Muong Chong aims for comprehensive development, rich in identity
Promoting the tradition and cultural identity of the highlands, Muong Chong commune has entered a new development phase with the determination to build a comprehensive and sustainable locality. The main goal is to improve people's lives, gradually overcome difficulties in infrastructure and education; develop the agricultural and forestry economy in the direction of goods associated with services and eco-tourism; preserve and promote national cultural values, build a strong political system, and create clear changes in all areas.
Land of rich identity
Muong Chong is a land rich in tradition, formed on the basis of merging 3 communes Bac Son, Nam Son and Chau Ly. With an area of 173.65km² and a population of 11,291 people, the commune is located in an area with rich natural conditions, unique landscapes and diverse and rich cultural identity.

This is a gathering place of many ethnic groups living together, long attached to the mountains, forests, fields and traditional occupations. Muong Chong people are industrious, united, have a spirit of overcoming difficulties, always preserve and promote indigenous cultural values. Places such as Choong temple - where Toc Thom (Phom Hom) is worshiped, who helped Lam Son army to repel the Ming invaders - or Ban Bia waterfall with its pristine, poetic beauty, are not only the cultural pride of local people but also have great potential for developing community tourism associated with agriculture and forest economy.
Promoting existing potential and advantages, with the attention of superiors and the innovative spirit of the grassroots political system, Muong Chong is gradually rising, moving towards sustainable agricultural and forestry development associated with eco-tourism and preserving ethnic culture.
Maintain stability, promote comprehensive development
In the 2020-2025 term, Muong Chong commune has maintained stability and achieved many important results in socio-economic development, ensuring national defense and security. The average annual economic growth rate reached 8.2%, close to the set plan; the total production value in 2025 (2010 comparative price) reached 295.7 billion VND, exceeding the target by 9%. Average income per capita reached 29.9 million VND/year. State budget revenue in the area far exceeded the plan, reaching 82 million VND in 2025, contributing to increasing the total revenue for the term to 337 million VND.

Agriculture continues to affirm its role as a pillar by maintaining a high growth rate of 9.66%/year - exceeding the plan by nearly 2.6 points. The locality has focused on transforming the crop structure, promoting the application of science and technology, and mechanizing production; the total output of food crops reached more than 7,100 tons. Livestock development is stable, disease prevention is effective. The forestry sector is deployed synchronously, protecting natural forest areas well, maintaining a forest cover rate of 75%. Aquaculture continues to promote the available water surface potential, forming economic models associated with processing, typically black apple snail farming.
The new rural construction program was vigorously implemented, bringing about clear changes: Infrastructure was invested synchronously, the rural appearance was increasingly improved, and people's lives were improved. Ban Lau was recognized as meeting new rural standards during the term. In total, more than 60 projects were invested in 3 communes of Chau Ly, Bac Son, and Nam Son, with a total capital of over 71 billion VND.
The industry and construction sector continues to develop steadily, achieving a growth rate of 7.6% per year. Many occupations are maintained and expanded, creating jobs on the spot, such as mining, wood processing, small mechanics, civil carpentry, etc. Traditional occupations such as brocade weaving continue to promote economic efficiency and cultural values. Services and trade grow quite well, reaching nearly 89 billion VND in production value in 2025, concentrated in commune centers and along Highway 48C. Community tourism activities have begun to take shape, notably the homestay model in Chong Bung village associated with Choong temple and Cover waterfall.

Along with economic development, cultural and social fields are comprehensively taken care of. The rate of cultural hamlets, villages and households remains stable; people's spiritual life is improved through cultural and sports activities, preservation of Thai ethnic cultural heritage, Vi and Giam folk songs. Education continues to develop comprehensively with 5/6 schools meeting national standards; universal education, learning encouragement and vocational training are effectively implemented. The health and social security sectors are focused on; policies for people with meritorious services, support for poor households and child care are fully and promptly implemented.
National defense and security work is maintained, the people's security and national defense posture is increasingly solid. The security and order situation is stable, no hot spots occur, creating a favorable environment for socio-economic development. Citizen reception, handling of complaints and denunciations are carried out seriously and in accordance with regulations.
Determination to develop comprehensively and sustainably
Entering the 2025-2030 term, Muong Chong commune has identified the key goal of comprehensive and sustainable development in all fields; gradually overcoming difficulties in infrastructure, education, and improving the material and spiritual life of the people. On the basis of the achieved results, the commune continues to promote internal strength, effectively utilizing resources to create strong, uniform and profound changes in the new period.
Muong Chong will focus on developing the agricultural and forestry economy in the direction of commodity production, strongly applying science and technology, transforming the structure of crops and livestock to suit the conditions of the highlands. Along with that, developing services and eco-tourism associated with effectively exploiting the potential of indigenous culture and natural landscapes. Investment in upgrading essential infrastructure such as transportation, schools, medical stations... will be prioritized, in order to remove development bottlenecks and improve people's living conditions.
Along with economic development, the commune pays special attention to improving the quality of education, taking care of people's health, preserving and promoting the cultural identity of ethnic minorities, gradually building new rural areas suitable to the specific conditions of mountainous areas. Fully implementing ethnic policies, social security policies, sustainable poverty reduction; strengthening resource management, environmental protection, and responding to climate change.

To realize the above goal, Muong Chong commune has set out 31 key targets in the fields of economy, culture - society, environment, national defense - security and political system building. Along with that are 5 key task groups, 3 strategic breakthroughs and 2 major solution groups to promote the combined strength, creating momentum for breakthroughs in the whole commune.
Three breakthroughs are clearly identified.The first, invest in building and upgrading essential infrastructure systems, especially roads, schools, and medical stations, combined with promoting administrative reform, developing digital government, digital economy, and digital society.Monday, focus on developing agriculture and forestry in the direction of goods associated with services and community tourism; promote the transformation of production structure, effectively exploit the potential of forest land and traditional culture.Tuesday, improve the quality of cadres, party members and human resources at the grassroots level, especially after the merger, to meet the requirements of tasks in the new period.
On that basis, Muong Chong commune is determined to build a clean and strong political system; improve the leadership capacity and fighting strength of the Party organization, the effectiveness and efficiency of government management, promote the role of the Fatherland Front and mass organizations in mobilizing people to participate in socio-economic development, and maintain national defense and security.
With the right orientation, clear goals and high political determination, the 2025-2030 term promises to be a period of strong transformation for Muong Chong on the journey to build a comprehensively developed, unique and sustainable highland commune.
