft National Criteria Set on New Rural Construction for the 2026-2030 period builds 10 criteria in various fields, including:

+ Criteria on socio-economic infrastructure.

+ Criteria on rural economy.

+ Criteria on rural human resources.

+ Criteria on culture, education, health.

+ Criteria on poverty reduction and social security.

+ Criteria on science, technology and digital transformation.

+ Criteria on rural environment and landscape.

+ Criteria on political system and public administration.

+ Criteria on access to law, security and defense.

Mr. Nguyen Van Hang - Deputy Head of the Department of Economic Cooperation and Rural Development said: Compared to before, the regulations on criteria are fewer and have improved quality; similar criteria are grouped into one group. In which, the first and most important criterion after switching to a 2-level government is planning. For sustainable development, it is necessary to change and adjust the planning to suit the new development space of the merged commune group. In addition, drawing on experience from the process of building a new rural area, the regulations on managing the architecture of rural residential areas in the commune center are approved or integrated into the new commune master plan in the direction of focusing on identity and green - clean - beautiful.

To quantify and make it easy to evaluate, the socio-economic infrastructure criteria also require that the traffic infrastructure system in the commune meets the planning standards, ensures connectivity and is maintained annually; the rate of kilometers of commune roads planted with trees along the route is over 70% or more by commune group; ensures the quality of alleys and hamlets are hardened and green - clean - beautiful by each commune group; irrigation works managed by the commune are maintained annually, the rate of agricultural land area actively irrigated and drained in communes is over 80%; the organization of management and exploitation of centralized water supply works (if any) operates sustainably over 70%...

For the group of criteria for rural economy and labor resources: The criteria require that the average income per capita by 2030 is 2.5 times higher than in 2020; the commune has a production linkage model associated with the consumption of key products in the locality, in which cooperatives or cooperative groups and enterprises play the central role of linkage and effective operating model.

Prioritize safe and sustainable production

In particular, for the first time, the criteria for meeting the NTM standards stipulate that a commune must have a rate of trained workers with degrees and certificates of over 35%; at the same time, the rate of rural workers trained in non-agricultural occupations and commune-level community learning centers must be assessed and classified as satisfactory; the commune must meet the development criteria for culture, education and health; the rate of households using clean water according to standards must be over 80%.

Regarding telecommunications infrastructure and digital transformation, the commune must popularize fiber optic broadband Internet services and 5G mobile network services; have effective models of application and transfer of science and technology in production and life; deploy e-commerce activities; have a smart village model; the rate of people eligible to create level 2 electronic identification accounts (VneID) must meet the regulations of the Ministry of Public Security; build and effectively implement the movement "Digital Education for the People"...

For the field of rural environment and landscape, the criteria require that the solid waste collection, transportation and treatment system in the area must ensure environmental protection requirements; the classification and collection rate must be over 90%; the rate of buried domestic solid waste must be under 50% of the total waste generated; the rate of livestock waste, organic waste, and agricultural by-products collected, treated, and recycled into products, raw materials, fuel, and fertilizers must be over 90% or more...

Along with issuing the set of criteria for assessing new rural areas in the 2026-2030 period, the Ministry of Agriculture and Environment also submitted to the Prime Minister for promulgation the criteria for recognizing provinces and cities that have completed the task of building new rural areas in the 2026-2030 period with 11 conditions (an increase of 3 conditions compared to the previous period); regulating the pilot framework for building modern new rural communes in the 2026-2030 period including 3 conditions.

The representative of the Department of Economic Cooperation and Rural Development of the province also said: Implementing the guidance of the Ministry of Agriculture and Environment, the People's Committee of Nghe An province has directed departments and branches to contribute comments and issued Document No. 8347/UBND-NN dated August 15, 2025 summarizing nearly 30 contents that need additional comments to the Draft Criteria Set sent to the Ministry of Agriculture and Environment.

The National Criteria for New Rural Development for the period 2026-2030 divides communes into 3 groups, of which group 1 communes are communes adjacent to existing urban areas with an orientation to develop into urban areas or communes with an agricultural sector accounting for less than 10% of the economic structure and are oriented to be new urban areas; group 2 communes are communes that do not belong to group 1 communes and group 3 communes; group 3 communes are poor communes or communes in region II, region III communes in ethnic minority and mountainous areas.
