Vice Chairman of the Provincial People's Committee Hoang Phu Hien inspected the response and prevention work for storm No. 9 and worked at the crushing station of Vissai International Port.
On the morning of September 24, comrade Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee inspected the response and prevention work for storm No. 9 (storm Ragasa) and worked with Song Lam Nghe An Cement Joint Stock Company on the Vissai Seaport Construction Project and the Song Lam Cement Grinding Station project.
Estimated revenue is about 6,000 billion VND
Vissai Seaport construction project invested by Song Lam Nghe An Cement Joint Stock Company in Nghi Thiet commune, Nghi Loc district (now Hai Loc commune).
The project has an area of 407.15 hectares (current water surface is 397.06 hectares; natural coastal land is 10.09 hectares). The total investment capital is about 2,198 billion VND, with the project's operation period being 50 years from the date the Provincial People's Committee approved the investment policy.

Up to now, the project has been approved by the competent authority for legal procedures to be implemented and put into production and business activities. For the main items, the No. 1 specialized wharf area, breakwater items, conveyor system and bank protection embankment have been built.

In addition, the project has completed a number of auxiliary items such as: Construction of a fence surrounding the specialized wharf area No. 1; dredging the area in front of the wharf and the turning area at the specialized wharf area No. 11; dredging the 110m port access channel and works serving operation and exploitation.

As of August 2025, Vissai Seaport had 627 ships entering and leaving the port, with an output of 5,951,308.39 tons. Of which, the general port reached 1,547,228.36 tons with 88 ships entering and leaving the general port. The industrial production value of Vissai Port reached 3,595 billion VND, estimated to reach about 5,500 billion VND for the whole year.
The company's total revenue as of August 31, 2025 is 3,920 billion VND, estimated to reach about 6,000 billion VND for the whole year. The export value for 9 months reached 2,200 billion VND, estimated to reach about 3,900 billion VND for the year.

Up to now, Vissai Port has 1,630 workers and laborers working with an average income of 8 million VND/person/month.
For the Song Lam Cement Grinding Station project in Nghi Thiet commune, Nghi Loc district, Nghe An province (now Hai Loc commune), part of the Song Lam Cement Factory Project. The project has a total investment capital of 12,500 billion VND with an operating period of 50 years from November 1, 2014.

Up to now, the project has been approved by the competent authority and has sufficient legal basis to be put into production and business activities. Song Lam Cement Joint Stock Company has implemented the construction of project items and is being exploited and operated to serve the production activities of the Cement Grinding Station.
Removing difficulties
According to the investor's report, the project implementation process encountered some difficulties and problems: Currently, due to the natural sedimentation of sea sand, ships have to wait for the peak tide to leave the bridge, causing the bridge and the cargo loading machine to be stuck. There is still a phenomenon of fishermen fishing in the channel at night, causing obstacles and making it unsafe for ships to enter and exit Vissai seaport. To date, the locality has not completed compensation and site clearance for 11 households near the port area.

At the meeting, Song Lam Nghe An Cement Joint Stock Company requested the People's Committee of Nghe An province to consider and give direction on the Company's proposal to approve the location for dumping dredged materials to maintain the channel, turning basin and water area in front of the wharf at Port 2; at the same time, dredge the channel of Port 1 to ensure the depth of the channel, turning basin and water area in front of the wharf.
Song Lam Cement Joint Stock Company proposed the province to approve the policy to allow the Company to proceed with the adjustment of the detailed construction planning 1/500 of Song Lam Cement Grinding Station to serve the production and business activities of the Project. Along with that, it is hoped that the province will direct Hai Loc commune to promptly receive and hand over all documents and procedures related to the compensation project to support land acquisition and resettlement for 11 affected households in the interspersed land area, to serve as a basis for resettlement for the people.

In his concluding remarks at the meeting, Vice Chairman of the Provincial People's Committee Hoang Phu Hien acknowledged and highly appreciated the production and business activities of Song Lam Nghe An Cement Joint Stock Company, which have created jobs for workers, contributed to the local budget, and contributed to promoting investment attraction and socio-economic development of Nghe An province. In addition, the Company pays attention to the social security work of the province.
Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the Company to pay attention to implementing response and prevention work for storm No. 9 (storm Ragasa); need to calculate logistics for 6 wharves; ensure maritime traffic safety.
Comrade Hoang Phu Hien assigned the sectors and localities to coordinate in removing difficulties for businesses.

Specifically, assign the Southeast Economic Zone Management Board to coordinate with Hai Loc commune to speed up the site clearance work, relocate resettled people; coordinate to complete the planning adjustment. The Department of Agriculture and Environment advises the Provincial People's Committee on the location of dumping dredged material to maintain the channel, turning basin and water area in front of the wharf at port 2, and at the same time dredge the channel of port 1.
The Provincial Border Guard Command directs strict management of incoming and outgoing ships; at the same time, propagates and disseminates laws to people to grasp the scope of the channel, turning area and area in front of the wharf to ensure safety for ships entering and leaving Vissai seaport. The Port Authority considers building an anchorage area for ships with a tonnage of more than 100,000 DWT.
