Chau Binh Commune: Socio-economic development associated with synchronous and sustainable infrastructure investment

Characteristics and socio-economic development situation
Chau Binh is a mountainous commune of Nghe An province, with a natural area of 130.91 km² and a population of 11,038 people. The Thai ethnic group accounts for 51.05%. The whole commune has 2,768 households, of which 769 are poor, accounting for 28.66%; 545 are near-poor, accounting for 20.31%. The Party Committee has 24 subordinate Party cells, with 453 Party members.

In the 2020 - 2025 term, the Party Committee and People of Chau Binh commune implemented the Resolution of the 22nd Party Congress in a context of basic advantages but also faced many difficulties and challenges. Natural disasters, epidemics, especially the complicated developments of the Covid-19 pandemic, have greatly affected production, people's lives and security and order in the area. Some projects are slow to implement, investment resources are limited, the poverty rate is still high, and essential infrastructure has not met development requirements.
However, with the attention and leadership of Party committees and authorities at all levels; the solidarity and unity in the political system; the consensus and trust of the people, Chau Binh Commune Party Committee has promoted the spirit of initiative, creativity and determination in direction and management, gradually overcoming difficulties, implementing the Congress Resolution with many important results in all fields. The achievements are an important premise and driving force for the commune to continue to develop sustainably in the coming period.
During the term, the commune's economy has developed quite well, the economic structure has shifted in the right direction. The proportion of economic sectors has changed positively: The proportion of agriculture, forestry and fishery decreased from 48.8% to 47.4%; the industry - construction increased from 16.4% to 16.8%; the trade - service sector increased from 34.7% to 35.8%. Average income per capita increased from 26.7 million VND/year (2020) to 35.9 million VND/year (2025). The poverty rate decreased from 42.5% at the end of 2021 to 28.7% in 2025.

The commune always focuses on forest management, protection and development, maintaining the area of natural forests and promoting the development of planted forests. The exploitation of planted forests is carried out reasonably, associated with increasing economic value and environmental protection. Completing the dossier for granting FSC certification for 3,688 hectares of forest, focusing on protecting special-use forests and developing secondary forest products and medicinal herbs under the forest canopy.
Agricultural production is basically stable. The rice area remains at over 280 hectares, the sugarcane area is stable at around 120 hectares, gradually forming a raw material area for processing. The total food output for the entire term reached over 20,000 tons, exceeding the set target. Livestock continues to develop in a stable and sustainable direction; some specialty livestock such as Quy duck and local black pig are focused on development, initially forming a commodity livestock model.
Household, cooperative and farm economy continues to receive attention for development. The whole commune currently has 3 cooperatives, 5 farms, 22 family farms and 40 good production and business households, contributing to the gradual formation of effective agricultural production models suitable to local conditions.

The total production value of the whole industry is estimated at over 492,012 billion VND; in which, although industry and handicrafts still account for a low proportion, they have also developed, especially handicrafts with diverse industries such as transportation, mechanics, construction, incense production, brocade... Planning and investment in building socio-economic infrastructure have received attention, mobilizing resources well. During the term, 27 projects have been built, with a total capital of over 35.7 billion VND. The rural transport infrastructure system continues to receive investment attention, gradually improving, contributing to facilitating travel, trade and new rural construction.
The site clearance work was seriously coordinated by the commune, contributing to creating favorable conditions for key projects of the Central, the province and the district to be implemented in the area such as: Ban Mong Reservoir Project, inter-village traffic routes, school buildings, cultural houses, medical stations... Thereby, contributing to promoting socio-economic development, improving infrastructure and gradually completing the criteria for new rural construction.
For trade and services, by 2025 it will reach 213,696 billion VND. Transportation services, agricultural material supply, food and beverage services, retail, especially local product consumption are expanded, contributing to increasing people's income. Transportation services have developed strongly, ranking second in the total value of the trade and service sector. The commune has initially formed a direction for eco-tourism development in the Khe Ban waterfall area, Ke Can village.

Financial and budgetary work is strictly managed, public, transparent, and in compliance with regulations. Total budget revenue in the area is estimated at 1,480 million VND. Credit activities are maintained stably, actively supporting production, business and poverty reduction; total outstanding debt of the whole commune reaches 231 billion VND.
The application of scientific and technical advances in production and life has achieved many positive results, especially in the fields of agriculture, forestry and fishery, contributing to improving productivity, quality and economic efficiency. During the term, the commune has declared, prepared records and granted certificates of land use rights for residential land, agricultural land and forestry land to people in 15 villages. Land use planning and planning have been implemented appropriately, meeting development needs such as: planning residential land, Ke Khoang village cemetery, construction works, conversion of land use purposes along National Highway 48 and inter-village axes.
Mineral resources are strictly managed, preventing illegal exploitation or water pollution. The administrative boundaries between Chau Binh commune and neighboring communes such as Quy Chau and Tam Hop are stably managed, preventing disputes.

The movement “All people unite to build a cultural life” is always given attention. Cultural, artistic, physical education, sports and health activities are given attention and maintained regularly.
Local defense and military work is deployed synchronously and comprehensively. Strictly maintain combat readiness, grasp the political security situation, prevent and fight fires and explosions, prevent and fight natural disasters and epidemics. Organize the annual military handover ceremony to ensure safety and compliance with regulations. Force building, training, coaching, and defense and security education are deployed according to plan to ensure quality.
Organize, maintain and operate effectively the inter-family self-management group on security and order; the work of grasping the situation and public opinion is always of interest. Focus on resolving complaints, land disputes, and conflicts among the people. The situation of crime and law violations in basic areas is controlled and reduced compared to the same period, security and order are basically stable. Implement well the work of managing foreigners and managing religious activities in the area.
Development orientation
Chau Binh commune identifies the common development goals: Strengthening the building of a clean and strong Party organization and political system; promoting democracy and the strength of national solidarity; accelerating digital transformation, economic development associated with environmental protection and preserving national cultural values. Ensuring national defense and security, improving the material and spiritual life of the people. Striving by 2030, Chau Binh commune will become a fairly good commune among the communes in the Western region of Nghe An province.

To effectively implement, key tasks and solutions have been specifically proposed. In which, the Party provides comprehensive leadership; cadres and party members take the lead in all areas of work. Promote the strength of the great national unity bloc, build a solid people's position, create a solid foundation to make Chau Binh commune a fairly developed commune in the Northwest of Nghe An.
Strongly innovate thinking and development methods, choose forest economy, experiential ecotourism and medicinal plants as the main development direction. Promote the application of science, technology and digital transformation as the driving force for development. Implement private economic development mechanisms according to Resolution No. 68-NQ/CP, dated May 4, 2025 of the Politburo; improve productivity, quality and competitiveness of local products. Develop effective forestry economy associated with environmental protection; expand the area of planting medicinal plants combined with essential oil processing to increase product value and raise people's income.
Promoting the traditional cultural values of ethnic minority areas in association with the development of eco-tourism. Focusing on improving the quality of education and training, health care for the people, job creation, vocational training associated with labor export.

Prioritize investment in building synchronous infrastructure, especially infrastructure serving agricultural, forestry and eco-tourism production. Increase mobilization and effective use of resources from public investment and socialization; at the same time, encourage the active participation of people and businesses in building and developing the socio-economy. Develop the economy associated with synchronous and sustainable infrastructure investment; promote restructuring of the agricultural and forestry sector towards commodity production, technology application, environmental protection; promote rural economy, OCOP products, build new rural areas and attract investment resources.
