Nghe An: Resolutely reforming administration and digital transformation in the fields of agriculture and environment

In the context of both merging two departments and implementing a two-level government, Nghe An Department of Agriculture and Environment is determined to reform administration, digitalize, and meet task requirements with increased workload, more focal points, and more complex functions and tasks.

Resolutely review and restructure the settlement process

After the merger and consolidation, the Department of Agriculture and Environment of Nghe An has many management areas, from agriculture, forestry, fisheries, land, minerals, environment, to a series of policies on people's livelihood, production, and granting of land use right certificates to people...

Along with that, many tasks previously under the district level have been transferred to the Department for implementation. In that context, the Party Committee and Board of Directors of the Department of Agriculture and Environment of Nghe An have resolutely directed administrative reform and digital transformation in all areas of the industry.

Deputy Director of Nghe An Department of Agriculture and Environment - Mr. Le Quang Huy emphasized: We identify administrative reform and digital transformation as not the task of a single department, but the responsibility of the entire industry; is the condition for the apparatus to be streamlined but still effective, so that the two-level government does not fall into the situation of "increasing focal points, increasing procedures" but on the contrary, must be close to the people, serving the people as quickly and transparently as possible.

With that awareness, the Department has focused on directing the review, standardization and restructuring of administrative procedure settlement processes towards electronicization, reducing file components, simplifying paperwork, and meeting the needs of two-level authorities. In particular, many procedures have been cut down and simplified in process and processing time; 100% of administrative procedures have reduced personal documents and do not require citizens to present personal documents, significantly reducing the situation of late appointments.

Notably, 7 procedures in the agricultural and environmental sectors have had their information integrated into the VNeID application, of which 1 procedure is received entirely online, without using paper documents. That is the issuance and renewal of Veterinary Practice Certificates. This is a breakthrough, laying the foundation for paperless public services - an inevitable trend of digital government.

The Department proactively issued a series of detailed instructions to the commune level on the fields of land, environment, cultivation, veterinary medicine, forestry, aquaculture, irrigation, natural disaster prevention and control, etc. Each document is a "professional handbook" for commune officials to follow and implement. At the same time, it organized training and "hand-holding" instructions for 130/130 communes and established online support groups to promptly resolve difficulties for the grassroots.

Mr. Tran Van Hien - Chairman of Van Hien Commune People's Committee frankly said: "Since the two-level government came into operation, the amount of work in the field of agriculture and environment has been transferred to the commune. The number of specialized staff is still small, there are many new contents, without the support of the officials and civil servants of the Department of Agriculture and Environment, the commune will find it difficult to complete the assigned tasks. In the coming time, the commune authorities hope to continue to receive the support and assistance of the leaders and officials of the Department of Agriculture and Environment".

Currently, the total number of administrative procedures in the sector is 382 (324 provincial-level procedures and 58 commune-level procedures); of which, 100% of eligible procedures have been provided in the form of full-process online public services, 46 land-related procedures are implemented regardless of administrative boundaries.

The Department's staff assigned to receive administrative procedure records of people at the Provincial Public Administration Service Center has applied electronic identity verification via VNeID, creating convenience for people.

In August 2025 alone, the sector received 23,101 new applications; of which, the rate of online application submission for administrative procedures implementing public services at the full process level reached 100%, and at the partial and full process levels was over 62%.

In particular, the rate of document digitization reached over 90%, the digitization result reached nearly 95% - a number that clearly demonstrates the industry's determination in building a transparent, paperless, electronic government.

Ms. Tran Thi Huyen - a resident of Bich Hao commune said: "In the past, my family had to go directly to do any procedures and wait to submit documents, which was time-consuming and very tiring. Now, when doing procedures for granting Land Use Rights Certificates, we are supported and guided by officials, just sitting at home and submitting online, which is much more convenient."

Mr. Nguyen Ba Diep - Chairman of Nghi Loc Commune People's Committee said: "Since the two-level government came into operation, basically all administrative procedures arising in the locality have been resolved in advance and on time. In particular, the application of VBDLIS software in processing land records, printing Land Use Right Certificates, building a land database and connecting with the Tax authority to transfer cadastral information in the electronic environment without having to transfer taxes directly. This is a real step forward in administrative reform at the grassroots level in the land sector".

Building industry data

Along with drastic administrative procedure reform; a highlight of Nghe An Agriculture and Environment sector is completing and handing over more than 2 million land plot data to C06, Ministry of Public Security to match, clean, and synchronize with the national population database.

At the same time, scan and supplement nearly 160,000 land records in areas where databases have not been built, to avoid "data gaps".

Completed synchronization of land data in 130 communes and wards to the Department of Digital Transformation, Ministry of Agriculture and Environment; directed the digitization of nearly 1.9 million records... This is an important step in connecting and integrating data - the foundation of digital government.

Digitizing land data, in addition to the purpose of storing land records, also serves the purpose of handling administrative procedures. Thanks to that, many procedures that previously required people to submit hard copies of documents have now been reduced or completely eliminated; people are not required to attach documents proving their identity or marital status to carry out land registration procedures and property attached to land in the case of households and individuals using land.

Procedures on residence and land changes have been integrated, helping people to simply submit online, without having to travel many times.

Along with the land sector, the Department of Agriculture and Environment also promotes the application of data in the management of fisheries, agriculture, forestry, environmental protection, etc.; from the fishing vessel monitoring system, the national fisheries database, the forest change monitoring software, to the forest environmental service payment monitoring system. All are aimed at an Agriculture and Environment sector of "digital data, digital management, digital service".

Despite the efforts, administrative reform and digital transformation in the Agriculture and Environment sector still face many difficulties. The area is large and diverse, and many procedures are directly related to farmers and fishermen in mountainous, remote and isolated areas - those who have little access to technology.

Creating a personal account to submit online applications is still a major obstacle. In addition, the situation of overdue applications due to system errors and incomplete software synchronization is becoming a barrier that makes people hesitant to access online public services.

Realizing these challenges, the Nghe An Department of Agriculture and Environment continues to request increased training for grassroots levels, especially commune-level officials and people in remote areas, to continue changing habits from "submitting paper documents" to "digital services", towards a real "digital government".

At the same time, complete the synchronization of the remaining land database to complete the goal of digitizing the entire province. The industry also continues to coordinate with the Ministry of Public Security and the Ministry of Agriculture and Environment to complete the synchronization of population and land data, ensuring effective exploitation, serving management work and the people...
