Dear Congress!

First of all, on behalf of the Vietnam Fatherland Front Committee, socio-political organizations and people of all walks of life in the province, I would like to send to the Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes, Central delegates, advanced models and all delegates my best wishes for health and happiness!

Wishing the Patriotic Emulation Congress great success, opening a new development period with new spirit, new momentum, new motivation, and determination to compete to build a rich, civilized, and modern Nghe An.

Dear Congress!

Promoting the patriotic emulation flag initiated and cultivated by beloved President Ho Chi Minh; over the past 5 years, Nghe An has unanimously responded to the Patriotic Emulation Movement for the period 2020 - 2025 in the context of many intertwined difficulties and challenges.

This is the period when we compete to develop the economy and society, while preventing the Covid-19 pandemic with unforgettable milestones and images; and preventing natural disasters and floods, when every year we are challenged by harsh nature, leaving behind serious consequences and damages, lasting into the following terms.

However, the more difficult it is, the more the strength of great solidarity is promoted; the more difficult it is, the more advanced and typical examples appear, very diverse, rich and spreading strongly. Dozens of patriotic emulation campaigns and movements in all fields have been responded to by all levels, sectors, the Fatherland Front, socio-political organizations, mass organizations and people of all walks of life in association with their functions, tasks and missions.

The great solidarity bloc of the people in the province continues to be strengthened and promoted; the trust and consensus of the people are increasingly consolidated and strengthened and have truly become a strong driving force, contributing significantly to the successful implementation of the goals and targets for socio-economic development, national defense and security for the 2020-2025 term with important achievements, creating valuable and proud marks.

Inheriting and promoting the achievements of the past 5 years, with the spirit of "Solidarity, creativity, innovation, emulation to build Nghe An to develop rapidly and sustainably", the Vietnam Fatherland Front and socio-political organizations at all levels in the province will continue to be the "nucleus" in propaganda work, mobilizing people of all walks of life to actively respond and effectively implement the Patriotic Emulation Movements for the period 2025 - 2030 of Nghe An, with 4 groups of contents on economy; culture - society; national defense, security, foreign affairs; Party building and organizations in the political system launched by Chairman of the Provincial People's Committee Le Hong Vinh.

Dear compatriots, comrades and people of the province!

Practicing President Ho Chi Minh's advice "Competition is sowing, reward is harvesting", with all the pride in the steadfast revolutionary tradition, courage and strength of great solidarity, in the qualities of diligence, studiousness, depth, loyalty and the will to rise up of the people of Nghe An; with the love for the homeland, the country and the responsibility of the children born and raised in Uncle Ho's homeland; I earnestly call on all levels, sectors, cadres, party members, soldiers of the people's armed forces, people of all ethnic groups, religions, business community, people of all classes, children of Nghe An at home and abroad to unite in one heart, actively respond to the patriotic emulation movements launched by the Provincial People's Committee; Turn the spirit of patriotic emulation into concrete actions, turn the Party's policy into a movement of the people, "unanimously, unitedly, unitedly; together, resonate together, share together", determined to strive, overcome all difficulties and challenges, strive to achieve many outstanding achievements, successfully carry out political tasks for the period 2025 - 2030, contribute to making Nghe An break through, steadily reach far, confidently, self-reliant with the whole country entering a new era of development, becoming a national growth pole, worthy of being the homeland of beloved President Ho Chi Minh!

To realize the emulation goal, we need to consistently maintain the viewpoint of continuing to take the emulation movement "Studying and following Ho Chi Minh's ideology, morality and style" and the movement "Nghe An following Uncle Ho's advice" as the foundation; the entire Party, the entire people and the entire army mobilize all forces, promote all initiatives, use all talents to compete and achieve results with the spirit of: "Doing it quickly", that is, quickly achieving the emulation goal; "Doing it well", that is, paying attention to the quality and effectiveness of emulation work; "Doing it a lot", that is, paying attention to the frequency of regular implementation, innovating the content, form and method of organizing patriotic emulation movements, closely following the political tasks of the province. Each patriotic emulation movement must truly be for the benefit of the people and the whole society, creating motivation and inspiration for cadres, party members, soldiers and people of all walks of life to actively respond and participate.

Dear Congress!

Throughout the history of building and defending the country, our people have proven: Whenever the flame of emulation is lit, all difficulties and challenges can be overcome.

We believe that, on this occasion 5 years later, there will be many more typical and advanced examples, fragrant flowers in the emulation garden of the province will continue to bloom, burning the revolutionary tradition of the heroic Soviet homeland, practically celebrating the 100th anniversary of the Party's founding, the 100th anniversary of the Nghe Tinh Soviet and the 1,000th name of Nghe An in 2030.

Once again, I would like to wish the Vietnamese Heroic Mothers, Armed Forces Heroes, Labor Heroes, Central delegates, advanced models and all delegates wishes for solidarity, health and happiness; wishing us to always maintain our faith, aspirations and the "fire" of patriotic emulation!
