Tri Le Commune, a border area rich in potential and cultural identity, aims for sustainable development associated with firmly protecting border security in the 2025-2030 term. The locality focuses on innovating leadership methods, improving the capacity of the political system, developing the economy towards commodity production, while consolidating national defense and security and improving people's lives. Tri Le commune is a border commune located in the West of Nghe An province, established on the basis of merging the entire natural area and population of the two former communes of Tri Le and Nam Nhoong. After the arrangement, the commune has a natural area of ​​26,194.29 hectares, including 21 hamlets and villages with 2,782 households and 14,432 people. Of which, the number of poor households accounts for 54.31%, near-poor households accounts for 30.81%. In particular, Tri Le has a 18.53 km long border adjacent to the Lao People's Democratic Republic - a position of important strategic significance in terms of national defense and security.

Being a long-standing residence of many ethnic minority groups such as Thai, Mong, Kho Mu and a part of Kinh people, Tri Le has a strong traditional cultural identity, rich in community and solidarity. However, this is also an area in a particularly difficult area, an area of ​​ethnic minorities and mountainous areas. The terrain is mainly high and rugged mountains and forests; transportation still has many obstacles; essential infrastructure is still lacking and weak, not meeting the development requirements in the current period. Uneven educational level and low quality of human resources are factors that hinder the comprehensive development of the locality.

As a border commune, Tri Le plays an important role in protecting national border security. However, the area still has many potential complications regarding political security and social order and safety. Illegal exploitation and transportation of forest products still occurs; management of resources, minerals, and land still has some limitations; meanwhile, crimes, especially drug crimes from the area across the border, are still unpredictable, significantly affecting the stability of the locality.

Despite many difficulties, Tri Le is still resilient and steadfast - just like the people here: honest, persistent, hard-working and always attached to their homeland. In recent years, especially when the Covid-19 pandemic broke out, causing many serious impacts on economic and social life, while security risks in the border area still existed, Tri Le has gradually overcome. Under the leadership of the local Party Committee and government and the joint efforts and consensus of all the people, the commune has maintained stability, ensured security and defense, and gradually created positive changes on the path of development.

In the 2020-2025 period, Tri Le commune achieved many outstanding results in socio-economic development, especially in shifting the economic structure in the right direction, exploiting the potential of agriculture, forestry and fishery, and improving people's lives.

The average economic growth rate is 7.75%/year; the average income per capita in 2025 is estimated to reach 14.28 million VND. The total social investment capital reaches more than 150 billion VND/year, which is the foundation to promote production and infrastructure sectors.

Agriculture, forestry and fishery continue to play a key role. The value of industry products reached 107.75% of the Resolution's target. Key products such as Japonica rice, passion fruit, pineapple, black chicken, black pig, Mong peach... are developed in a commodity direction. Total food output increased sharply from 4,927 tons (2020) to 16,277 tons (2025); the total herd of livestock and poultry reached more than 31,000 heads. Aquaculture developed stably on an area of ​​45.5 hectares, with a yield of 18 quintals/hectare. Forest protection and enclosure work was focused, with more than 22,000 hectares of forest assigned to communities and households for management, contributing to increasing income from payments for forest environmental services.

Industry and construction reached an estimated value of 54.3 billion VND; many traditional handicraft products were maintained, creating livelihoods from agricultural and forestry by-products. Services and trade developed steadily, with a total value estimated at 89.2 billion VND in 2025. The activities of cooperatives and highland markets have contributed to the consumption of agricultural products and the promotion of local specialties.

Infrastructure has received investment attention: Many traffic works, irrigation works, schools, boarding houses... have been newly built or renovated and upgraded. Total budget revenue for 5 years reached 328.87 billion VND, budget expenditures ensured the right development and social security goals.

The national target program for new rural construction has been implemented synchronously, and so far the commune has achieved 12/19 criteria. The rural appearance has had many positive changes: residential houses have been solidified, electricity and rural transportation have been invested in, and the material and spiritual life of the people has improved.

The education - health - culture - society sectors have seen positive changes. The quality of education at all levels has been improved, 6/7 schools have met national standards. The rate of children going to school and universal education has been high. Health care and public health care have been strengthened, the health insurance coverage rate has reached 100%, people are satisfied with the grassroots health care services. Cultural - sports - national identity preservation activities have been maintained effectively.

National defense and security work is maintained. The commune plays a good role in protecting border sovereignty, closely coordinating with patrol and control forces on the Vietnam - Laos border. Foreign relations with the opposite villages in Laos are well maintained, contributing to strengthening solidarity and friendship between the two sides.

Entering the 2025-2030 term, Tri Le commune sets the goal of comprehensively innovating the content and methods of Party leadership, aiming to enhance the fighting capacity of the Party organization and build a strong and effective political system. Maximizing the potential and advantages of the locality, the commune focuses on promoting business and service development along with agriculture and forestry in the direction of commodity production, improving product quality and value. Tri Le will also promote economic restructuring in the direction of "Industry, Construction - Trade, Services - Agriculture and Forestry", while implementing well national target programs, taking care of improving the material and spiritual life of the people, maintaining security and order, border security, striving to build the commune to develop more and more sustainably.

To realize these strategic goals, Tri Le has identified 26 key targets in the fields of economy, culture - society, environment, national defense - security and building the political system. At the same time, it is implementing 3 key task groups, focusing on promoting the combined strength of the whole society, implementing 2 strategic breakthroughs and 3 main groups of solutions to create new steps in socio-economic development and strengthening national defense - security.

First, the commune prioritizes mobilizing maximum resources to build a synchronous economic, social and technical infrastructure, creating a solid foundation for long-term development. Promoting administrative procedure reform, promoting digital transformation, along with the application of modern science and technology in production will help improve productivity, quality and efficiency, while increasing competitiveness, especially in the field of agricultural and forestry production, the key field of the locality.

In addition, Tri Le focuses on improving the quality of cadres, civil servants and public employees in the commune political system, especially the leadership and management cadres. Building a cadre team with sufficient capacity and prestige to meet the requirements of tasks in the new situation is identified as a key factor to promote sustainable development and ensure effective implementation of assigned tasks.

With clear orientations and high determination, Tri Le commune is moving towards a new stage of development, not only maintaining stability but also creating a breakthrough in socio-economic development, ensuring national security and defense, improving people's lives and building a strong political system, contributing to building an increasingly rich and civilized homeland.
