The National Assembly Delegation of Nghe An province supervises the settlement of petitions at the Provincial People's Court.
On the morning of September 23, the monitoring delegation of the National Assembly Delegation of Nghe An province had a working session with the Provincial People's Court according to the thematic monitoring program on the settlement of complaints, denunciations and petitions of citizens transferred by the Provincial National Assembly Delegation.

Resolve 100% of submitted petitions
According to the report from the Provincial People's Court, the sources of complaints, denunciations, recommendations and reflections sent by citizens include: Through the unit's petition reception department; through the suggestion box; through the unit's citizen reception location or directly presented to the competent person in writing. In addition, there are also petitions sent via postal services; petitions transferred by agencies and units, including the Provincial National Assembly Delegation.

In recent times, the Provincial People's Court has focused on the work of receiving citizens, handling complaints, denunciations, recommendations and reflections from citizens to lead and direct implementation in accordance with the provisions of law, meeting the aspirations of organizations and individuals, contributing to reducing second complaints and denunciations.

The 15 petitions sent by the Provincial National Assembly Delegation were classified and resolved by the Court in accordance with the correct procedures; including 11 petitions at the Provincial People's Court and 4 petitions at the Regional Courts. Up to now, the unit has resolved 100% of the petitions and responded to the relevant organizations and individuals.

At the meeting, some difficulties and problems in handling petitions under the jurisdiction of the Provincial People's Court were also mentioned. It is noteworthy that some legal regulations on handling complaints in the fields of criminal proceedings, civil proceedings, and administrative proceedings still have many problems but have not been guided by the Central Judicial Inter-branch.

Some citizens, when exercising their right to file a lawsuit or participate in litigation during the process of resolving a case, have had it resolved by the People's Courts at all levels in accordance with the provisions of law, but their subjective interests are not satisfied. They do not properly exercise their rights prescribed by law, such as appealing or requesting a review or retrial, but instead complain and denounce officials, affecting the reputation and honor of individuals and units.
In some cases, citizens send petitions to agencies that are not under their jurisdiction to put pressure on the Court, judges, etc.
In addition, coordination among a number of relevant agencies and units in providing evidence, records and documents for trial purposes is slow, leading to the emergence of complaints and denunciations from citizens to the Court.

Need to research and standardize the process of handling petitions
Concluding the meeting, Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation acknowledged the attention paid to resolving complaints and denunciations sent by the Provincial National Assembly Delegation by the Provincial People's Court.
However, the coordination and communication of the Court's settlement results to the Provincial National Assembly Delegation has not received attention; this is an issue that needs to be resolved in the coming time, in order to help the Delegation grasp the progress of settling petitions to reflect to citizens, on the other hand, if there are difficulties or problems in the settlement process, they can join in to resolve them.

In addition to strengthening coordination with the Provincial National Assembly Delegation, the Court also needs to strengthen coordination with provincial, commune and ward departments, branches, units, and units, contributing to promoting the implementation of political tasks and reducing petitions.
The Deputy Head of the Provincial National Assembly Delegation also requested the Provincial People's Court to study and standardize the process of handling complaints and denunciations related to litigation activities in general, and the Court in particular; promote digital transformation in monitoring and handling complaints, ensuring systematicity and strictness, enhancing the responsibility of officials, and promoting settlement progress.
Regarding a number of petitions and specific cases, the Deputy Head of the Provincial National Assembly Delegation suggested solutions and requested the Court to focus on researching and resolving them in accordance with the law and ensuring the legitimate rights of citizens.
