On the afternoon of September 23, under the chairmanship of Deputy Prime Minister and Permanent Deputy Head Tran Hong Ha, the National Civil Defense Steering Committee held an online meeting with localities in the storm-affected areas to deploy response work to super typhoon Ragasa.

Ready with the "4 on-site" motto

Storm Ragasa has moved into the East Sea, becoming the ninth storm in the East Sea in 2025. According to the National Center for Hydro-Meteorological Forecasting, under the impact of the storm, there will be strong gusts of wind in the sea areas. The coastal area of ​​Quang Ninh-Hai Phong has a storm surge of 0.5-1m, with a risk of landslides on dykes, embankments, damage to aquaculture, and moored boats. On land, from the morning of September 25, the coastal area of ​​Quang Ninh-Thanh Hoa will gradually increase to level 6-7, then increase to level 8, near the storm center level 9-10, gusting to level 12. The Northeast region has winds of level 6-7, gusting to level 8-9. The Northern provinces, Thanh Hoa, and Nghe An will have heavy to very heavy rain, commonly 100-250mm, locally over 400mm on the night of September 24-26. There is a risk of urban flooding, flash floods on small rivers and streams, and landslides.

Speaking at the meeting after listening to reports from localities on preparations to respond to the storm, Deputy Prime Minister Tran Hong Ha requested that sectors and localities not be subjective or negligent; focus on measures to ensure the safety of people and property. Be ready to deploy forces to respond and search and rescue as quickly as possible when situations arise.

The Deputy Prime Minister also requested the Ministry of Agriculture and Environment and the Ministry of National Defense to regularly issue forecast bulletins, including extreme weather phenomena, to warn people and proactively prevent them. Mobilize forces at sea to call on and support fishermen and boats to safe shelters; help people protect the safety of farming activities; and have plans to evacuate people from dangerous areas. Assign the Ministry of Industry and Trade to inspect, evaluate and take responsibility for the implementation of regulations on reservoir operation and regulation.

We must prepare forces, vehicles, equipment, and necessities according to the "four on-the-spot" principle to be ready to respond to all situations. Pay attention to the wide storm circulation, and be on guard against thunderstorms, tornadoes, and strong gusts of wind before and during the storm's landing to proactively take measures to ensure safety.

Nghe An focuses on ensuring safety for people and property

According to the forecast of Nghe An Province Hydrometeorological Station, from the night of September 24, the sea area of ​​Nghe An province (including Hon Ngu Island) will gradually increase in strength to level 6-7, gusting to level 8-9; waves 1.5-3.0m high, rough seas. From September 25 to September 27, Nghe An will have moderate to heavy rain, some places will have very heavy rain and thunderstorms with common rainfall of 70-150mm, locally over 250mm.

As of 10:00 a.m. on September 23, according to the report of the Provincial Border Guard Command, there were 2,404 vessels with 11,022 workers anchored at the port; there were 491 vessels with 2,048 workers operating at sea. The province has directed the Border Guard to take the lead in notifying all vessels, and the vessels operating at sea have received notice of the location and direction of the storm to avoid and escape from the danger zone.

One of the province's two major reservoirs, Song Sao Reservoir, is expected to open its spillway from 7 a.m. on September 24. All dam projects are being implemented by localities and units according to approved disaster prevention plans. The "4 on-site" plan is ready to ensure safety for people and property.

Up to now, the whole province has harvested over 48,353 hectares of summer-autumn rice; planted 2,539 hectares of winter crops/plan 33,626 hectares. Currently, localities are taking full advantage of favorable weather to focus on quickly and neatly harvesting ripe rice areas.

The media has also announced the developments of storm No. 9 so that aquaculture owners can proactively take preventive measures to minimize damage. The Provincial People's Committee has directed that people absolutely must not stay on cages and rafts during storms and floods.
