General Secretary: The 14th Congress documents must be a strong commitment to the people

General Secretary To Lam noted that it is necessary to strive for the documents of the 14th Party Congress to become a driving force for innovation in thinking and action, arousing aspirations for development, promoting the strength of great solidarity, seizing opportunities, overcoming challenges...

On the afternoon of September 25, General Secretary To Lam chaired a working session with the Standing Committees of the 14th Party Congress Subcommittees, giving opinions on continuing to perfect draft documents to be submitted to the 14th Congress.

The Standing Committees of the 14th Party Congress Subcommittees reported on the preparation of documents to report to the Politburo and the 13th Party Central Committee Conference, including: Draft political report; draft report summarizing a number of theoretical and practical issues over 40 years of renovation in Vietnam; draft report summarizing 15 years of implementing the Party Charter.

After listening to the discussion opinions and concluding the working session, General Secretary To Lam emphasized that the documents of the 14th Party Congress, with two pillars being the political report and the action program for the 2026-2031 term, must be a strong commitment of the Party to the people about a new development period: Solid stability for breakthrough; modern, inclusive, sustainable; both ensuring comprehensive security and expanding development space in the context of strategic competition and global standard transformation.

To do that, the 14th Party Congress document needs to clearly show 3 layers of orientation. That is: The foundation layer is the new generation development thinking with 4 strategic transformations; the structural layer is the 5 pillars of fundamental security that create a shield against shocks, changes and the impacts and risks that must be faced; the operational layer, the action program that can be counted according to each implementing entity, resources, responsibilities and specific deadlines.

The General Secretary said that the new resolutions of the Politburo and the upcoming resolutions not only supplement content but also serve as "leverage" for the documents of the 14th Party Congress to immediately begin implementation.

The General Secretary requested that the summary of 40 years of innovation must point out core lessons, firmly uphold the goals of national independence and socialism; innovate with principles, promote the strength of great national unity, take people as the center, subject, goal and driving force of development; combine national strength with the strength of the times, and proactively integrate.

At the same time, the General Secretary requested to seize the opportunities of green transformation, digital transformation and restructuring of the global value chain. The responsibilities of each agency, each Party Committee, and each cadre must be clearly defined in the mechanism of "one task - one contact - one deadline"...

The General Secretary also highly appreciated the issues that had been absorbed and improved in the report. He requested that new points be added to the new issues of the document, especially the opinions of the Politburo members, the Standing Subcommittee, and the preparation of reports to the Politburo and the Central Committee.

With the highest sense of responsibility, the General Secretary asked the members of the Document Subcommittee to continue to make efforts and urgently complete the documents in the spirit of today's meeting. He also noted the need to strive for the documents of the 14th Party Congress to become a driving force for innovation in thinking and action throughout the entire political system; arouse the aspiration for development, promote the strength of great national and Party solidarity; seize opportunities, overcome challenges, and firmly put the country on the path of a rich people, a strong country, democracy, fairness, and civilization.

“We will turn the document into a modern leadership and governance tool, creating a solid foundation for the 2035-2045 goals. That is also our commitment to the people: Words go hand in hand with deeds, plans go hand in hand with actions, results are the highest measure,” the General Secretary emphasized.
